Course Fee Reduced for 2009
I am pleased to report that after several years of successful refocusing, the Board now finds the association in a solid position for future growth. As a result of our much-improved financial position and organizational structure, we are now directing more of your association's financial resources towards the support of our mandates.
We believe that the best way to further our mandate of paddling safety, education, environmental protection and heritage is to make it easier for you to expose people to our message through our national paddling programs. I am pleased to announce, on behalf of the board, a new set of fee structures for Paddle Canada.
Effective immediately, for the 2009 paddling season, the old "per participant fee" on skills courses is replaced with a small flat fee of $20 per instructor required per skills course. As well the Instructor Candidate activation fee, previously applied to access the program manuals, has been removed.

Skills Course Fee Structure for 2009
Instructors will now pay a FLAT FEE of $20 PER INSTRUCTOR PER COURSE (plus GST) as set out by the program's instructor: participant ratio as outlined in the program manual. The old fee/participant structure will remain available only for those select instructors with one or two participants who request permission from the National office prior to their course. As you can see from the example below, the resulting cost savings for an Individual Instructor is significant. The example below, demonstrates how these fees work for a Sea Kayaking Level 1 Skills course with a 1:6 instructor to participant ratio. As you can see the resulting cost savings for an individual instructor is significant:

Benefits of the change:

Increased cost savings for instructors.

Cost structure is standardized across all levels; easier for instructors to remember.

Allows greater ease of planning when budgeting expenses for courses.

Rewards instructors and organizations who certify larger numbers and groups of participants.

Removes the financial deterrent to report all participants on a course.

Removes the incentive for instructors to offer PC certification as an 'additional' charge to participants during their courses.

Increases the number of individuals with Paddle Canada certification, thereby promoting our national programs, mandate and securing our future growth.
NOTE: Paddle Canada rates as they apply to the current manual standards; Ratios and discipline names may be subject to change based on changes to the program.

Examples:
A Flatwater Canoeing Skills (1:10) with 15 participants requires 2 instructors Ratio would therefore be increased to 2:20 (2 x 1:10) Course fee would therefore be 2 x $20 = $40 + $2.00 GST = $42.00
A Sea Kayaking Level 1 Skills (1:6) with 8 participants requires either
2 Instructors or 1 Instructor + 1 Apprentice
For 2 Instructors, ratio is increased to 2:12 (2 x 1:6) Course Fee would therefore be 2 x $20 = $40 + $2.00 GST = $42.00 or
For 1 Instructor + 1 Apprentice, ratio is 1:8 (1:8) Course Fee would therefore be 1x $20 = $20 + $1.00 GST = $21.00
NOTE: The goal is to facilitate program growth, via the Mentorship process, across all Paddle Canada programs. Therefore, no additional fees are required for Apprentices.

2009 Instructor (and Other) Course Fees
Under the Paddle Canada administrative model, there is no 'organizational fee'.
All Paddle Canada instructors are still required to be a member of their Regional Member Association, where that association is a member of Paddle Canada. For a detailed list of Regional Member Associations, and their requirements, please visit our web site.
Again this year, Instructor Trainers (ITs) are given two options for the payment of their Candidate's instructor course fees at the time of registering their Instructor course:
- Instructor candidates will remit their fees to Paddle Canada at the time of registration; prior to the course.
- For those instructors offering courses for Colleges, Universities and other related institutions, whose fees are included in tuition and/or registration amounts, you will also have the opportunity to request an invoice from Paddle Canada.In this case, candidates are not required to pay at the time of registration.
In both cases, the candidate will receive a unique Paddle Canada ID number upon completion of his/her registration and is then assigned to your course. The IT simply has to remit the certification achieved by each participant using the ID number provided to the candidate by Paddle Canada. ITs do not need to collect fees from instructor candidates and remit those fees to Paddle Canada, except as outlined in option 2.
The Board has also voted to eliminate the 'new instructor activation fee'. There is no longer any additional charge to Instructor Candidates for accessing the National Program manuals. |

Mitigating the Financial Impact of these Changes

The Board of Directors expects the number of courses offered in 2009 to increase as a result of the changes outlined below.
Instructors who previously offered non-paddle Canada courses, due to cost restrictions, can now access our $5 million liability insurance for a nominal $20/course as outlined above. This provides a much greater incentive to offer a national certification course as opposed to "just a course".

A new promotional brochure, which includes the waiver and certification card, is being distributed to all instructors. This brochure will include a tear-away flyer about Paddle Canada; complete with a promotional discount code encouraging skills course participants to become individual members of Paddle Canada.
Additional functions are also being designed and implemented in the new website, all intended to make it much easier for participants to become individual members of Paddle Canada.

Instructor membership fees are being increased by a nominal $5 to $15, dependant on your level. Instructor fees are being harmonized so that all instructors, regardless of their level, will remit the same fee for the same member benefits. The Board expects that this small increase in membership fees will be more than offset by the decrease in skill course fees.
In order for this new fee structure to work and continue, you, as an instructor, must promote the benefits of membership in Paddle Canada to your course participants. Those benefits include but are not limited to, four issues of Kanawa and the annual Canadian Heritage Rivers Calendar.
The Board has developed and implemented the tools necessary to assist you in this regard but it is up to you, as a leader in the paddling community, to promote both the program and the National Association by encouraging individual membership in Paddle Canada on your courses.
If we are successful with this new fee structure in 2009, and with the promotion of individual membership on skills courses, the Board will continue to look for further opportunities to enhance the benefits of your membership in Paddle Canada.
