| China announces Olympic restrictions |
|
Restrictions affecting everything from air quality to port shipments were announced last week by the Chinese government ahead of the Olympic Games.
The following is general information regarding the restrictions:
The 29th Olympic Games will be held in Beijing from Aug 8th to Aug 24th, 2008. Main venues are in Beijing. Qingdao will have Sailing competition, Hong Kong will have Equestrian, and Tianjin/Shenyang/Qinhuangdao/Shanghai will have Football Preliminaries.
Beijing Paralympics will start from Sep 6th to 17th, 2008. Most Olympic-related policies will take effect from July to September for Beijing, and will take effect in July and August for other related cities.
Air Quality Control Affected geography: Beijing, Tianjin, Hebei, Shanxi, Inner Mongolia and Shandong On April 4th, 2008, Beijing Municipal Environmental Protection Bureau announced the Air Quality Control Measures effective from Jul 20th to Sep 20th. General outlines are:
Work at Beijing construction sites will be suspended; 20 heavy-polluting companies have been asked to cut emissions by 30 percent or reduce production. Gas stations, Tanker trucks and oil depots will be closed if they haven't completed "Oil vapor recovery" upgrades.
Outdoor spray-painting is forbidden in the city.
Some polluting factories surrounding Beijing area may also be asked to shut down or reduce production. It covers Beijing, Tianjin, Hebei, Shanxi, Inner Mongolia and Shandong provinces.
Xingang is the main port for North China cargo, and the majority of commodities are chemical, metal and raw materials which are from those restricted industries. Xingang export cargo volume is expected to be affected.
Traffic Control Affected geography: Beijing, Tianjin, Qingdao.
On Jun 20th, 2008, Beijing Municipal Environmental Protection Bureau made an announcement on traffic control for local and non-local vehicles. General outlines on local vehicle usage restrictions from Jul 20th to Sep 20th are:
Odd/Even number plate vehicles drive on every other day; Trucks are not allowed in certain roads (within 6th ring) from morning to midnight. Trucks with hazardous chemical or construction earth and high emission (yellow labeled) vehicles are not allowed to enter the city of Beijing.
General outlines on non-local vehicle usage restrictions from Jul 1st to Sep 20th are: Trucks are not allowed; All vehicles need to meet the emission standard; From Jul 20th to Sep 20th, all vehicles need to apply for a pass permit and also drive by the odd/even number rule.
Traffic control measures in Tianjin and Qingdao not available at this time.
Port Security Control As the Olympic Games draw closer, port security in China will get tightened. Document procedure of Customs Declaration will become stricter and time to clear customs may increase.
During Qingdao Sailing competition period, limits will be set on vessel traffic, vessel speed, vessel type, vessel passing time and vessel location for port area which is close to the venue. (Source: Shipping Gazette)
Other Security Control China is tightening visa restriction to ensure a safe environment during the Beijing Olympics.
DG (Dangerous Goods) Cargo Control In order to keep security during the Olympic Games, Chinese central government instructed local government to set up local security measures.
Shanghai Port Shanghai Port Administration has announced the official prohibited DG cargo list in Shanghai port from Jul 18th to Aug 25th.
Qingdao Port There is no specific DG prohibited/restricted list. Qingdao Maritime Administration requested each carrier not to accept higher DG cargo.
Other North China ports (Ningbo/Xingang/Tianjin/Dalian) No DG restrictions have been announced by the local government yet.

The baseball player who was traded for bats John Odom, a pitcher for the minor-league Laredo Broncos in Texas, may forever be known as "Bat Man," says Chris Talbott in the Associated Press.
That's because the Calgary Vipers this spring traded him to the Broncos-for 10 maple baseball bats.
"I'm still in shock from this phenomenon, I guess," says Odom, 26. "It's mind-boggling."
Actually, swapping live players for inanimate objects isn't unheard of in the minors; players have been exchanged for uniforms, oysters, and even sides of beef. But Odom has had particularly tough luck.
Ever since the San Francisco Giants first drafted him in 2003, he has been plagued by everything from a chipped foot bone to a dislocated shoulder. He never even played for Calgary, because after he signed with the Canadian team, he discovered he couldn't enter Canada due to a minor, unspecified charge from his youth.
Now he has the burden of his bizarre trade: Ripley Entertainment has bought the 10 bats for $10,000, for a "Believe It or Not" display that may include a full-size wax reproduction of Odom.
While at first worrying that he had become "a walking parody," Odom now says he doesn't mind the publicity.
And besides, he says, there's a lot more to him than baseball. "I don't want to think this is what defines me as a person."
