Hear the Heartbeat Act (SB 708) Passes Committee Wednesday

Louisiana Right to Life is in the midst of an exciting legislative session in Baton Rouge!

We are continuing to push the envelope with our innovative measures that if passed will save unborn lives and empower women. You can help us now by contacting your Senator in support of the Hear the Heartbeat Act.  See below!

SB 708: Hear the Heartbeat Act

esterday, SB 708, the Hear the Heartbeat Act authoredhearbeat by Senator Sharon Weston Broome (D-Baton Rouge), passed committee after over two hours of testimony!

If SB 708, of which we are a primary sponsor, passes the legislature, abortionists...

  • will be required to make the unborn child's heartbeat audible to the woman prior to an abortion (unless the woman requests and signs a separate "opt-out" form).
  • will be required to place the ultrasound screen in view of the woman (she has the choice to look or not).
We were successful in defeating a bad amendment authored by Senator Dan Claitor (R-Baton Rouge) that would have weakened the effectiveness of the ultrasound provision.  Senators Allain (R-Franklin), Mills (R-Parks/Breaux Bridge), Nevers (D-Bogalusa), Erdey (R-Livingston), Buffington (R-Keithville), and Guillory (D-Opelousas) voted pro-life, while Senators Colomb (D-Baton Rouge) and Claitor (R-Baton Rouge) voted against our side.

Unfortunately, another bad amendment authored by Senator Colomb that exempted rape and incest victims from the ultrasound and heartbeat requirements passed by a margin of 5-3.  Voting against the pro-life cause were: Senators Allain , Buffington, Colomb, and Guillory.  Thanks to Senators Claitor, Erdey, and Nevers for standing with us against the rape/incest amendment.  We will attempt to remove this bad amendment as we move through the process.

The Hear the Heartbeat Act will likely be considered on the Senate floor this coming Monday or Tuesday.  Please contact your Senator now and ask them to vote for life!

SB 593: Pain-Capable Unborn Child Protection Actfetal_pain
Based on the scientifically documented ability of the child to feel pain and based on documented risks to women's health, SB 593, authored by Senator Alario (R-Westwego), prohibits abortions at or after twenty weeks post-fertilization.

Upon passage, the law would go into effect immediately, saving 150-250 lives every year.

We are currently discussing this measure on a daily basis with legislators and other lobbyists, and this law will be heard in committee as early as May 2nd.  

 

SB 330: Criminal Abortion Dismemberment Act

Authored by Senator Rick Ward (D-New Roads), this act creates a specific crime for performing an abortion (the dismemberment of an unborn child) in the state of Louisiana if the abortionist is not licensed to practice medicine in Louisiana. This legislation clarifies the law and provides a District Attorney more ability to prosecute illegal abortionists.

Most likely, this act's first committee hearing will be this Tuesday, April 24th, in Senate Judiciary C.   Contact the members of the committee and ask them to support SB 330!

The symposium features former abortion provider, John Bruchlaski, M.D., F.A.C.O.G, who will lead a dialogue centered on evidence-based medicine for patients considering termination of pregnancies in the age of health care reform and conscience protection.
