FY2013 Budget and Children's Health

On June 15, 2012, Governor Lincoln Chafee signed the State FY2013 Budget into law.
The budget:
- Maintains Medicaid dental services for pregnant women, parents of children with RIte Care coverage,disabled adults ages 21 and older, and nursing home residents.
- Adds $21.1 million in federal funding to establish Rhode Island's Health Insurance Benefits Exchange within the Office of the Governor.
- Funds the enhancement of the Medicaid Management Information System (MMIS) and the development of a fully-integrated eligibility system, which will improve the RIte Care and RIte Share programs and be a key part of the soon-to-be-created Rhode Island Health Insurance Exchange.
- Requires clinical utilization reviews for services for children seeking Medicaid health coverage through the Katie Beckett provision.
- Reduces managed care capitation rates to RIte Care health plans by 4.14% as proposed.

Health Coverage Workshop Materials Now Available |
Rhode Island KIDS COUNT, The Economic Progress Institute and the Rhode Island Health Coverage Project recently hosted the Health Care Reform in Rhode Island: Countdown to Coverage workshop at the Crowne Plaza Hotel in Warwick.
The workshop featured presentations on the basics of health care reform and an overview of the consumer support system, as well as a panel discussion with Lt. Governor Elizabeth Roberts, Elena Nicolella, Medicaid Director at the Executive Office of Health and Human Services, and Angela Sherwin, Principal Policy Associate at the Office of the Health Insurance Commissioner.
