OBX Green Drinks
OBX Green Drinks will be having its November monthly mingle tomorrow night, November 11. Robert Perry, Director of UNC's Albemarle Ecological Field Site (AEFS) in Manteo, will be the guest speaker. Selected students from UNC's main campus in Chapel Hill spend each fall semester here on the Outer Banks, exploring northeastern North Carolina and completing a multidisciplinary capstone project as a team. Perry will share information about this semester's capstone project that focuses on historical and future sustainable practices in Nags Head.

Getting My Head Out of the Sand

SHIIP (Senior Health Insurance Information Program) /Prescription Drug Program BEGINS November 15th through December 31st, at which time you can sign up for Medicare, or change to a different drug plan if it benefits you. It is suggested that you review your plan every year to ensure you have the best plan for you prescriptions. A SHIIP Volunteer will be available by appointment and able to answer your questions and do a Medicare check-up. Free Flu Clinic
The Outer Banks Hospital is offering seasonal flu vaccinations at no charge on Monday, November 22nd from 10:00 am to 1:00 pm at Dare County Center in Manteo as a service to our community. A limited number of seasonal flu vaccines will be offered on a first come, first served basis persons 18 years or older while supplies last.

Volunteer Opportunities
Volunteer at the Beach Food Pantry There are many ways to become involved in helping the Beach Food Pantry. We are open Monday through Friday from 2 pm to 4 pm. If you would like to volunteer to help clients during these hours, please contact a coordinator from a participating church listed on the Supporting Members page
Youth Partnership for Dare County is looking for caring volunteers to tutor at-risk preschool children using the WINGS preschool literacy program. WINGS volunteers will play literacy-based games at least once a week, focusing on memory, comprehension, problem-solving, creative thinking, and decision-making. The typical time spent volunteering each week is 1-2 hours. For more information, please contact Carla Heppert at 252-441-0614 or email her at wings@darekids.org. Children and Youth Partnership is a non-profit organization serving children, youth, and families in Dare County. The Partnership administers the state Smart Start program for Dare County for children birth through age 5 and is a central source of information about activities, programs and resources for children
Children at Play is currently looking for volunteers that would like to work in the museum with the children, doing activities such as arts and crafts, stories and games. Our address is 3809 N. Croatan Hwy, Kitty Hawk, NC 27949 and our number is 599 1373. Children at Play is a non profit 501(c)(3) organization.

The Dare Literacy Council is looking for volunteers to help with fundraising, administrative tasks, publicity, and tutor/student support. If you have an education background, volunteers are needed to help with assessing students and developing tutor seminars. If you are fluent in Spanish, help is needed communicating with students. The DLC is an all-volunteer organization so as little as one hour is a tremendous boost to helping the DLC continue to serve the community. To volunteer, call Marian at (252) 261-6940, email dareliteracy@gmail.com or visit dareliteracy.org Albemarle Commission needs volunteers to deliver nutritious meals to senior citizens in Dare County Monday through Friday. The Home Delivered Meals Program serves seniors that are 60 years of age or over, homebound and no longer able to prepare a nutritious meal for themselves. Alphabet Soup, Forms, Waivers, Policies, and Cut-off Dates
The complexity of the paperwork and processes serving people with disabilities is overwhelming. Admittedly, I've never been good at filling out paperwork - nor tracking it. Secretaries would not let me refile any files they gave me. Thank goodness for Outlook. The reality of the paper process for people with disabilities was really brought home when Eileen Lowery of the OBX Autism Chapter sent me a copy of a news release about date changes and services hours related to receiving services. In July, the NC Department of Medical Assistance (DMA- which oversees Medicaid in NC) and the Division of Mental Health /Developmental Disabilities/Substance Abuse (MH/DD/SAS) announced new policies for CAP DD waiver services that will limit people to 129 habilitative service hours per month. There are other changes in the policies as well. These limits will go into effect on May 30, 2011 UNLESS your Case Manager fills and submits out an Extension/Exception Request Form on time (and it is approved). By December 1, 2010 the Case Manager will complete this CAP-MR/DD Policy Requirements Extension/Exception Request Form, sign, date, and submit to the LME. If you do not have your Case Manager fill out and submit the Extension/Exception Request Form to your LME on time, you do NOT have the right to appeal because these limits are based on a change in state policy. Currituck-Dare Womens Giving Circle Currituck-Dare Womens Circle is sponsoring a series of presentations on issues for women and children in our area. All area women are invited. On November 11, 5:30 at Keefer's Grille in Powell's Point. Kathy Romm, Currituck County Department of Social Services will speak on Women and Substance abuse. Thanksgiving Baskets
The Roanoke Island Women's Club will once again partner with Dare County Social Services to provide Thanksgiving Baskets for those in need. Once again needs the help of the public to make it happen. Last year we provided baskets for 168 clients and feel this year there will be more. Funds have been slow to come in this year and we are requesting any financial help we can get or if you or your group would like to do an actual basket instead of funds for a food gift card, this too can happen. For those wishing to help with a financial contribution, please send a check made out to the Roanoke Island Women's Club to Karen Rodgers, 104 East Woodlands Drive, Manteo, NC 27954. For those wishing to make a basket for a needy family, please contact Louise Riley at 473-3197. Gift cards will be mailed on November 16 and the baskets will be distributed on November 22nd. at the Social Services Office. For those who need help with applying for a Thanksgiving basket, they need to contact Tammy Reber at Dare County Social Services before November 15th. We hope residents will open their hearts once again to help those put a warm Thanksgiving dinner on their table this year

Fundraiser Planning Meeting
Wednesday, November 10, Hatteras Island. Persons interested in helping with the 2nd Annual Hatteras Connection Seafood Dinner Fundraiser are invited to a planning meeting at 1 p.m., Wednesday, November 10 at Fessenden Center in Buxton. Last December the event raised almost $3000 for the Hatteras Island Food Pantry and Hatteras Meals, Inc. and helped stock the food pantry's shelves for the holiday season.
This year the fundraiser will be held from 5 p.m. to 7 p.m., Tuesday, December 7 at the Hatteras Village Civic Center. Roanoke Island Festival Park

Another word on Immigration Reform.
Around 2005-2006 a community group, America United was formed in Dare County. The purpose of the group was to build bridges between the Anglo-Latino Community, Anglo Education, Immigration Advocacy, and Community services. It sponsored two meetings in local churches between the County Sheriff and the Latino Community. I attended one, and walked out hopeful. Hopeful how people were were treated with dignity and hopeful that somehow, comprehensive immigration reform was possible. Law enforcement could exercise justice with compassion. That all people would be protected by the sheriff's department. Women could call the police about domestic abuse regardless of their paperwork.
By late 2008, things got tougher. City councils declare English as the official language. One city official said he was tired of having to push 1 on his phone to hear the message in English. There was a state change in how driver license were renewed. And Holy Redeemer, a long support of America United, changed priorities in social justice; sisters were moved to other areas. America United lost its focus and survives in name only. And then hard economic times came upon us. At the Holy Redeemer by the Sea Pastoral Council Meeting on January 27, 2009, Raul Gonzalez noted that the Latino Community had dropped approximately 30% due to the lack of work in the Outer Banks. I have no way of knowing, but I imagine it may be up to 60 or 75% now.
In 2008, Wake County teamed up with Homeland Security for a program, called 287(g) which connected arrestees with ICE, Immigration and Customs Enforcement. The program from its beginning has been criticized because of racial profiling and civil liberties.In 2008, in North Carolina three children were left on a roadside after their mother was arrested on a traffic violation, and a library worker brought illegally to the U.S. as a toddler Just recently, a woman called the police because of domestic violence. She and her husband now face deportation. It is now 2010. In March, Dare County began employing this new information-sharing capability that modernizes the process used to accurately identify criminal aliens in the community. Maybe you already knew this. It took an email from the North Carolina Council of Churches and five clicks through cyberspace for me to find out that Dare has been participating. The program will be up and running nationwide by 2013. If a state signs up for the program, cities and counties don't have a choice.
The N.C. Religious Coalition for Justice for Immigrants was formed in response to rising anti-immigrant rhetoric and sentiment here in North Carolina. This coalition acknowledges that finding a solution to immigration policy is a complex matter and that people can and do disagree about policy specifics. I agree.
