Greetings!
For many of us, Labor Day signals the end of summer. Long summer vacations are over for the kids, as
they begin a new school year. The
week-or-so-long family vacations at the beach or the mountains are over for
another year. And Labor Day weekend
gives us that long weekend for the "last hurrah." We head into fall with a renewed interest in
what we do.
But have you ever considered what Labor Day is really all about? I think we all know Labor Day has something to
do with "labor", but it is generally associated more with cookouts, time
with family, and the end to summer break, rather than the fight of early labor
organizers.
I thought this would be a good opportunity to share some interesting
history about the origins of Labor Day.
Labor Day, a creation of the labor movement, is a United States federal holiday
observed on the first Monday in September. The first Labor Day holiday was celebrated on
Tuesday, September 5, 1882, in New
York City. It
is dedicated to the social and economic achievements of American workers. The holiday originated from a desire by the
Central Labor Union (of New York City)
to create "a day off for the working man". Congress made Labor Day a federal holiday in
1894. Parades and pro-union
demonstrations were central to the holiday, at least through the time of World
War I. In 1884, the first Monday in September was selected as the holiday, as
originally proposed, and the Central Labor Union urged similar organizations in
other cities to follow the example of New York and celebrate a
"workingmen's holiday" on that date. The idea spread with the growth of labor
organizations, and in 1885, Labor Day was celebrated in many industrial centers
of the country. By 1894, 30 states had
adopted the holiday in honor of workers, and on June 28 of that year, Congress
passed an act making the first Monday in September of each year a legal holiday
in the District of Columbia
and the territories.
The form that the observance and celebration of Labor Day should take were
outlined in the first proposal of the holiday - a street parade to exhibit to
the public "the strength and esprit de corps of the trade and labor
organizations" of the community, followed by a festival for the recreation
and amusement of the workers and their families. This became the pattern for the celebrations
of Labor Day. Speeches by prominent men
and women were introduced later, as more emphasis was placed upon the economic
and civic significance of the holiday. Still later, by a resolution of the American
Federation of Labor convention of 1909, the Sunday preceding Labor Day was
adopted as Labor Sunday and dedicated to the spiritual and educational aspects
of the labor movement. The vital force of labor added materially to the highest standard of living and
the greatest production the world has ever known, and has brought us closer to
the realization of our traditional ideals of economic and political democracy. It is appropriate, therefore, that the nation
pays tribute on Labor Day to the creator of so much of the nation's strength,
freedom, and leadership - the American worker.
Interesting, isn't it? I just wanted to
give you something to think about as you enjoy the holiday weekend. Have a safe and happy holiday!

The Kent County Public Schools
and Sultana Projects announced that the Kent County Public Schools
have been awarded a $950,000 "Teaching American
History" grant from the United States Department of Education. The grant will support a new professional
development program entitled, "Roots of a Nation - A Chesapeake
Journey," for American History
teachers in seven Maryland counties including Kent, Calvert, Caroline,
Dorchester, Queen Anne's, St. Mary's and Talbot. The "Roots of a
Nation" program was developed by Sultana Projects under the auspices of
the Kent County Public Schools and in partnership with the C.V. Starr Center for the

and Society at Washington College, and the Calvert Marine Museum.
The "Roots of a Nation" grant was one of 124 "Teaching American
History" grants made to school districts in 40 states announced by U.S. Secretary
of Education, Arne Duncan on August 6.
The
U.S. Department of Education's Teaching American History grant program aims to
enhance teachers' understanding of American History through intensive
professional development, including study trips to historic sites and mentoring
with professional historians and other experts. Projects are required to partner with
organizations that have broad knowledge of American History, such as libraries,
museums, nonprofit historical or humanities organizations, and higher education
institutions.
The
principal goals of the, "Roots of a Nation - A Chesapeake
Journey," Teaching
American History initiative are to increase teacher content knowledge, improve
pedagogical practices, and measurably improve student achievement in American
History. The program will provide 35
teachers with a rigorous three-year professional development program that
emphasizes the use of primary documents, connects teachers to local resources,
and examines innovative methods for delivering history content in the
classroom. Using the Chesapeake Bay as a
unifying theme, "Roots of a Nation" will explore content area
and specific pedagogical goals related to four key periods in American History,
including: 1) Native American History and European Settlement, 2) the
Revolutionary War Period, 3) the War of 1812, and 4) Slavery and the Civil War.

A MESSAGE FROM THE MARYLAND CHAMBER OF COMMERCE
Act Now: Urge Congress to
Repeal Burdensome 1099 Reporting Support Small Business Paperwork
Mandate Elimination Act.
It's worse than you think.
And once you understand how bad the expanded 1099 reporting requirements will be
for your business, you will demand that Congress repeal them.
Current law generally
requires that a Form 1099 be filed for purchases of services over $600 during a
calendar year - typically from small contractors and vendors. One of the
mechanisms used to pay for the new federal health care law was an expansion of
1099 filing requirements to goods purchased, and purchases from corporations,
starting in calendar year 2012. This new law will greatly increase
administrative costs for businesses, result in hundreds of millions of new
1099s, and cause numerous other problems.
During a time when America
is counting on the business community to generate jobs and grow the economy, it
is important that we not force small businesses to divert their precious time
and resources to collect volumes of information and fill out mounds of new
paperwork.
Take
Action: Write to your members of Congress now and tell them to
co-sponsor the Small Business Paperwork Mandate Elimination Act.
MARYLAND AMONG TEN WINNERS IN RACE TO THE TOP PROGRAM
August 24, 2010
A Message from the Governor
Race to the Top
Today, U.S. Education Secretary Arne Duncan announcedMaryland
is among ten winners in President Obama's "Race to the Top" education grant
initiative, bringing $250 million in education investments to
Maryland's public schools.
I want to congratulate the students, teachers, and administrators of
Maryland's public schools for demonstrating that among the 50 states, Maryland
does indeed stand at the top. We are honored to have been selected as a winner
of this prestigious competition.
While our participation in the federal 'Race to the Top' initiative
culminated today with the receipt of $250 million in education investments, this
process has always been part of a long-term strategic policy initiative aimed at
reforming Maryland's public schools and ensuring every child receives the
world-class education they deserve. Maryland remains the nation's number one
public school system and it's our goal to continue implementing strategic
reforms, allowing our students to not only compete with their peers across the
nation, but to be globally competitive as well.
We are grateful for the opportunity to advance these reforms with the
assistance of federal investments from President Obama and the U.S. Department
of Education.
