Government Relations Committee Launches Monthly Conference Call
The bank members of the newly formed Government Relations Committee; Eileen Bagnoli, John Buhrmaster, Chris Dowd, Peter Forrestel, Bob Fisher, Sal Marranca and Paul Mello join Legislative Counsel, William Y. Crowell and IBANYS President Frank Capaldo. Meetings will be held the third Friday of every month. The initial meeting of the committee took place this morning to discuss IBANYS legislative agenda and ongoing state and federal issues facing community bankers. Mr. Crowell addressed the resignation of Banking Superintendent Richard Neiman and the temporary placement of Regina Stone as Acting Superintendent, and commented on the October 3rd launch date of the new Banking/Insurance entity.

Updates on other legislative issues included Participation Limits for the Community Bank Deposit Program; Payday Loans, new legislation making bank robbery a Class B Felony and Regulation Q.

Marranca: Community Banks Gaining Ground

ICBA Chairman Sal Marranca and IBANYS Director, said that community bankers in Washington have a great opportunity to have a lasting impact on the debate over financial regulation.
Marranca told community bankers at the 2011 Washington Policy Summit that their participation in the policymaking process has distinguished Main Street institutions from Wall Street megabanks. "ICBA is the only national trade group to exclusively represent community banks," he said. "And while the association proudly carries that banner in Washington and throughout the nation, it could not succeed without community bankers like you."
Communities First Act Regulatory Relief Introduced
At ICBA's policy summit this week, House Financial Services Committee member Blaine Luetkemeyer (R-Mo.) announced at the policy summit and has since introduced the Communities First Act (H.R.1697), ICBA-advocated legislation to reduce regulatory, tax and paperwork burdens on community banks and the customers they serve.

Glenn B. Sutherland Introduced as New Board Member
Please welcome our newest Board Member, Glenn B. Sutherland, President and Chief Executive Officer of Catskill Hudson Bank and its parent Catskill Hudson Bancorp, Inc. Catskill Hudson Bank, "Your Community Bank" with assets of $332 million, is head-quartered in the Sullivan County community of Rock Hill and provides banking services from the Catskill Mountains to the Hudson River through twelve banking offices in Orange, Sullivan, and Ulster Counties. The Bank was organized and opened in December 1993 as the Community Bank of Sullivan County; and during the last six years, has expanded from three banking offices with $73 million in assets.
Mr. Sutherland joined the Bank in January 2005 having previously been President and CEO of Ellenville National Bank prior to its acquisition by Provident Bank. Previously he was Executive Vice President and Chief Operating Officer at First National Bank of Rhinebeck until its merger with Fishkill National Bank. Mr. Sutherland is a CPA and a CFP, a native and current resident of Kingston, New York. He began his career as an accountant with Peat, Marwick, Mitchell & Co and later operated his own CPA practice with his wife under the name of Sutherland & Lowe.
Glenn was appointed by Chairman Paul Mello to serve on the Convention Committee.

IBANYS Announces the Re-Activation of Regional Meetings in New York
In an effort to respond to the request by members for increased communications and local exchanges IBANYS, in conjunction with ICBA, returns to an earlier day when regional or district meetings were held throughout the state. We will begin with four, two of which have been scheduled for June 29 at the Lancaster Country Club in Lancaster, New York and July 6 at the Tarrytown House in Tarrytown, New York.
These breakfast meetings will include presentations and group discussions such as the Four Pillars of IBANYS - Moving Forward by Frank Capaldo, a Washington update from ICBA and Improving Investment Performance with remarks by Jim Reber from ICBA Securities. A complete agenda will be released soon. We invite you to attend these informative meetings.
