There are a lot of variables to think about before making your final decision. It is not as simple as, smaller picture gets narrower mat border,or larger picture gets wider border. You need to look at the colors and shapes within the artwork itself, regardless of the size. Two pictures of the same size may look good with different border widths if the shapes in one is larger than in the other. Mat borders are also a good trick to help artwork fit a certain wall space.
Another consideration to determining border width is the visual weight and style of the moulding you select. If the style of your moulding is visually heavy a wider mat border may be necessary. If your moulding is narrow a narrower mat width may work better. The most important thing is to keep all the framing elements in proportion with one another.
Contrary to your first instinct, repeating the widths in the frame design can be distracting to the viewer and may draw the viewers attention away from the artwork.
Tip 1: Use generously proportioned mat borders to help present your art.
Tip 2: Consider adding a little extra mat width to the bottom as a counter balance.
