TEWL stands for "transepidermal water loss."  When the skin loses too much water the outer layers stiffen and develop fine cracks and fissures.  When the content of the outer layer of skin (stratem corneum) falls below 10%, abnormal desquamation of corneocytes (death of cells) occurs (ie. dead skin flakes.)   Skin feels rough and tough with reduced elasticity.  Think of your skin as a sponge.  Without water it is hard and rough, but just add water and it becomes soft and pliable.
 
What causes TEWL?  Lets start with environmental factors.  Did you know that your skin loses water when the Relative Humidity falls below 60%.  The RH in airplanes is only 10-20%, the Sahara Desert is 25%, Offices around 40%, and Sauna's 10-30%.  Other factors that cause TEWL are illness, stress, hot water, soap, chemicals, frequent bathing, clothing friction, and prescription drugs.
