R2 Education Series at E-Scrap

  

R2 Solutions and the Institute of Scrap Recycling Industries (ISRI) are presenting the R2 Education Series on Tuesday, September 18, 2012.  The workshops will be held prior to the opening of the E-Scrap Conference in Dallas, Texas.  From 8:00am - 12:00pm two mini-courses will focus on the basics of R2:2008, Due Diligence, Refurbishment Best Practices, and changes under consideration for R2:2013.

R2 Solutions Updates

  

The R2 TAC and R2 Solutions Board of Directors are currently considering new funding plans.  These plans include memberships, advertising, corporate support, and sponsorship.  Ahead of implementing membership requirements, R2 Solutions is offering R2 Certified facilities the opportunity to be a Leading Member.  Leading Members will have their logo displayed on the R2 Solutions Supporter page and receive membership through 2013. 

 

The R2 Standard workgroup is in final deliberations and is expected to provide recommended changes to the R2 TAC for consideration in September.  The TAC is currently planning to meet in early October to review the recommendations.  It is anticipated that a draft of R2:2013 will be released for public comment in November.

 

 

Firsts for R2 Certification

  

The first facilities in Australia and New Zealand were recently certified to the R2 Standard.  SIMS Recycling Solutions certified a facility in Australia.  TES-AMM certified a facility in New Zealand and three facilities in Australia.  Also, the first certified facility in Germany,  eds-r GmbH, was announced.  These new locations further demonstrate the ability of the R2 Standard to serve as an effective standard worldwide.

 

The Waste Commission of Scott County has certified its electronics demanufacturing facilty in Davenport, Iowa to the R2 Standard.  Scott County becomes the first public sector facility to acheive R2 Certification.  Stay tuned.  Next month's R2 Update will feature the story of Scott County in the Company Spotlight.

Conformity Review: Outsourcing Refurbishment

Sometimes recyclers receive equipment for which they do not have the technical expertise to test  or repair.  However, the equipment condition and the market demand for this equipment is great enough to make reuse desirable.  Consequently, recyclers need to find a way to responsibly test and repair the equipment for reuse.  Sometimes the best way is to outsource refurbishment to a qualified downstream vendor.

 

In the R2 Standard, Provision 6 provides requirements for outsourcing the refurbishment of electronics.  First, the product may not be refurbished if there is a customer requirement to recycle it.  This includes equipment which is highly valued.  If the equipment's key functions cannot be effectively tested by the recycler in conformance with Provision 6(c)(1), then it may be packaged appropriately to prevent damage and shipped to another refurbisher qualified to repair the equipment.  Remember, the packaging is a key difference between equipment that will be reused and that which will be recycled.

 

The simplest means to conform to the R2 standard for refurbishment is to use downstream refurbishers that are R2 certified in accordance with Provision 6(c)(2).  Otherwise, a series of specific requirements must be met to outsource refurbishment.  First, the equipment must meet the specifications of the buyer.  You will need to provide evidence of specifications through a purchase order or contract or other documentation.  The specifications can not be general, such as "scrap".  They must be detailed such as "Grade C LCD Monitors". 

 

Second, the recipient vendor must only sell the equipment with Key Functions functioning properly.  Therefore, the recipient vendor must demonstrate the tools and expertise to properly test the specific equipment purchased.  Furthermore, the recipient vendor cannot resell untested equipment, nor can the vendor resell equipment which does not have all Key Functions working.  This is an important limitation.

 

Finally, all residual Focus Materials (FM) must be handled in accordance with the R2 Standard.  This includes any components removed during refurbishment that contain an FM, such as optical drives, batteries, boards, etc.  In addition, excess inventory which has no buyer at a reuse price must be considered in the management of residual FM's.

 

The R2 Standard encourages the reuse of all electronics through the required hierarchy in Provision 2.  Furthermore, it establishes a framework for testing and refurbishment through multiple market channels.  The requirements of Provision 6 are flexible to enable movement of untested equipment to downstream vendors with the skills, tools, and expertise to test and repair equipment for reuse.  The end result should promote the hierarchy in Provision 2 and maximize reused products.
