I listened to a podcast this week on the Economics of Climate Change by Economic Professor Robert Mendelssohn of Yale University. The Professor has a very soothing, calm voice.  So when he says climate change is inevitable, my anxiety level remains the same. The professor says getting the economic change right is imperative. He states that the grand policy questions are:
How much mitigation, where, and when?
How much adaptation, where and when?
    Is compensation needed?
The professor argues that we start with modest abatement now; moving to more severe mitigation efforts later.  By forestalling these programs off to the future, we save money and when we do spend the money  50 years from now with the advantage of the technical change knowledge that we will have learned about effective mitigation.  Sea level protection, disease prevention, conservation, water management all require government role.  There is a connection between mitigation and adaptation; mitigation reduces impacts so there will be less need for adaptation.

So, what does that mean?  Spend money now to understand how to measure sea level rise. With that and other knowledge, we may gain technical advantage 30 years. Knowledge is power. And provides hope for the future.

FOCUS ON HUNGER
Hunger, Justice and Compassion
Your have come from afar
and have waited long and are wearied:
Let us sit side by side
    sharing the same bread
    drawn by the same source
    to quiet the same hunger
    that makes us weak.
Then standing together let us share the same spirit, the same thoughts
that once again draw us together
in friendship and unity and peace.
Prieres d'Ozawarnick, Canadian Indian Liturgy

O God, to those who have hunger give bread,
And to us who have bread give the hunger for justice,
Prayer from South America

New Horizons Expands Program
new horizonsThe Dare County Department of Public Health has received a grant from the Kate B. Reynolds (KBR) Charitable Trust to expand substance abuse services in Dare County by providing alcohol and drug screenings in primary care practices and coordinating medical care for clients of New Horizons. New Horizons is an  provides assessments, individual and group counseling for adolescents and adults and family counseling for those affected by substance use or abuse.

The project supported by the KBR grant is designed to reduce the negative economic and social impact of addiction through early recognition, intervention and treatment for those with substance use disorders. By using SBIRT [Susbirtbstance Abuse Screening, Brief Intervention and Referral to Treatment] in primary care practices readmoreand providing readily available counseling services, patients will not only have access to substance abuse treatment but will also receive a comprehensive treatment approach through a unified team of health professionals"

The SBIRT initiative is currently being piloted in the Outer Banks Hospital. Through the funds from the grant an additional six medical practices in Dare County will be trained in SBIRT. In addition to the training provided, a Licensed Clinical Addiction Specialist from New Horizons will work with the medical providers to facilitate interventions and referrals for patients who need treatment services.

Another goal of the grant is to ensure that the uninsured and underinsured clients who receive services at the outpatient substance abuse clinic, New Horizons, receive coordinated medical care. Approximately 89% of clients served at New Horizons are uninsured or underinsured and the majority of those clients do not have a regular medical provider. The grant provides for hiring a nurse for New Horizons to coordinate care with medical providers and provide case management.
