New SHRP 2 Requests for Proposals

Greetings!

 

SHRP 2 has released eight requests for proposals from the Capacity and the Reliability programs. Proposals are due May 1, 2012. The requests for proposals are available on the SHRP 2 RFP page. The RFPs are as follows:

C33-B: Pilot Projects to Validate the Results of T-PICS
The intent of this project is to engage several teams of public-sector transportation agencies (state transportation agencies, metropolitan planning organizations, regional planning agencies, and localities), and (if desired) their consultants and/or university research partners in pilot tests of the utility of T-PICS as a tool for enhancing decision making in the planning of highway capacity additions. Note that the C33 RFP was originally issued in July 2011. This RFP is for a second round of pilot tests that can be supported because funds remain in the budget to meet the objectives of the C33 project.

C39: Additional Pilot Tests to Improve TCAPP
The broad intent of this project is to engage public agencies in additional pilot tests of the utility of TCAPP and the Decision Guide as enhancements to decision making in the planning of additions to highway capacity. The pilot tests should provide illustrations of how TCAPP can solve the sorts of problems identified above.

C40-A: Integration of National-Level Geospatial, Ecological Tools and Data
The primary objective of this project is to develop an integrated, geospatial ecological screening tool for early transportation planning that produces results of a quality that can carry through and inform the environmental review process. A secondary objective is to support collaborative decision making as embodied in the Integrated Ecological Framework.

C40-B: Proof-of-Concept: Application of Geospatial, Ecological Tools and Data in the Planning and Programming (pre-NEPA) Phases of Delivering New Highway Capacity
SHRP 2 is seeking proposals from agencies with some form of an ecological screening tool or process used in early transportation planning and another transportation agency is interested in exploring this capability. Multiple awards will be made, probably 2-3, depending on the budgets proposed.

L32-B: e-Learning for Training Traffic Incident Responders and Managers
This project will develop and implement an e-learning system for traffic incident responders and managers, and explore and add other suitable and appropriate modules above and beyond the modular units currently used in project L12, Improving Traffic Incident Scene Management.

L32-C: Post-Course Assessment and Reporting Tool for Trainers and TIM Responders Using the SHRP 2 Interdisciplinary Traffic Incident Management Curriculum
The objective of this project is to develop a tool that agencies can use to ensure student achievement of the Traffic Incident Management training learning objectives and to identify steps that agencies can take to meet their goals for incident response.

L33: Validation of Urban Freeway Models
The objectives of this project are threefold. The first is to validate and enhance the most important models, estimated on large data sets pertinent to urban freeways, which were developed under SHRP 2 Reliability Project L03, Analytic Procedures for Determining the Impacts of Reliability Mitigation Strategies. The second objective is to enhance the level of confidence of researchers and practitioners regarding models that can estimate the impact of various actions on travel time reliability. The, third objective, through validation, is to promote acceptance and use of the L03 type of models for planning, programming, project development, design, and systems operations and management as well as for further research.

L34: e-Tool for Business Processes to Improve Travel Time Reliability
The primary objective of this project is to develop and pilot test an e-tool for business processes to improve travel time reliability. The e-tool will be based primarily on the research outcomes from Project L01, Integrating Business Processes to Improve Travel Time Reliability.
