City Office Project and Plaza Moves Forward | |

At the May 22nd meeting, the Council approved the plans, specifications and cost estimates for the City office project. The Council also authorized staff to advertise for construction bid proposals. Twenty general contractors have gone through the process to be pre-qualified to bid on the project. Here's hoping for a great bidding climate and low bid cost!
The upcoming schedule for the City office project is as follows:
- May 28th - Public bid notice distributed;
- June 19th - Bid period closes;
- June 26th - City Council considers bids and approves contract; and
- Mid-July - Groundbreaking/construction begins.
The dates are subject to change; however, at this time, the project is projected to be completed by September 2013.

Novato Festival of Art, Wine and Music Returns | |
The 29th annual Novato Festival of Art, Wine and Music returns to Grant Avenue on June 9th and 10th. The event will feature arts and crafts, food, wine, microbrews and live music on two stages. The event offers free fun for the whole family.
The festival is also holding a raffle for an iPad 2 or an Amazon Kindle Fire. Tickets can be purchased for $5 each or 5 for $20.

Employee Profile: Bruno Vega | |
The Our Town newsletter features employee profiles to help the community learn about City employees and the services they provide to the public. The profile includes highlights of the employee's interests and community contributions outside of their professional role with Novato.
The May profile is of Maintenance Worker Bruno Vega.
What is your role with the City?
I maintain the City's parks and islands. I perform park landscape maintenance work, trim trees and shrubs, and maintain athletic fields. I also help with other projects such as changing the large banner on DeLong Avenue when it is needed.
How long have you worked for the City?
I started with the City in June 2008 so I have worked for the City almost four years.
What do you like best about being a Maintenance Worker with the City of Novato?
I like the fact that the Maintenance division is very professional and workers take an interest in doing their jobs well. In some other companies I have worked for employees did not always take their job responsibilities seriously and did not pay attention to details. That is not the case here at the City.

What professional accomplishment are you most proud of?
I recently obtained my Class A Commercial Driver's license, which enables me to operate the City's large trucks and trailers. I am proud that I can drive these vehicles if needed to. I am also proud of the day-to-day work I do for the City. I take pride in ensuring that our islands and medians look good.
What are some of your personal interests outside of your role with the City?
I keep very busy with my family. My wife, Maria, and I have three children: Bruno (15), Freddy (14) and Diana (6). I am very involved in my children's lives. In fact, next week, I am going with my daughter Diana on her field trip to Bodega Bay. I also volunteer as a maintenance worker at their schools.
What is an interesting fact about you that people might not know?
I enjoy playing soccer and used to play in Mexico. When the professional Major League Soccer league was created in the 1990s, I received two offers to try out for the San Jose Clash (now the San Jose Earthquakes).

Council Approves Wayfinding Signage Design | |
| Sign Image Wayfinding Design | At its May 8th meeting, the Council formally approved the sign designs for the Downtown Novato Wayfinding Signage Program. The City Council, acting in its former capacity as the Board of Directors of the Novato Redevelopment Agency, originally authorized staff to work with the firm, MERJE Environments and Experiences, to prepare the Downtown Novato Wayfinding Signage Program in 2010. The Program is designed to improve downtown Novato's identity as a destination for shopping, dining and entertainment activities.
Since 2010, staff has worked with MERJE, the Council, residents and the Design Review Commission to develop sign designs that capture the unique nature of downtown Novato. On April 4th of this year, the Design Review Commission hosted a third public workshop to review a revised sign package including a gateway sign and a sign image presented by MERJE. The Commission recommended that the City Council approved the sign package with some minor design changes. These minor design changes were made by MERJE and presented to Council earlier this month.
The Council approved the updated sign designs and directed staff and MERJE to complete the construction design phase of the Wayfinding Sign Program. The construction design phase will include preparing sign programming details, such as sign locations, types and messages and construction specifications for sign fabrication and installation.

Hamilton Pool Now Open! | |
The Hamilton Pool is now open for the summer. The City is continuing its partnership with the City of San Rafael to provide swim lessons, lap swim, and special events for the whole family at the facility. Come out and enjoy the pool during the hot summer!

Entry Deadline for 4th of July Parade Coming Soon | |
The Novato 4th of July Parade is just around the corner. The theme for the 2012 Parade is "Celebrating Novato's Families." The categories for the parade are:
- Classic Vehicle;
- Horse;
- Animal;
- Performance;
- Marching;
- Non-commercial; and
- Commercial

Streetlight Conversion Project Provides Environmental and Fiscal Benefits | |
The City continues to press forward on reducing environmental impacts and electrical costs associated with the 3,900 streetlights throughout town. Last year, the City used a $352,000 Federal Energy Efficiency Community Block Grant (EECBG) to convert 850 streetlights from the standard High-Pressure Sodium (HPS) fixtures to energy efficient Light-Emitting Diode (LED) fixtures.
During the installation process, the City entered into a zero percent interest financing agreement with Pacific Gas & Electric (PG&E) to convert an additional 550 streetlight fixtures to LED and install over 300 programmable photocells on the converted streetlights. Once the current phase is completed this summer, the City will have converted 1,400 streetlights, or 35% of the City's system from HPS to LED fixtures.
The conversions, in combination with the programmable photocells, reduce the City's carbon dioxide greenhouse gas emissions by 247,500 lbs per year. The conversion/photocell project also reduces the City's energy usage by 480,000 kilowatt-hours per year. The reduction translates into an annual savings of $57,000 and will reduce the City's energy bill by 50%.

Smart Light Program for Small Businesses | |
The Smart Lights Program will be in the Novato area offering free non-obligation energy efficiency assessments to local businesses starting on June 5th and continuing for the following eight weeks. Smart Lights is specially designed to help small businesses become more energy-efficient. The program offers free start-to-finish technical assistance and instant rebates to help defray the cost of upgrading and/or repairing existing equipment. Smart Lights services include:
- Free non-obligation energy-efficiency assessment;
- Instant rebates typically range from 50%-70% of total project costs and up to 90% in some instances;
- Negotiated volume pricing with qualified installation contractors;
- Free start-to-finish project management and quality control;
- Rebate paid directly to contractor to help defray your out-of-pocket costs; and
- Referrals to other energy-efficiency programs as needed.

Marin Clean Energy Program Notice Reminder | |
The Marin Energy Authority (MEA) has been sending opt out notices to Novato residents over the last two months. To date, MEA has sent out three notices to Novato residents. Residents who wish to opt out of the Marin Clean Energy (MCE) program and remain with Pacific Gas & Electric must formally opt out. State law mandates that individuals who do not wish to participate in a community choice aggregation such as MEA must officially opt out.
The opt out notice will come in a sealed envelope. Please view the links to view examples of the notice and the envelope.
Residents can opt out of MEA service in two ways. The first way is by calling MEA at 1-888-632-3674. MEA has live operators who are available 24 hours a day; 7 days a week to process opt out requests. The second way is to visit this link on the MEA website. Residents should have a copy of their PG&E bill with their account number to refer to when they opt out.
The MEA will send out two additional notices (one in July and one in August).
