This fall has been a busy one and I'm excited to let you know about new iniatives to honor and support our veterans and legislation that is on the move. 

 

I also want to call your attention to the investigation into utility performance in the aftermath of Tropical Storm Irene and the November snow storm. The Department of Public Utilities is looking to hear from affected residents.  I submitted testimony at the hearing this week in Framingham and look forward to attending the hearing later this month in Southborough. More information is in the side bar.

Legislation Update: Pension Reform
  
In our ongoing work to make employee benefit programs sustainable, the House and Senate passed public pension changes that take into account longer life spans and affordability concerns, are fair to public employees, and will save an estimated $5 billion over the next 30 years. Specifically, the legislation:
  • Changes pension benefit calculations to more accurately reflect an employee's career earnings and increases the retirement ages for all future public employees.
  • Moderates the effect of inflation on employees by easing early retirement penalties and lowering the contribution rate for longer-term employees preparing for retirement. The legislation also modestly increases the cost-of-living allowance for retirees.
  • Provides an option for retirees who married a person of the same sex to provide a benefit to their spouse.
  • Clarifies that retirees convicted of a crime must repay benefits received since the date of the offense, not the date of conviction.
The legislation, which has gone to the Governor's desk for signature, effects new employees as of April 2, 2012.

Legislation Update: Casinos

 

Despite my opposition to gambling legislation that would permit a casino in nearby Milford without protections for our communities, the House and Senate passed a bill to allow 3 casinos and a slot parlor in the Commonwealth. The bill now awaits the Governor's signature and is expected to be final prior to Thanksgiving. I will continue to work with our communities to ensure that our interests are clearly represented in conversations about licensing and siting of future casino facilities. The formal licensing process is not expected to begin for 6-12 months.

 

Legislation Update: Habitual Offenders

 

After moving testimony on the floor of the House chamber, the House approved a bill that requires habitual violent offenders to serve 2/3 of their sentence, rather than half, before becoming eligible for parole. Offenders repeatedly sentenced for major crimes would not be eligible for parole, work release or furlough, nor would their sentence be eligible for reduction or suspension. 


In conjunction with this bill to address violent criminals, the House continues to work with the Senate to propose needed changes to mandatory minimum sentencing laws for non-violent offenders. These changes are needed to ease prison overcrowding, increase successful rehabilitation and more effectively use public safety resources.

 

 

 

 

Legislation Update: Redistricting

 

After 31 hours of public testimony from across the state, and after receiving broad support from watchdog groups, congressional redistricting maps were approved by the House and Senate. Starting in January 2013, towns in our 8th Middlesex District will be represented in the following congressional districts: 

 

 

At the state level, all of the towns I represent remain in the same Massachusetts Senate districts. In the 8th Middlesex House district, I am excited at the prospect of representing all of the town of Southborough. While I am disappointed that Medway will no longer be included in the 8th Middlesex, I know that Medway residents in precinct 1 will be well served by my friend and colleague, Rep. John Fernandes.

Legislation Update: Human Trafficking

 

Human trafficking, especially of young people, is an unfortunate reality in Massachusetts as it is in many other areas of the nation and the world. With the tremendous advocacy of AG Coakley, the House and Senate approved legislation that increases penalties on individuals and businesses that participate in these terrible crimes.
 

The legislation:

  • Creates a Victims of Human Trafficking Trust Fund, funded by fines and convicted human traffickers' forfeited assets.
  • Establishes an Anti-Human Trafficking Task Force to investigate and study rates of human trafficking, prevention, and the treatment of victims.
  • Establishes a "safe harbor" provision that allows children arrested for prostitution to instead receive protection services.
  • Adds doctors, social workers, teachers and probation officers as mandated reporters of suspected sexual exploitation of a child.

The legislation now goes to the Governor for his review and expected signature.

 

Legislation Update: 

Gender Identity Equal Protection

 

After 6 years of discussion and refinement in the legislature, I was pleased to support passage of An Act Relative to Gender Identity that extends protections against discrimination to transgendered individuals. I believe strongly in equal protection and opportunity for all Massachusetts residents.

 

Legislation Update: Scrap Metal

 

Many constituents have brought the issue of scrap metals dealing to my attention, and I'm pleased that both the House and Senate advanced a bill that will require scrap metal dealers to register with the police and keep a detailed transaction log. This will go a long way toward stopping those who are stealing metal items, especially copper, from homes and businesses in order to profit from its resale.
 

 

Veterans Updates

 

It was an honor to stand with many who have served in our armed forces on Veterans Day and offer thanks for their service.  It is my honor to serve on the Committee on Veterans & Federal Affairs and to advocate for many new iniatives to support our veterans including:

  • New regional Veterans Service Officer (VSO). Holliston, Hopkinton, Medway and Ashland will be part of the first formal regional VSO district. A new VSO will be hired very soon to provide information and support to our local veterans.
  • New MW Transportation to the VA. The MetroWest Regional Transit Authority has recently launched a new shuttle service for veterans to the W. Roxbury and Jamaica Plain VA. Visit the MWRTA website for more information.
  • New Veterans Drivers License designation starting in January.  More details are available here.
  • Focused Efforts to Hire Veterans. Through a partnership with the Mass Manufacturing Extension Partnership, this new program will support Mass employers who want to hire veterans. More details are available here.

The Department of Public Utility (DPU) is holding hearings as part of their investigation into the storm preparation and response by NSTAR and National Grid during Tropical Storm Irene and the November snow storm.
