Liz Benjamin blog re Darryl Towns appointment, and TU Capitol Confidential blog link

Gov. Andrew Cuomo just announced he has tapped Brooklyn Assemblyman Darryl Towns to serve as commissioner and C.E.O. of New York State Homes and Community Renewal (HCR), sparking yet another special election - this time in the Assembly.

Under Cuomo's proposed consolidation of state housing programs the commissioner also serves as chief executive of all the major housing and community renewal agencies, including the Housing Finance and Mortgage agencies.

Towns has served in the Assembly since January 1993. He currently chairs the Assembly Standing Committee on Banks and the Black, Puerto Rican/Hispanic and Asian Legislative Caucus (a post he has held since 2007).

Two Cheers for Governor Cuomo's New York Reforms

Wall Street Journal article (Letter to the Editor, print version)

FDIC Approves Lower Assessment for

Community Banks

The FDIC board of directors today approved a final plan to impose parity in the deposit-insurance system by basing the assessment base on average total consolidated assets minus average tangible equity instead of domestic deposits. ICBA, the only national banking trade association to support the new deposit-insurance system, has long advocated for the change. The association thanks its affiliated state and regional community banking associations and the nation's community banks for their hard work in advocating for the new system.

"ICBA led the charge throughout the Wall Street reform debate to create fairness within the deposit insurance system," said ICBA Chairman Jim MacPhee. "ICBA thanks the FDIC for approving this pivotal final rule, which will ultimately benefit the communities we serve."
