IBANYS Member runs for Congress

By Dan Valente, IBANYS Director of Government Relations

Today, at the Glen Sanders Mansion in Scotia, Bob Dieterich announced his plans to run for the congressional seat currently held by Rep. Paul Tonko (D- Amsterdam).  Mr. Dieterich, vying for the Republican nomination on the ticket, is the Chief Financial Officer for the First National Bank of Scotia. During today's announcement, Dieterich joked, saying "I'm much more comfortable lending people money than asking them for it."

As of now, the congressional district includes all of Albany, Schenectady, Montgomery and Schoharie counties, and parts of Saratoga, Rensselaer and Fulton counties. But neither Tonko nor Dieterich know precisely what the congressional district will look like. Plans to redraw each district in New York, a change that occurs after every U.S. Census, have wound up in court.  Yesterday, U.S. Magistrate Roanne Mann proposed a single district encompassing Albany and Schenectady counties as well as eastern Montgomery County, including Amsterdam, western Rensselaer County, including Troy and Rensselaer and southern Saratoga County stretching as far north as the city of Saratoga Springs.

Dieterich was named a CFO of the Year in 2011 at an Albany Business Review awards ceremony.  He has worked for the First National Bank of Scotia since 1993. He graduated from Scotia-Glenville High School in 1986 and graduated from SUNY Plattsburgh in 1991. Dieterich also served in the New York Air National Guard's 109th Airlift Division from 1988 to 2009.

Healthcare Reform in 2012

From: Community Bankers Association of Ohio

While the biggest changes in healthcare reform are expected in 2014, there are a couple of things to watch out for in 2012:

  • Effective January, 2012 physicians will be provided with incentives to join Accountable Care Organizations.  These groups will be responsible for coordinating patient care to improve quality and cost for patients on Medicare.
  • Effective March, 2012 any new or ongoing federal health program will be required to collect and report racial, ethnic and language data to Health and Human Services.  HHS will use this data to reduce health disparities.
  • June, 2012 will be the first filing for the medical loss ratio rebates.  The filing will be for the 2011 calendar year.  Insurance companies will be required to spend at least 80 percent of your premium to medical care for small groups (under 50) or 85 percent for large groups (over 50).  If the insurance company does not meet this mark they will be required to provide a rebate to policyholders.
  • Effective for policies beginning or renewing after September 23, 2012 employers must provide plan participants with a Summary of Benefits and Coverage (SBC).  This would be required for all new hires after September 23, 2012 and at the open enrollment following September 23, 2012 for all participants.  SBC templates are available through the Department of Health and Human Services website.
  • October, 2012 begins a series of changes to reduce paperwork and administrative costs through electronic records.
  • October, 2012 also begins another program in Medicare linking payment to quality outcomes.  The Value-Based Purchasing program holds providers accountable for the quality and cost of care they provide to Medicare patients.

Sad news to pass along...

IBANYS is sad to announce the passing of Jeff Bridges. You may remember him as Mr. President, a character he played for us at the 2011 Convention in Saratoga Springs.

Comedian, Impressionist, and Actor Steve Bridges, best known for his impersonation of President George W. Bush, has died.  He was 48.

In addition to his impersonation of President Bush, he also appeared as Presidents Bill Clinton, and more recently as Barack Obama.  His most notable appearance came as President Bush's alter ego, when the two men appeared, side by side, at the 2006, White House Correspondents' Dinner.

Mr. Bridges made frequent appearances on the Tonight Show with Jay Leno.  In 2006, He toured with Barbara Streisand for nearly 20 performances.

Over the course of his career, Mr. Bridges developed a repertoire of more than 200 vocal impressions, including TV characters Barney Fife and Homer Simpson, broadcasters Tom Brokaw, Paul Harvey and Rush Limbaugh; but it was is spot-on embodiment of political leaders that rapidly established him as a premier vocal impressionist.

Bridges had recently returned from several performances in Hong Kong.  Upon returning home Mr. Bridges complained to his manager that he was feeling "super jetlagged."  A message left for Mr. Bridges on Friday, went unanswered.   Bridges' maid discovered his body in his Los Angeles, home Saturday morning, March 3, 2012.  The exact cause of death is unknown at this time.

Mr. Bridges is survived by his parents, Tom & Margaret Bridges, his brothers Phillip & Jon, and his sister Elizabeth Bridges - all of Clayton, California.  He is also survived by his niece Lauren Bridges of Thousand Oaks, California, and nephew Jonross Bridges, of Clayton, California, and niece Meredith Bridges, of Tooele, Utah.
