City Offices Project Update | |
The design for City offices downtown continues to move forward at a brisk pace.
On September 13, the Council received a presentation from RMW Architects outlining a 50% schematic design for the City offices. This presentation provided the first visual of the proposed building.
The Council and community provided feedback on the design which will be taken into account by staff and architects. A 100% schematic design will be brought to the Council in the middle of October.
The public is encouraged to visit the City Office page on the City website to view the staff reports and related presentations. The page can be viewed at this link. Staff and the architects will be asking for resident's views on the design soon.

Graffiti Ordinance Updated/Thank You Volunteers! | |
On September 13, the Council also updated the City's graffiti ordinance. This action was in response to the concern over graffiti within the community. The current ordinance was originally adopted in 1995 and had not been updated since that time.
The new ordinance will enhance the City's approach to prevent and abate graffiti through new enforcement provisions. Council and staff believe these provisions are vital towards addressing this community issue.

Council Preserves Redevelopment Agency | |
In the last edition of the Our Town, the City reported that on August 11th, the Council decided to take the first step in the process to continue the Novato Redevelopment Agency and make remittance payments as outlined in legislation approved by the state. At this meeting, Councilmembers specified that this action was not a final decision. The Council wanted to provide additional time for the community to review the options and the financial details before taking a definitive action.
On August 23rd, the Council further affirmed its desire to continue the Redevelopment Agency by adopting an "opt-in" ordinance that will go into effect on September 23rd. Over the last month, staff has met with community members to discuss the Agency's finances and explain the rationale for making the required remittance payments.
At its September 27th meeting, the Council will consider a remittance agreement, a loan agreement and a cooperation/ funding agreement between the City and the Redevelopment Agency to formalize the Council's action to continue the Agency and fund the payments required by the state legislation. These agreements will be adopted on a conditional basis due to the uncertainty over the lawsuit challenging the State's elimination of redevelopment.
The California Supreme Court is scheduled to rule on the constitutionality of the State's action in mid-January. If their ruling is favorable to cities, Novato may not have to make these remittance payments. Please watch for further information on redevelopment in the Our Town and on the City's website. |
Flood Season Coming: How to be Prepared | |
Most flood events in Novato occur between November and March. The City has a variety of resources to help protect you and your property during the flood season.
First, the City of Novato participates in the National Flood Insurance Program (NFIP) that provides federally backed flood insurance for all structures whether or not they are located within the floodplain. Within the floodplain, there are designated high risk areas known as the Special Flood Hazard Area (SFHA).
The City of Novato has consistently managed the floodplain above and beyond the minimum standards of the NFIP. In 2010, the City's efforts were recognized by FEMA with a 20% discount being made to flood insurance policy holders for a total savings to the community of about $220,000.
City staff can also assist you to determine: 1) If a property is located within the Special Flood Hazard Area; 2) Flood Insurance Rate Map (FIRM) Zone designations; 3) Base Flood Elevations, if available; and, 4) If a property is located within the Floodway. The City also maintains elevation certificates for review, where these records have been provided to the City by the property owner. Finally, the City's Emergency Operations Procedure has flood warning information available that can be accessed by calling either the Public Works Maintenance Division (415) 899-8280, the Police Department (415) 897-4361 or through the website at: http://www.novato.org. The website includes information about sandbag locations nearby. The Novato Emergency Radio Station at AM 530 will also provide safe routes, road conditions, sandbag locations and other emergency service information. It also will provide information on how property owners can prepare for an emergency.

Police Department Receives Awards | |
Last month, the California Office of Traffic Safety presented the Novato Police Department and Novato Police Officer Chris Andres with two state awards. The awards were presented to the Novato Police Department and to Officer Andres by the California Office of traffic Safety Director Christopher Murphy.
The Novato Police Department received an award for a second place finish in the 2010 CLEC (California Law Enforcement Challenge). The CLEC program ranks California law enforcement agencies on their effectiveness in reducing injury collisions, increasing driver safety and educating the community. Some of the focus areas include reducing the number of impaired drivers, training of police staff and increased roadway safety. The Novato Police Department was ranked second in the state for their efforts and effectiveness.
During the same presentation, the California Office of Traffic Safety recognized Novato Police Officer Chris Andres for his above and beyond efforts in reducing impaired driving, increasing traffic safety and service to the Novato community. Officer Andres was selected as one of approximately 50 officers recognized in the state for this award by OTS. Officer Andres has become a well rounded officer who balances enforcement with education. He has been a resource for his peers in the areas of speed, seatbelt and DUI enforcement. Congratulations Officer Andres for your hard work; you were well deserving of this award! |

Get Ready to ShakeOut! | |
On October 20, Novato will participate in the Great California Shake Out event. This event is an earthquake preparedness drill and is designed to help California communities practice how to protect ourselves in the event of an earthquake.
This event also serves as a reminder to the community to take steps to prepare for natural disasters such as earthquakes. By being prepared, we can prevent an earthquake from becoming a major catastrope for residents.
