The Commercial Development Authority of the City of Leeds met at the law offices of Barnes, Tucker, and Barnes in downtown Leeds for the purpose of economic development discussion.
All board members were present along with Mayor Whitfield, City of Leeds Grant Writer Pat Hall, City of Leeds attorney Rob Rosenburg, Dr. Pack with the BOE, members of the media and the public.
There was an initial discussion of the school bonds with it being noted by Lee Barnes that they were not sold this past week due to many factors including the scare with Jefferson County and they should go to market next week.
The first item on the agenda discussed was the conclusion of the ten year lease by Wal-Mart this year and purchase of the property by Wal-Mart.
Wal-Mart has paid the city $10,000 per year for the past ten years and desires to conclude this agreement with their option to purchase the property from the city for the agreed upon amount of $25,000, negotiated when the lease began.
The board discussed the economic impact Wal-Mart has on Leeds with over 24 million in sales tax raised in the past ten years. Upon purchase of the property Wal-Mart is free to do with the property what they desire and the board discussed this, before passing a motion unanimously to allow Chairman Don Mock to go forth with the sale of the property to Wal-mart, after attorney Barnes makes final review of the paperwork.
Wal-Mart had until the end of the year to exercise this option and chose to go forth with the purchase early in this final year of their lease. The City of Leeds initially invested about $3 million into bringing Wal-Mart to the area.
The Board then discussed the Birmingham Regional Planning Commission bill of $10,000 with grant writer Pat Hall explaining the RPC will help find monies through grants which amount to over $200,000. Hall showed several grant projects that had already been applied for or approved, including a bike/walking trail that will run through Leeds among others.
The board discussed who will oversee the money spent and chose Dr. Marbury to be the liaison and report to the board on expenditures. The board voted unanimously to pay the RPC the $10,000 fee adding to the motion that Dr. Marbury report to the board on money spent.
The board moved to adjourn until the next scheduled meeting, May 21, 2008.
