The Massachusetts legislature this week voted to pass a supplemental budget bill that allocates $480m in state revenues received in excess of budget projections. Funding in the bill was targeted to state services that support many of our most vulnerable citizens, that shore up the state "rainy day" stabilization fund, and that protect the state's recent bond upgrade to an AA+ rating. I was pleased to vote in favor of this bill that I believe is fiscally prudent, and which also provides relief to many of our most vulnerable residents.

 

Highlights of the bill include:

 

Fiscal Stability

  • $350m allocated to the state stabilization fund, a $50m increase over the Governor's recommendation. This makes MA one of only 4 states with more than $1b in stabilization funds. This investment will protect our new AA+ bond rating and save millions in borrowing costs.

Disaster Assistance

  • Tornado relief and fulfillment of a funding commitment relative to the 2008 ice storms.

Economic Expansion and Job Creation

  • Infrastructure projects state-wide that leverage private investment dollars.
  • Science, technology, engineering and math education funding.

Supports for Homeless and the Disabled

  • Respite and family services for families of intellectually disabled individuals.
  • Community residential housing for intellectually disabled adults.
  • Mental health programs.
  • Tuition reimbursement for foster children.
