Fitchburg Begins Process of Zoning Code Rewrite

This process is just beginning as the Steering Committee had its first meeting on Tuesday, October 13, 2009.  At last week's business luncheon Mayor Allen announced that the city is looking at going with a form based code.  The City has hired  PlaceMakers , a consulting firm that recently worked with the City of Madison on their zoning code rewrites, to guide Fitchburg through this process.

The Zoning Code Rewrite (ZCR) Committee is scheduled to meet the second Tuesday of every month at 4:00 p.m. in the Meeting Room of City Hall with additional meetings as needed.  A charrette, which is a multi-day workshop where community stakeholders work collaboratively with expert consultants to work through the details of the new zoning ordinance, is scheduled for February 8 -12, 2010.

The Committee welcomes participation of Chamber members throughout this process.  Please feel free to subscribe to the zoning rewrite minutes and agendas e-mail list to stay informed of upcoming meetings.  You can subscribe to the list online at http://www.city.fitchburg.wi.us/mail_list/index.php

Additionally, there is a webpage devoted to the Zoning Rewrite process at http://www.city.fitchburg.wi.us/planning_zoning/ZoningCodeRewrite.php , which provides various information and will eventually be linked to the webpage that the consultants, PlaceMakers LLC, will create for the project.

The city staff person for this committee is Susan Sloper, Susan.Sloper@city.fitchburg.wi.us and the Committee Chair is Alderperson, Steve Arnold, steve.arnold@city.fitchburg.wi.us

The Dane County Waterbody Classification Initiative (also referred to as Shoreland Zoning)
is a proposed program that could impact 57,000 properties in Dane County.

It would impose new regulations, costs and procedures on all properties within the
shoreland zone. The shoreland zone in our villages and cities would be extended from 75' from the water to 1000' from lakes and ponds and 300' from rivers and streams.

Last week the Dane County Council of Public Affairs two forums to inform the public of this proposal.  Phil Salkin, Government Affairs Director at REALTORS Association of South Central Wisconsin, was one of the speakers along with realtors and other experts in the real estate field who will be serving on a panel to address questions from the public.  If you have questions regarding this Initiative you may contact Phil Salkin at psalkin@wra.org  or 608.438.7993
In addition, Dane County will be holding two public hearings on this issue as follows:

Tuesday, November 17th, 7:00 p.m. - 9:00 p.m., Sun Prairie City Office Meeting Room, 300 E. Main St., Sun Prairie

Wednesday, November 18th, 7:00 p.m. - 9:00 p.m., Verona Senior Center, 108 Paoli St., Verona
Dane County has provided this question/answer document for some background information:

http://danedocs.countyofdane.com/webdocs/PDF/LWRD/Lakes/Waterbody_Classification_FAQ.pdf

It is important for businesses and residents to understand all sides of this issue.   If you own property near a pond, lake or storm water retention pond any changes you make to your property will require an erosion control plan and any installation of the plan will be at your expense.  There is concern that this regulation will have an even greater negative effect on property values in Dane County.  The Madison Area Chamber of Commerce and other economic development organizations have asked the county for a comprehensive study looking at the economic impact this regulation would have, but county staff said it was too difficult to quantify and have recommended this regulation.  The public hearings listed above will give you chance to have your questions answered and voice any concerns you may have.  You can also contact your county representatives.
