The Annual Convention in Saratoga Springs on October 23-25 is going to be great! We were able to keep all the same great programs you were expecting in August. The schedule may change slightly, but all the general session and breakout topics will be there.

IBANYS Member Helps in Disaster
An IBANYS member is heeding the call for help by victims of Hurricane Irene. Federal Home Loan Bank of New York has pledged $500 million in disaster relief loans to those trying to rebuild after the storm. The financial commitment was made possible through its Community Lending Programs, and will be used for housing, small business and economic development lending.
FHLBNY is offering the funds to places deemed disaster areas in New York, New Jersey, Puerto Rico, and the U.S. Virgin Islands. President and CEO of FHLBNY Al Dellibovi says, "The funds we are making available today will allow our member lenders to make an immediate, positive impact on recovery, relief and rebuilding efforts, while providing the flexibility these members need to suit these efforts to the individual communities they serve. Our members remain fully committed to serving their customers and neighbors during these difficult times." Dellibovi also said that while everyone did a great job of preparing for the storm, the process of rebuilding is a long and difficult one.
This isn't the first time the banking institution has lent a hand in times of disaster. In April 2010, FHLBNY gave a $250 million dollar CLF commitment to help with flooding across New York and New Jersey. The bank says they have doubled funding in the wake of hurricane Irene because of the massive scope of the storm.

Farm Loan Fees to Rise
The Department of Agriculture plans to raise one-time origination fees from 1 to 1.5 percent on FSA guaranteed Farm Ownership and Operating loans. The change set for October first is the first time the fee has been increased since it began. The USDA says the fee has to increase because of budgeting restrictions but it will help the FSA maintain the amount of guaranteed credit available.
The increased fee applies to the guaranteed part of the loan. Loans that are obligated before October 1st will have the current fee, even if the loan closes after the start of October. The rule for the fee increase is expected to be printed in the Federal Register in September.

NORWICH -- NBT Bancorp, based in Norwich, has hired William J. Butcher as vice president and director of organizational development.
In this role, Butcher works closely with corporate management and staff to design and implement programs aligning and integrating company resources with corporate goals to maintain high levels of customer service and operations performance.
Butcher has 15 years of management experience. Before joining NBT Bancorp, he was employed at MeadWestvaco in various human resources and organizational roles, including manager of organizational effectiveness and organizational development consultant. He also worked as a product manager in the company's consumer products division.
In addition, NBT Bancorp has promoted Patrick Gleason to senior vice president.
Gleason is director of compliance and has been with the company since 2007. He is responsible for managing compliance with federal and state laws and regulations governing bank operations and product offerings.
He has 27 years of banking experience. Before joining NBT Bancorp, he was vice president and compliance officer for Partners Trust Financial Group and its predecessor, BSB Bancorp, where he worked for 20 years.
