Phase II of Fiscal Sustainability Continues | |
The City Council continued its discussion of fiscal sustainability in September with the first of two meetings analyzing each City department. On September 18th, the Council received presentations from the Central Administration, Administrative Services and Community Development Departments.
The departments updated the Council and the community of the following topics:
- Current service levels;
- Key issues and trends in the department;
- Measure F-funded services/programs and staff;
- Current service level "holes" or deficiencies;
- Ideas and proposals to achieve fiscal sustainability.

The next fiscal sustainability work session will take place on October 16th. At this session, the Council will receive presentations from the Parks, Recreation and Community Service Department, the Police Department and the Public Works Department.

City Office Project Newsletter Provides Project Updates | |

As work continues on the new City Office project, Public Works staff and the project manager have created a project newsletter to update the community on the project status. This bi-weekly newsletter provides information on work completed to date, work to be performed in the near future, project activities that may impact project site neighbors and photos of the construction progress.
The newsletter contains a wealth of information to keep the public updated on the new City Office project.

Come Have Coffee With the Cops on October 17th | |
Get to know Chief Jim Berg and other representatives of the Novato Police Department at the Creekside Bakery on Wednesday, October 17, from 8 to 9 a.m. for the inaugural "Coffee With the Cops" event. This event is an opportunity to come have a cup of coffee and talk informally with your new Police Chief and his staff.

James Berg Named Permanent Police Chief | |

The July Our Town included a story highlighting James Berg's appointment as the City's interim Police Chief. Earlier this month, City Manager Michael Frank announced that he has selected Chief Berg to be the permanent Police Chief for the City of Novato.
In the press release announcement, the City Manager stated, "While the City could have sought external candidates, it was clear that the best candidate was already in our organization. Chief Berg is the consummate public safety professional and is a great fit for the community, Council and staff as he clearly understands and supports the City's mission and Strategic Plan."

Chief Berg will be sworn in at the Council meeting on Tuesday, October 9th. The swearing in will start at 5 p.m. and light refreshments will be available after the ceremony.

What is your role with the City?
I am an Engineer in the City's Public Works Department. In this role, I am the project manager for a number of the department's capital improvement projects. I design and prepare project bid documents and create project plans and specifications for solicitation from private contractors. I also manage the City's annual street pavement rehabilitation project where I assess the conditions of City streets and determine where repairs are needed. I recently became the staff liaison to the City's Bicycle/Pedestrian Advisory Committee where I prepare agendas and attend the Committee's meetings.
How long have you worked for the City? I have worked for the City for approximately four and a half years. I started in February of 2008.
What do you like best about your position with the City of Novato? I like the diversity of this position as I have multiple tasks. I have the opportunity to design capital projects and apply my engineering skills. At the same time, I perform field work taking measurements as well as interacting with contractors and residents. My job has many challenges and I enjoy working through those challenges to accomplish the City's goal on a particular project.
What professional accomplishment are you most proud of? I am most proud of my involvement in the project to install an emergency generator at the Margaret Todd Senior Center. The timeline for this project was very short. The entire process (project design, development of bid specifications, purchase of the equipment and construction) had to be completed in three months in order to secure funding for the project. Fortunately, I was able to meet this deadline and get the project completed.
What are some of your personal interests outside of your role with the City? I live in Novato, specifically the San Marin neighborhood. My children have attended public schools in Novato and I have always been active as a volunteer. I recently served as the Membership Chair of the San Marin High School's Parent Teacher Association.
I also love to read and try to read at least one book a month as part of a book club.
My family and I love to snow ski and water ski. In the winter, we drive up to the Tahoe/Truckee area to ski the mountains. In the summer, we make a yearly visit to Lake Powell in Utah to water ski.
What is an interesting fact about you that people might not know?
Earlier in my career, I worked as a Chief Technical Officer for a company in Germany that designed and constructed elevators. In this role, I drafted design plans for various elevators. For instance, I worked on elevators servicing the subway station in Berlin. To this day, whenever I use an elevator, I can't help but check the design and construction of the elevator.

Measure F Annual Report Presented to Council | |
On September 25th, the Measure F Oversight Committee presented its annual report to the Council and the community. The Measure F ordinance approved by the voters requires the Oversight Committee to produce an annual report, present it to the Council and make it available to the public. The Oversight Committee is comprised of seven members of the public.
The Committee's primary responsibility is to assess if the Measure F tax revenue has been allocated, appropriated and spent consistent with the intent and purpose of the Measure F ordinance. The Committee was also charged with commenting on the City's efforts to achieve fiscal sustainability to date.
The Committee found that the Measure F revenue has been utilized in accordance with the Measure F ordinance. In addition, the Committee's report highlighted that the City has made significant progress in the area of fiscal sustainability, but additional work remains to address the remaining deficits.

Fundraiser for Dogbone Meadow on October 21st | |
The Friends of the Dogbone Meadow is hosting its "Barkfest" fundraiser on Sunday, October 21 from Noon to 4 p.m. at the Dogbone Meadow Dog Park on Novato Boulevard.
The event will include vendors, contests such as the the Best Costumed Dog Contest, and raffles throughout the day. Raffle prizes include brunch for two at Wild Fox and gift cards to other Novato restaurants. Furthermore, the South Novato Animal Hospital is also donating a teeth cleaning for a cat or dog to the event's silent auction. This service has a value of $500 value. Finally, an animal trainer from the Marin Humane Society will also be on hand to provide a demonstration on dog agility training.
This exciting event will provide needed resources to the Friends of Dogbone Meadow organization and will undoubtedly be great fun for the whole family! |
Community Disaster Preparedness in October | |
The City of Novato, along with other Marin jurisdictions, is sponsoring a "Get Ready" Disaster Preparedness Course for the Novato community next Tuesday, October 2 from 7 to 9 p.m at the All Saints Lutheran Church at 2 San Marin Drive.
The Novato community faces a number of natural hazards including earthquakes, wildfires, flooding and landslides. To address these risks, this two-hour preparedness program is being offered free of charge to all households. The ultimate goal is to prepare households with the skills and information to survive and cope with a disaster for five to seven days.
Advanced registration is required for the event. Registrations will be accepted until 4 p.m. next Tuesday. Please call (415) 897-4361 between the hours of 8 a.m. and 5 p.m. Monday thru Thursday, for additional information and registration.
Additionally, the City is again participating in The Great California ShakeOut, an annual statewide earthquake drill.
On 10:18 a.m. on October 18, the City will join millions of Californians in a "Drop, Cover, and Hold On" simulated earthquake exercise at various City office locations. The ShakeOut provides an opportunity to practice how to protect yourself and prevent a major earthquake from becoming a catastrophe for you, your family, and your community.
