Convention Keynote Not to be Missed

While the entire annual convention is one for the record books, our featured keynote speaker on Tuesday is not to be missed. Dick Morris is a leading Political Consultant, author of ten New York Times Best-sellers, and is a regular Fox-News Channel Commentator. The nearly-daily columns produced by Morris and his wife see an e-mail circulation of half-a-million people.
He has handled the winning campaigns of more than thirty Senators and Governors, and provided the strategy that engineered Bill Clinton's comeback re-election victory in 1996. Internationally, he has spearheaded the successful campaigns of the president or prime minister in nine countries.Time magazine has called him "the most influential private citizen in America."
Through the years, his writing partner has been his wife. In their book - Outrage, they predicted the collapse of Fannie Mae. In Fleeced, they foresaw the stock market crash of 2008. In Catastrophe, they warned that Obama's stimulus package would not work. Other best sellers include: Behind the Oval Office - his memoir about the Clinton, Off With Their Heads about the war on terror and Rewriting History and Because He Could, biographies of Hillary and Bill Clinton.

IBANYS & ICBA Urge Letters to Senators
We told you about the Communities First Act, but now we need your help. IBANYS and ICBA are urging all members to contact U.S. Senators Kirsten Gillibrand and Charles Schumer, and ask them to support and co-sponsor S. 1600, the Communities First Act.
The Communities First Act (CFA) will provide much needed relief from overbearing financial regulation by freeing the hands of the community banking industry to do what you do best; serving your customers and communities. Some of the many pro-community bank provisions of CFA include:
- Increasing SEC shareholder registration threshold to 2,000 from 500 for banks. To de-register stock for banks, increase shareholder threshold from 300 shareholders to 1700 shareholders.
- Requiring the SEC to ensure that accounting principles truly reflect the business model of the preparer.
- Extending 5 year NOL carry back. Allow community banks with $15 billion or less in assets to spread out their current losses with a 5 year carry back allowed through 2011.
- Allowing community banks under $10 billion in assets to raise additional capital without losing net operating loss carry-forward tax benefit.
- Amending Dodd-Frank to provide that mortgage loans held in portfolio by banks under $10 billion in assets are excluded from escrow requirements.

Member Bank Steps Up During Disaster

We asked our member banks affected by the recent flooding in the Southern Tier to tell us what they were doing to help customers and their communities after the storm. Below is an excerpt from Bob Fisher, President and CEO of Tioga State Bank.
"About a week after the floods occurred, we set up two gas grill in the "flats" of Owego, are area that was especially hard hit by the flooding. We had our staff spend part of the day grilling hot dogs and hamburgers to give away to the people who were cleaning out their homes. We sent out teams of people to walk the streets and hand out food to those who were too busy cleaning to leave their homes. My CFO and I were one team walking the streets. While it was difficult to see the devastation first hand, it was gratifying to be able to provide even a little assistance to some of these people.
We have had a number of our staff volunteering their time after hours and weekends to help people who may not have the ability or means to clean out their homes.
We have set aside dollars to provide some emergency loans to those affected by the flooding, we are offering loans up to $7,500 at 1.99% for 36 months. We are also providing interest free loans to our own employees who were impacted by the flooding.
We canceled our annual employee party and are going to donate the money normally used for that event to local food pantries. We also cancelled our annual Christmas party and will also donate those funds to some local relief efforts."
IBANYS would like to take this opportunity to thank Bob and his staff for all they do in their community. Their tireless service to neighbors, family and friends just shows the true spirit of a community bank. Keep in mind that while Tioga State Bank staff stepped up to serve others, their own homes may have been flooded, damaged, or destroyed. Over 75% of homes in the Village of Owego were flooded, and Bob says many will be abandoned. Many businesses will also never open their doors again.

Lynne M. Doughtie, 48, has been named vice chair -- Advisory, and Carl Carande, 46, has been named national managing partner -- Advisory, for KPMG LLP, according to an announcement by John B. Veihmeyer, Chairman and CEO of the U.S. audit, tax and advisory firm.
Doughtie, who most recently served as national managing partner -- Advisory, will succeed Mark Goodburn, recently announced as global head of Advisory for KPMG International.
