Greetings!
I am pleased to report that our 101st Annual Meeting and Luncheon of the Greater Providence Board of REALTORS® was a great success! The program ran quite smoothly for all that we covered and the Squantum Association afforded us beautiful views of Narragansett Bay!
This has truly been an exciting year for our local Board! It seems as if just a short time ago I was installed as your 2007 President, and now I am preparing to pass the gavel to my successor Victoria Doran on October 26th at our State-wide Installation of Officers and Directors.
One of the challenges I, and, indeed our Board, was presented with in 2007 was the selection of a new Chief Executive Officer. After 25 years of distinguished service, Sharon Kersh, RCE, retired June 1st and her service was recognized at a retirement reception in late June. Earlier this year, a Search Committee was formed and after reviewing many qualified candidates, Michele L. Caprio, past President of the RI Association of REALTORS®, was selected as our new CEO, commencing June 1st. I want to commend the Search Committee for their conscientious efforts as we navigated through the selection process. Our Directors are confident that Michele's leadership skills and qualifications will serve to ensure the tradition of excellence the Greater Providence Board of REALTORS® enjoys, and we congratulate Michele on her recent recognition as a "Forty Under 40" recipient by the Providence Business News for her outstanding commitment to professional and community involvement.
As I review this past year, being Board President has been a wonderful opportunity for me to get to know my fellow REALTORS® better, to hear and respond to your comments and feedback from the field, and to develop lasting relationships with my peers. This would not have been possible without taking the first step: I volunteered.
When I was first asked to serve as a volunteer on the Greater Providence Board of REALTORS® I recall how humbled I was to be a part of such an amazing team. We are truly fortunate to have volunteers with incredible energy and talents who are willing to share their time with our Board. I whole heartedly urge anyone who is serious about our profession to get involved! I would also like to acknowledge the contributions of our Affiliate Members. Our Affiliate Members are comprised of professionals from the real estate industry who have recognized the importance of building relationships with REALTORS®. I would like to personally thank those Affiliates who give their support to the Greater Providence Board of REALTORS®. Their sponsorship of our programs goes a long way in allowing us to continue to provide high quality programs and services at a reasonable cost.
In concluding my term as your 2007 President, I look forward to a bright future for the Greater Providence Board of REALTORS®. I would like to take the opportunity to thank you, the members, for giving me the opportunity to serve this Board. I would also like to express my gratitude to the volunteers and Affiliates who have given their time and resources to support our continued success. It has been my privilege to represent you and I am inspired to continue my service in any way that may be meaningful in promoting our shared goals as REALTORS®.

As of July 1, 2008 there will changes in our Fire Code. To ensure that you stay on top of these changes, the Greater Providence Board of REALTORS® along with the RI Association of REALTORS®, Rhode Island Housing and the Providence Fire Department will co-host a newly developed three hour seminar focusing on upcoming changes in the Fire Code.
The program will be held on Friday, October 19, 2007 at Gaige Hall on the campus of RI College. REALTORS® will receive three credits to apply toward re-certification in April 2008.

"Text Messaging or Txt msgN?"
Mobile phone technology has come a long way within the past few years, and the advancements are amazing. Believe me, keeping up with these advancements isn't exactly the easiest thing to do, but they make working in the Real Estate industry much easier.
With the vast amount of PDA (personal digital assistant) style phones available from every mobile phone provider and manufacturer, they have become much more affordable, and much more user friendly. Thus making it an essential tool for REALTORS® who are looking for an "all in one" virtual office. I can tell you from experience, and from fellow colleagues in the industry, and other industries such as financial and legal, that PDA mobile phones have made selling real estate and communicating with each other much more easier than sitting behind a desk on a land line or in front of a computer.
Text messaging has been the latest Tech Craze allowing users to send short messages with their phone dial pads. "Texting" makes it easier to contact anyone without even dialing a number, and you will find that rates and plans through the various mobile phone providers have become extremely affordable. Now don't get me wrong, as a professional in the industry, you should still contact your clients and prospects via a good ole' fashioned phone call, but text messaging comes in handy when you are in a position that does not allow for dialing a number and talking out loud. But whatever you do, don't attemp to text while driving!
With that being said, what about the ability to receive and reply to emails from your PDA mobile phone, or perhaps using the web, and planner they also offer? And that is just the tip of the iceberg. They now offer navigation, mapping, camera, video, television and transferring information to a computer or another mobile phone user! Do you see where I am getting at? It's time for you to take a trip to your local service provider, or even do it online, and look into switching over to one of these high tech devices, simply because they are affordable, easy to use, and chances are, your CLIENTS have them too!

SHORT SALES AND THE "PHANTOM TAX"
In today's atmosphere of tightened lending standards and challenging market conditions, "Short Sales" and "Quick Sales" are becoming much more prevalent in the current housing market. From a Listing Agent's perspective, in order to effectively channel your marketing and resources in this tumultuous market a successful REALTOR® must first be able to determine if either a "Quick Sale" or a "Short Sale" is the best solution for the client.
A "Quick Sale" is defined as the sale of a piece of property that has equity in it, in other words it has a value greater than its outstanding mortgages and liens. In this situation the seller/client and REALTOR® make an informed decision to market the property at a discounted price in order to effectuate a speedy sale to avoid foreclosure proceedings, further market value reductions or to secure funds to purchase another home.
A "Short Sale" on the other hand is defined as a piece of property that has a value less than its outstanding mortgages or debts. In order to successfully effectuate a "Short Sale" the REALTOR® must secure an agreement with the seller's lender wherein the lending institution agrees to accept a final payoff that is less than the amount owed for full satisfaction and discharge of the mortgage. The amount of the loan that the lender agrees to reduce is either forgiven or converted to a personal loan. Remember, when discussing options with your client a "Short Sale" is not the same as a foreclosure sale or a bank REO property sale.
The downside of a "Short Sale" for your client is twofold. First, the lending institution granting the short payoff reserves the right, and in most cases, will report the short sale to the credit bureau as "Foreclosure redeemed, short sale settled." Clearly, this will have an impact on your client's ability to secure a mortgage/loan at some future time. Secondly, your client will have to deal with what is commonly known as the "Phantom Tax." This tax is not a phantom at all it is actually the 1099 tax. In most cases, when a lender agrees to take less on a payoff than is actually owed, the lender will report the reduction in the loan amount to the Internal Revenue Service. Their rationale is that since your client was initially given the loan's full value, any amount forgiven and not paid back is deemed to be income in the year in which it was gained and the seller owes taxes on it.
In conclusion, it is imperative for the real estate professional to be able to distinguish between a "Quick Sale" and a "Short Sale" and properly inform one's clients about the potential tax and credit ramifications on the latter. | |

Ann Shackford CBR, GRI
of RE/MAX Preferred in North Providence was recently named the recipient of the Greater Providence Board of REALTORS'® Lear Award. The Lear Award is presented to distinguish an outstanding REALTOR® member for their leadership in the real estate industry and for community involvement.
Robert Sparn, President of the Greater Providence Board, commended Ann for her steadfast dedication and her willingness to do what it takes to get the job done right. At the 101st Annual Meeting and Luncheon he stated, "Ann has been a great asset to the Board over the years, and I really wanted to show our collective appreciation through her selection for this most prestigious award. She does so much work behind the scenes that it gives me great pleasure to offer this recognition". Ann has served as Chair of the Awards Committee for the last 5 years and also serves on the Board's Grievance and Professional Development Committees. She is a frequent volunteer at many of the Board's events.
Ann holds the National Association of REALTORS® designations CBR and GRI. She has been a Broker for 25 years and an agent with RE/MAX for the last 18 years. She was inducted into the RE/MAX Hall of Fame in 2006 and is a member of the RE/MAX 100% Club. Ann is consistently recognized as a top producer in the Board's Circle of Sales Excellence Awards Club.
Ann resides in Johnston with her husband Hobie and their two daughters, Sandra and Stacey. She is a member of the St. Augustine Finance Council and a member of the Catholic Charity Fund Leadership Team.
