Lab Interoperability Cooperative to Connect Hospital Labs with Public Health Agencies

The American Hospital Association, the College of American Pathologists, and Surescripts are seeking members for the Lab Interoperability Cooperative. The cooperative, which is funded by the CDC, hopes to connect hospitals labs with public health agencies. MetroChicago HIE expected to be largest in the Nation
The MetroChicago Health Information Exchange (HIE) is expected to be the largest metropolitan HIE in the nation, serving more than 9.4 million people. The Metropolitan Chicago Healthcare Council hopes to improve individual care and population health through the support of the selected technologies and sees the potential in the HIE. Through the emergency department linking, public health reporting can be supported in monitoring emerging outbreaks of disease patterns and influenza for early surveillance across the Chicago region. Health IT could be Public Health "Game Changer"
According to Seth Foldy, CDC's Director of Public Health Informatics and Technology Program Office, "In the future, we assume that most of our public health allies will be perched in front of their [electronic health records]." Foldy highlighted the importance of HIE and electronic health records as they can provide public health officials the ability to quickly identify and monitor disease outbreaks. The electronic transmission of test results greatly accelerates the ability of public health officials to identify epidemics and pandemics."We know that this is a game changer in terms of electronic reports about communicable disease," said Foldy. Mostashari Details What's Next for the Office of the National Coordinator
In a recent interview, Farzad Mostashari, National Coordinator for Health Information Technology, shared with iHealthBeat his top priorities for health IT. When asked "How do you plan to ensure that the meaningful use program sets goals that advance health IT use but that also are achievable?" Mostashari answered, "I think we have to continue doing what we've done. In a sense, how we will behave is predictable. We will focus on the goals. We want to move people up the escalator to make sure that we can get where health IT needs to be in terms of being able to support quality, safety, efficiency, patient-centeredness, care coordination, public health, privacy and security." HRSA Rural Health IT Grant Program
The Health Resources and Services Administration (HRSA) will distribute up to 40 grants through the Rural Health Information Technology Network Program to "rural providers who work in formal networks, alliances, coalitions or partnerships" to help them achieve meaningful use of their electronic health-record systems, according to a grant synopsis. The annual conference for the public health informatics community will be held at the Hyatt Regency in downtown Atlanta, Aug. 21-24, 2011. AMIA PHI 2011: Travel Grants

With support from the Robert Wood Johnson Foundation, AMIA is offering financial aid to PHI attendees who are full-time public health professionals and require assistance in order to attend the upcoming conference, which is expected to deliver a consensus on the next informatics agenda for public health. Participants who meet the qualifications can go online and fill out a nomination form. AMIA will distribute 50 stipends of $1,000 each to attendees who meet the grant criteria and who register for the meeting. New Funding Opportunity Available: Accreditation Preparation: Community Health Assessment and Community Health Improvement Plan Prerequisites NACCHO is pleased to announce a new funding opportunity for LHDs to engage in a robust community health improvement process that yields exemplary community health assessments (CHAs) and community health improvement plans (CHIPs), two of the three accreditation prerequisites. The project will provide 12 competitively-selected LHDs with a $35,000 grant and comprehensive training and technical assistance to complete a health improvement process that engages community partners, addresses the social determinants of health, uses quality improvement and quality planning techniques, and helps prepare the LHD for accreditation. HIE Toolkit for LHDs NEW!
As the electronic availability of health information explodes, there are exciting opportunities and incentives for LHDs. This toolkit was assembled by the Health Information and Data Committee of the California Conference of Local Health Officers to help LHDs become familiar with the issues to interact knowledgably with community partners in order to maximize the opportunity.

Beacon Community explained by William Pilkington, NACCHO Public Health Informatics Workgroup Member
In November, 2009, the Office of the National Coordinator for Health Information Technology (ONC) solicited proposals to participate in the prestigious Beacon Community Program. The Beacon Cooperative Agreement Community Program was authorized under the 2009 American Recovery and Reinvestment Act (ARRA). The Beacon Community Program is designed to support communities with established reputations for adopting health IT solutions. The Cabarrus Health Alliance responded to the ONC request for Beacon proposals and organized a contingent of health care providers to participate in developing and submitting a proposal to ONC. The application was submitted under the name of Community Care of Southern Piedmont (CCSP) and was one of the initial 15 applicants selected nationwide as a Beacon Community. CCSP is a locally-based, private-sector approach to improving health care and containing costs and an integral component of Community Care of North Carolina. CCSP is an independent, non-profit organization combining the expertise of primary care physicians, specialists, pharmacists and other health care professionals to create "medical homes" for Medicaid beneficiaries in Cabarrus, Rowan and Stanly counties.
