City Breaks Ground on City Office Project | |

City leaders break ground on City office project.
City Manager Michael Frank (far left) and Senior Engineer, Julian Skinner (far right) join the City Council for the ground breaking ceremony. | On July 17, the City Council, along with City Manager Michael Frank and Senior Engineer Julian Skinner participated in a groundbreaking ceremony for the new downtown City office project. A number of residents attended the ceremony.
At the ceremony, Mayor Athas and City Manager Frank thanked everyone who has had a role in bringing this project to this point. The City Manager also stated that while there is significant work ahead, the groundbreaking ceremony was a testament to the hard work of a number of employees. Mr. Frank specifically thanked the City's Police Department employees that will be particularly impacted as the parking lot becomes a construction zone for their patience and flexibility during this transition.

Council Approves Labor Agreements With Employees | |
On July 17, the City Council approved labor agreements with the City's employee bargaining units. This approval was the culmination of four months of negotiations between management and employees. The agreements include meaningful pension reforms that will help the City achieve long-term fiscal sustainability and provide a partial offset for the increased pension costs.
The salient points of the agreement include the following:
- Employees will now be responsible for paying 100% of employee pension contributions. Safety employees will pay 9% of their salary towards their pensions and miscellaneous employees will pay 7%.
- Employees will receive a salary adjustment to partially compensate for their increased pension contributions. Safety employees will receive a 5.25% adjustment and miscellaneous employees will receive a 3% adjustment.
- On July 1, 2013, all employees will receive a 1.5% cost of living adjustment (COLA). Employees have not received a COLA since 2008.
- Employee furloughs will be eliminated for the next two years.
The agreements provide financial and organizational benefits to the Novato community. First, the financial savings to the City over the two-year agreements will be approximately $1.6 million. In addition, the City will realize approximately $400,000 in permanent, ongoing savings due to the negotiated pension reforms. Finally, the elimination of furloughs will result in increased service levels to the public and additional hours of service over the next two years.
The City thanks employees and their representatives for their hard work in securing a timely and reasonable resolution to these labor negotiations. The negotiations were conducted amicably. Novato is fortunate to have such dedicated and professional employees.
The agreements are retroactive to July 1 and will expire on June 30, 2014.

Fiscal Sustainability Process Update | |

On July 24, the Council and the community received a presentation from staff outlining a fiscal and organizational sustainability process. The City is committed to developing a plan that ensures Novato's long-term sustainability. To develop this plan, the City Council will receive input and suggestions from the community and employees.
Over the last two months, City staff has been working to develop a process to have discussions in an open format. The process sets aside the remainder of 2012 (August thru December) for education, questions, outreach and the development of options. The beginning months of 2013 would be set aside for outreach, discussion, decisions and direction.
To facilitate these discussions, the Council will hold a series of work sessions to consider specific topics. For instance, the August work session will look at some of the City's unfunded liabilities. Future sessions will address service levels, compensation, revenues (Measure F and economic development) and infrastructure and technology. Staff will develop a fiscal sustainability options "tool" for both Council and the public to review possible revenue and expenditure scenarios. This tool will serve as basis for the final fiscal and organizational sustainability plan.
In conjunction with the Council process, City staff will reach out to community members and employees through direct meetings, suggestion boxes and a city satisfaction survey to ascertain the interests of these stakeholders.
The Council was receptive to the staff-proposed process and it will serve as the framework for future fiscal and organizational sustainability discussions. However, the process is dynamic and can be changed if necessary. Staff will monitor the process and make changes as appropriate.

James Berg Named Novato Interim Police Chief | |

Earlier this month, City Manager Michael Frank appointed James Berg as the Interim Police Chief for the City of Novato. Chief Berg takes over from Joe Kreins, who recently retired. Chief Berg most recently served as the Operations Captain for the Novato Police Department. Overall, he has served the Novato community since 1985, when he started as an Police Officer. Since that time, he has been promoted through the ranks to Corporal, Sergeant, Lieutenant and Captain.
In addition to his professional accomplishments, Chief Berg has an impressive educational background. He received an associates degree in Police Sciences from Santa Rosa Junior College and a bachelors degree in Criminal Justice Administration from Sonoma State University. He is also a graduate of the F.B.I. National Academy, the Westpoint Leadership Program, the Senior Management Institute for Policing and completed courses through the Commission on Peace Officer Standards and Training in Executive Development and Supervisory Leadership.
Chief Berg has been married to his wife Shelly for 29 years and they have two sons. His son, Nick, is a Novato Police Officer and his other son, Garrett, is a college student and member of the United States Marine Corps Reserves.
City Manager Frank stated, "I am pleased to appoint Jim to take over as our Interim Police Chief. He has dedicated his career to the City of Novato and his knowledge of the community makes him a great fit to lead our public safety department as we move forward on strategic programs such as the Novato Response Team." |

What is your role with the City?
I am the newly appointed Director for the Margaret Todd Senior Center. The Center is one of two customer service center locations for the City's Parks, Recreation and Community Services Department. As the Director I develop programs for the senior community and manage daily operations of the Center.
I also coordinate the rentals of the Margaret Todd Senior Center, the Hill Community Room and City Hall.
How long have you worked for the City?
I have worked for the City since May of 2006. Prior to my current position, I was a Senior Administrative Clerk at the Margaret Todd Senior Center.
What do you like best about your position with the City of Novato?
I enjoy getting to know the seniors and developing activities and programs to suit their needs. The purpose of the Margaret Todd Senior Center is to centralize senior programs and services and serve as a resource of information for Novato seniors and their adult children and I like being part of that.
I also like overseeing facility rentals. In this role, I work with the renters and help make their events come to life.
To me, my position is an opportunity to create a sense of community.
What professional accomplishment are you most proud of?
I am most proud of my work in creating and implementing the Summer Camp brochure, which the City has produced for the last four years. I have also worked extensively on the Parks, Recreation and Community Services Activity Guide.
Editor's Note: Teresa was recently promoted to the Director's position at the Margaret Todd Senior Center. This promotion was a significant accomplishment.
What are some of your personal interests outside of your role with the City?
I really enjoy traveling. Earlier this year, I spent 17 days in Japan touring the country and visiting relatives.
I am also very interested in photography. While I take pictures of many different things, I am particularly interested in portraits of friends and family members.
What is an interesting fact about you that people might not know?
Recreation programs have served an important role in my professional and personal live. I met my husband in a recreation program when we were 10 and 11, respectively. We recently celebrated our five-year wedding anniversary. This is just another reason to sign up for a Novato recreation class or program; you just never know who you might meet!

Rent a City Facility for Your Next Event! | |
Are you planning a special event and looking for a unique venue to hold this event? The City of Novato manages a number of rental facilities which may meet your needs.
The City's facilities range in size from the Margaret Todd Senior Center and the Downtown Recreation Center, which can host up to 300 guests to smaller venues such as the Hill Community Room which can host up to 96 guests.
The City's Parks, Recreation and Community Services staff has developed a page on the City's website that includes information on all City rental facilities, along with general information and the application process.
Additional information can also be obtained at the Margaret Todd Center and the Novato Gymnastics Center.

Application Deadline for Boards and Commissions Extended | |
Last month's Our Town included an article about a number of openings on City boards and commissions. The City relies on community volunteers to fill these position and advise the City Council on various issues and topics. The City is currently seeking applicants for certain boards and commissions.
The City Clerk has extended the application deadline for boards and commissions to August 13th. The City Council will interview the candidates to determine the best applicants. These interviews will take place on August 20th with official appointments being made on August 28th.

Marin County CERT Classes Coming to Novato | |
The Marin County Community Emergency Response Team (CERT) will be conducting basic classes next month in Novato. The purpose of these courses is to train community volunteers as first responders in the event of an emergency event. The program requires a committment of 15 hours to receive the necessary training.
The courses will be on August 16 and 23 from 6pm-9pm and on August 25 from 8:30am-4pm at the Atherton Avenue Fire Station. The cost for the entire program is $45.00.
