The Way Forward: Ending Veteran Homelessness by 2015

In honor of Veterans Day, USICH Deputy Director Anthony Love will moderate an expert panel including Susan Angell Executive Director of Veterans Affairs' Veterans Homeless Initiative, John Driscoll President and CEO of the National Coalition for Homeless Veterans, and Tori Lyon Executive Director for the Jericho Project. The panelists will address the progress that has been made since VA Secretary Eric K. Shinseki announced the five year goal to end homelessness among Veterans, in addition to the following questions:

  • What are the promising and innovative practices we must embrace in order to reach this goal?
  • What are the best ways to use limited resources to get the biggest impact?
  • How can we all get involved to make it happen?

The webinar will also include a roundtable discussion where panelists address questions from attendees.  Please join us.

New Campaign Building Momentum to End Veterans Homelessness by 2015

 

As part of its drive to end homelessness among Veterans by 2015, the Department of Veterans Affairs is launching a nation-wide outreach initiative, "Make the Call," to spread the message about VA's programs to help Veterans experiencing homelessness and their families.

 

"Those who have served this nation as Veterans should never find themselves on the streets, living without care and without hope," said Secretary of Veterans Affairs Eric K. Shinseki. Shinseki noted that 28 communities - from Atlanta to Hawaii - will host special programs this fall highlighting local services for Veterans experiencing homelessness, their families and those at risk of becoming homeless.

VISN 3 Announces New Contract to Provide Case Management for Veterans in the HUD-VASH Program

 

The VA New York / New Jersey Veterans Integrated Service Network (VISN 3) has awarded one of the first contracts in the country to a community-based agency to provide housing placement and case management services to homeless Veterans in the HUD-VASH program. Corporation for Supportive Housing was awarded the contract at the end of September 2011 to provide a package of finding available, acceptable housing; placement services; and community-based case management to homeless Veterans throughout New York City, Hudson Valley, Long Island and New Jersey areas.  This initial contract award is expected to provide services to about 40 HUD-VASH Veterans.

 

Referrals to CSH will come through the VA medical centers which will continue to screen and admit homeless Veterans into HUD-VASH. CSH will have the responsibility for coordinating and brokering case management including assisting Veterans with Section 8 applications, finding housing and facilitating placement of Veterans in apartments using the HUD-VASH Section 8 Housing Choice Voucher. CSH will be responsible to provide ongoing coordination of case management after the Veteran is housed with ongoing communication and review by the VA medical centers.

New Database for HIV/AIDS and Housing Research  

 

The Department of Housing and Urban Development's Office of HIV/AIDS Housing (OHH) now has a searchable database of over 300 peer-reviewed journal articles related to HIV/AIDS and housing. All articles on this database can be searched by region, topic, and population and are full-text. If you are interested in more research on this topic, we encourage you to access OHH's database.

IRS Offers Free Tax Services for People Re-entering Society Following Incarceration 

 

This educational package called Get Right With Your Taxeswas created and distributed by IRS Wage & Investment, Stakeholder Partnerships, Education and Communication (SPEC). These products were developed to be used in prisoner re-entry programs within various organizations, agencies and correctional institutions nationwide. The package is available both in English and Spanish and includes a training video, a facilitator's guide, and a brochure. Getting right with your taxes is an important part of regaining and maintaining income stability following incarceration.

The Role of Philanthropy in Ending Homelessness


USICH Executive Director Barbara Poppe and Deputy Director Jennifer Ho wrote a blog post for Funders Together that explores the ways that philanthropic organizations can support the national effort to prevent and end homelessness. Webinar on the Future of Supportive Housing

National Homelessness Awareness Month Policy Briefing and Photo Exhibit

Join the Campaign to End Child Homelessness for a catered lunch briefing featuring a discussion on current federal policies related to child and family homelessness at the Department of Housing and Urban Development on Tuesday, November 1.  

 

The policy briefing will be followed by Looking Into Light, a photography exhibition to bring the stories of homeless families and children to light. The exhibit will be on display in the main hall at HUD throughout November.

New Crisis Indicator Tool from the Economic Roundtable    


This new triage tool is for use in hospitals and jails to help identify individuals experiencing homelessness who have the highest level of need for assistance and highest likelihood to be repeat and costly users of public systems.

 

This tool can improve targeting of supportive housing interventions and can help communities realize cost-savings. Housing the most vulnerable 10% of people experiencing homelessness in permanent supportive housing is far less costly than continuing to pay for time spent in jails, hospitals, and other public facilities.

Last month we launched a new initiative called Opening Doors Across America.  Opening Doors Across America asks states and communities to join USICH as a partner in ending homelessness, by aligning their plans with Opening Doors, using data to manage results, and acting strategically.  The initiative gives clear examples and concrete steps to take so that states and communities can target their efforts, use their resources wisely, and achieve the goal of ending homelessness. 

 

In the past few weeks, two more states have joined us.  The State Interagency Councils in both Arizona and Kentucky passed resolutions to participate in Opening Doors Across America.  In addition, Arizona created a framework to accomplish the first step of Opening Doors Across America, aligning their state plan to end homelessness with Opening Doors.
