  The Road to Meaningful Use

One of the ways the Office of the National Coordinator (ONC) keeps track of how providers are progressing towards Meaningful Use is with milestones. For Stage 1 of Meaningful Use, the ONC has designated three milestone categories:

  

Milestone 1: Provider is participating in the REC program. 

Milestone 2: Provider is live on an EHR system, generating quality reports, and actively e-prescribing.

Milestone 3: Provider has reached Meaningful Use and has successfully attested via Medicare or Medicaid. 

   

The table below indicates the number of providers who have achieved each milestone thus far.

Important Registration Details for Medicare and Medicaid

 

Reminder for Eligible professionals (EPs), eligible hospitals, and critical access hospitals (CAHs) of the key registration and attestation dates for the EHR Incentive Programs. 

  • Medicare - November 30, 2011, is the last day for Medicare eligible hospitals and CAHs to register and attest to receive an incentive payment for Federal fiscal year 2011.
  • Medicare - February 29, 2012, is the last day for Medicare EPs to register and attest to receive an incentive payment for calendar year 2011.
  • Medicaid - Each state may have different attestation deadlines. Please check with your State Medicaid agency to find out the last day you can attest.

Providers are encouraged to register for the Medicare and/or Medicaid EHR Incentive Program(s) as soon as possible to avoid payment delays. Please note that not all states have launched a Medicaid EHR Incentive Program yet. EPs will not be able to complete their registration for the Medicaid EHR Incentive Program until their state's program has launched and that state's site has opened. Eligible professionals should check their state's status.

 

Note:Providers can register before they have a certified EHR and can also register if they do not have an enrollment record in PECOS.

Provider Spotlight 

McCaskill Gynecology in Reno, Nevada is currently in the 90 day reporting period for year one Meaningful Use. Dr. Terry McCaskill has been practicing in the Reno area since 1987 and made the commitment to convert her office to electronic in late 2010. The decision to add the clinical software of the current practice management software being used was made after the evaluation of different electronic health record system vendors.

 

Implementing the electronic health record system proved challenging. The initial days of being live on the system required adjusting processes and workflow, as well as learning how to customize the system to meet the needs of the practitioners. The commitment of the staff and physician to converting the office to an electronic system, which included working weekends to activate and set up reports, has been essential to the progress toward Meaningful Use.

Implications of the HITECH Act on HIPAA Compliance

 

With the passage of the HITECH Act in 2009, the liability for non-compliance with HIPAA

has been broadened to business associates of covered entities and the penalties for noncompliance have become more severe.
