Sign up today for Perspectives 2011, a luncheon celebration of Yuba County-based businesses which will take place Friday, April 29 at the Peach Tree Golf and Country Club beginning at 10:30 a.m. This free event for businesses hosted by Yuba County will feature keynote speaker Glenda Humiston, California State Director of the United States Department of Agriculture (USDA).

A special presentation will be provided by U.S. Air Force Lieutenant Colonel Brian Farrar about the incoming "Project Liberty" mission, after some opening remarks by Board of Supervisors Chairman Roger Abe. Yuba County Administrator Robert Bendorf will provide an

Lt Col Farrar

overview of local challenges and opportunities.

"Perspectives 2011 is a high-caliber opportunity to learn what tools and resources are available for businesses in rural communities," Bendorf said. "USDA is promoting several dozen programs aimed at helping all businesses in Yuba County grow and be successful. We will also acknowledge our agricultural companies and the rich heritage of farming operations in this region."

"We hold all the entrepreneurs and business leaders in Yuba County in very high esteem," noted Abe. "We hope to have the privilege of networking with each business during lunch in what should prove to be an enlightening and entertaining program."

Two participants per Yuba County business are encouraged to attend Perspectives 2011 on a first come, first served basis. After April 15, non-business attendees will be accepted for a $25 admission fee based on seating availability. Yuba County business representatives interested in attending Perspectives can contact Economic Development Coordinator John Fleming at 530-749-7560 or email him at jfleming@co.yuba.ca.us.

Sponsors for Perspectives 2011 include Recology, Frank M. Booth and Valley Contractors Exchange. The Peach Tree Golf and Country Club is located at 2043 Simpson Dantoni Road.

Business Climate Ranks High In Yuba-SutterEDC Logo

Results of a Comparative Business Climate Factor Analysis coordinated by the Yuba-Sutter EDC (YSEDC) and developed by the Center for Strategic Economic Research (CSER) in Sacramento were released in March 2011.

The final report compared the Yuba-Sutter Region to four other metropolitan areas in Northern California and one in Nevada, Modesto, Redding, Reno-Sparks, Stockton and Vallejo-Fairfield. Nearly 200 variables within the categories of agriculture, business, demographics, education, real estate and utilities, and quality of life were compared to the same statistics within Yuba-Sutter.

Findings from the business climate study prepared by CSER uncovered a number of strengths for the Yuba-Sutter area as compared to the other regions including:

  • The highest retail development opportunity based on current retail leakage
  • The 2nd highest taxable sales growth, 16%, 2003-2008
  • The 2nd highest growth in wages and annual pay, 2004 and 2009
  • The lowest student to teacher ratio, 2008-2009, at 19.5 students per teacher
  • The lowest average fair market rent, 2010
  • 2nd highest Housing Opportunity Index, 79.6% of homes sold were affordable to families earning a median income, 2nd quarter of 2010
  • 2nd highest per capita value of agricultural products, 2007
  • The lowest crime rate, 2008

The business climate study reinforces efforts by the Yuba County Office of Economic Development and YSEDC to attract new retailers and development opportunities to the area. "We will use these statistics to our advantage as we develop a new marketing campaign in 2011," said Economic Development Coordinator John Fleming. "For those looking for new markets and development opportunities in an area showing sales growth, competitive wages and property that is highly affordable to both residents and businesses, we are open for business."

Jobs, Jobs, Jobs!

Not only does Beale Air Force Base generate more than $700 million in mission support, wages, and purchasing activities, it is also the largest employer north of Sacramento to the Oregon border. The Global Hawk mission is in the process of generating 700 full-time jobs and supporting $150 million to the regional economy as it approaches peak mission readiness.

The newest mission announced, the Liberty MC-12 "Project Liberty" aircraft, arrives at Beale Air Force Spring 2011. It is anticipated to create up to 1,000 Air Force and civilian jobs. In December 2010, the Governor's office recognized efforts by the Yuba-Sutter EDC in recruiting the new program to Beale.

In addition, the Air Force Intelligence, Surveillance and Reconnaissance Agency (AFISRA), the U.S. Navy Broad Area Maritime System (BAMS) training program and students for the Distributed Ground Station 2 (DGS-2) program are creating 425 permanent new jobs in an 80,000 square-foot building on base and bringing 435 students to Yuba County. Beale Air Force Base employed over 5,000 in 2010.

Grant Boosts Olivehurst Revitalization

The Yuba County Planning Department was awarded a $191,000 Environmental Justice Grant from the California Department of Transportation (Caltrans) to prepare a comprehensive revitalization plan for Olivehurst Avenue and the surrounding neighborhood. The project will expand on the existing Olivehurst Avenue Specific Plan to address infrastructure, housing, economic development and multi-modal transportation issues both within the Specific Plan boundary and surrounding neighborhood.

The Plan will include development standards for commercial, mixed-use, and residential areas that reflect the rich cultural heritage of the Olivehurst Community while striving to improve the overall quality of life of its residents. Components of the project will include mechanisms for streamlining the design review process for developments within the Specific Plan area as well as concept plans to help encourage redevelopment of vacant and underutilized properties.

"I'm pleased that Yuba County has been the recipient of Caltrans' revitalization grant," said Supervisor Mary Jane Griego. "We're looking forward to implementing the funds to help plan the improvements needed to benefit Olivehurst's businesses and residents."
