Tribal Casino Project Moving Forward
Governor Concurs with Federal Decision
A proposed Sports & Entertainment Zone project in limbo for a decade received a new lease on life when Governor Jerry Brown agreed Friday, August 31, 2012 with a prior decision made by the Department of the Interior. The federal agency had given its approval to allow the Estom Yumeka Maidu Tribe of the Enterprise Rancheria to place 40 acres of land in trust for the purpose of building a casino.
Governor Brown wrote in his decision supporting the tribe's development request, "I expect there will be few requests from other tribes that will present the same kind of exceptional circumstances to support a similar expansion of tribal gaming land." In 1960 Governor Brown's father, Edmund "Pat" Brown, made the decision, in supporting the State Water Project, to build Oroville Dam placing the town of Enterprise and associated tribal land under 60 feet of water.

The agreement with the State of California allows for the use of 2,000 slot machines. Enterprise Rancheria estimates the project will generate about 1,300 construction jobs and create 1,900 new jobs with a completed casino. As originally proposed, the $140 million entertainment destination includes a casino, 170-room hotel and swimming pool, restaurants, bar, gift shops, tourist information and conference facilities.
Items remaining to be completed for the Enterprise Rancheria include placing land into trust on behalf of the tribe and the proposed casino development project, ratifying the State's compact for the project, approving the federal compact, completing a management agreement, and breaking ground. |
Economic Development Update Report
Mid-Year Presentation Shows Improving Economy
The Economic Development Coordinator for Yuba County and the Yuba-Sutter Economic Development Corporation President presented a mid-year economic development report to the Board of Supervisors in a public meeting September 11, 2012.
The update highlighted activities and programs initiated or in progress since January including the ongoing Business Resources Seminar series, business walks and visitations, creation of a 7-minute video celebrating 2012 Champion of Yuba County business Frank M. Booth, the business appreciation luncheon "Perspectives 2012" held in April at the Peach Tree Golf & Country Club, additional business lending capital received for the County's revolving loan fund program, and a successful grant application to fund water and wastewater infrastructure planning on Rancho Road.
Other programs included the creation of a "Connected Worldwide, Hometown Vibe" advertising campaign, an update to the successful trade mission to Yangti, China in June, 2012, and the installation of a new Yuba County window display in Sacramento's capitol building August 15, 2012.

An economic report card indicated the Yuba County labor force increasing by 300, employment increasing by 400 and the unemployment rate decreasing by 0.6% between May 2011 and May 2012. Countywide retail sales were marginally up 1.3% in calendar year 2010 as compared to 2009 and agricultural production values increased 8% to $212.9 million in 2011. |
Business Financing Available
Additional $300,000 in Capital
An additional $300,000 was made available to the Yuba County Revolving Loan Fund in September 2012.
The lending program is designed to fill the financing gap between private debt financing and private equity. Funds are available for building or land acquisition, working capital, inventory, equipment, supplies, marketing or other ongoing business or start-up costs, and are provided to create economic benefit in Yuba County through the creation of new jobs.

"Growing Sustainable Tourism Through Agriculture"
An exciting mix of Yuba-Sutter agricultural producers and processors, ranchers and farmers, destination resorts, bed and breakfasts, motels and hospitality businesses will converge on the Yuba County Government Center Friday, November 9 at 8 a.m. for a networking breakfast and agritourism workshop. Presenters and moderators will include representatives from the California Farm Bureau, Yuba-Sutter Economic Development Corporation and Chamber of Commerce, Farrell Design Group and Jim's Produce. Planning and Building professionals will present agritourism as defined by use and location in the Sutter and Yuba County General Plans.
The highlight for the workshop is keynote presentation "Why Bishop's Pumpkin Farm Succeeded," from Wayne Bishop, and an interactive break-out session will plan next steps for promoting and marketing the region's agricultural tourism opportunities.

Bishop's Pumpkin Farm Entertains
40th Season of Pumpkins and Halloween Fun
From when the gates open 9 a.m. Saturday morning, September 22 through 7 p.m. Sunday night, October 28, about 150,000 visitors and family members will converge on Bishop's Pumpkin Farm to celebrate its 40th year of Hallowen-themed entertainment. As in prior years, activities will include a corn maze and petting zoo, hay rides, pony rides, children's slides and activities, live entertainment, train rides, pumpkin picking, and plenty of apple cider, caramel candy, popcorn balls, burgers, pizzas and homemade pies.
Bishop's Pumpkin Farm first opened to the public in the Fall of 1973, the dream of agritourism pioneers Bill and Sandy Bishop. Although both founders are semi-retired today, they are still involved in the family farm operation being managed by their son Wayne Bishop and grandson Austin Bishop.

North Yuba Festival Promotes Food
"Eat, Drink, and be Local"
Take a drive to a shady oak grove in the Yuba County foothills and experience the North Yuba Harvest Festival. Taste award-winning olive oils and premium wines grown and bottled locally. Fine arts, crafts, gourmet food booths and a Farmers Market will be available Saturday and Sunday, September 29 and 30 from 10 a.m. to 4 p.m.
The 7th annual Harvest Festival will also feature a coffe bistro, live entertainment and children's activities, including a bounce house. Parking is a voluntary $5 donation to benefit the Alcouffe Community Center, located at 9185 Marysville Road in Oregon House.

Yuba-Sutter Enterprise Zone Update
$79.4 Million in Potential Business Savings
The State Enterprise Zone Program, Yuba County's most significant local business tax incentive, remains unchanged after surviving the most difficult legislative year in 2011 since its inception in 1986. Legislators, through their business constituents, supported the program, even as it had been targeted by the governor for elimination.
Over 2,100 hiring tax credits were issued (FY 2011-12) to the local Yuba-Sutter business community creating 317 new jobs and retaining 1,804 jobs. The average wage was $10.34. The 2,121 tax credit vouchers may provide $79.4 million in savings for businesses over a five-year period. The hiring credits issued through the Enterprise Zone program have increased by 239% since the program was redesigned in 2006; 86% of the hiring credits provided are for employees residing in the "Targeted Employment Areas" in Yuba and Sutter counties.
The Targeted Employment Areas include neighborhoods where households are more than 60 percent below the state's average median income and areas where unemployment is over 30%. Individuals hired and retained within the enterprise zone boundaries were from very low income households, individuals that were previously on public assistance programs, and individuals that were unemployed.
