Summer is here, and the Bay Hills playground is tuned up and ready to serve our families and their visiting friends. Children will be running through our neighborhood on the way to the play grounds, basketball court, pool and tennis courts. Please drive defensively and maybe a little slower too. Those little bodies are hard to see behind and between cars parked in the street and around corners.
Safety Thoughts:
- Check out your gas grills before lighting them for leaky, worn hoses or loose connections.
- Keep an eye out for unwelcome "visitors" in our neighborhood and report anything suspicious activity to the police department (911).
- Give a second thought to hazardous chemicals, trash or tools left outside your home. Bored children have a tendency to go hunting around to discover new and exciting things. Don't create an attractive but dangerous situation.
- Don't leave garage doors open for extended times.
- Say hi to neighbors, and let others know if you are going to be traveling for extended periods of time. We can all watch out for each other.
Bay Hills has many new residents whom you will see for the first time as summer arrives. Say hi and welcome them to our community. It is a great place to live, and we collectively make it that way.

 What is Happening to the Bay Hills Basketball Court?
We Have Answers!
By Jeff Burkhart What is happening at the Bay Hills Basketball Court Park on Bay Green Drive? Now that is a very good question. It is a long story. Last summer we noticed a sink hole developing just outside the fence of the basketball court closest to Bay Green Drive. It was the same location that we noticed the same thing happening a few years ago. The Bay Hills board astutely asked what was creating the sink hole. After some study including walking the site, studying the utilities and pulling old as-built drawings, we came to the conclusion that we had a problem with the storm drain system between the golf course pond and Deep Creek. Although the storm drain system does not service Bay Hills Community property directly, much of the piping is on community property. Thus the challenge. Who is going to pay for the repairs? After months of discussion, site visits, legal letters and negotiations, etc., the bottom line is the county will step up and take the lead. There are three major issues and one not-so-major issue. Issue one: the 40-year-old, 58-inch corrugated steel storm drainage pipe has opened up at its joints in at least three locations. The most severe is the one adjacent to our basketball court. Issue two: the whole pipe system is fast approaching its life end and needs to be addressed. Issue three: the system as it is currently built does not meet today's code. The not-so-major issue, but still big deal is that our basketball court, though built on our property was built in the storm drain easement. So as the storm drain system is repaired, a portion of the court will be removed. The replacement of the court(s) will be at our expense. The good news is that since the drainage system repair and ultimately replacement will take some time (repair about two months, replacement three-plus years) we have time to budget for its replacement. The big picture is much more complex. The challenges extend physically to include the Deep Creek watershed, historically to the construction of the greater Bay Hills community (more than just Bay Hills Community Associations' membership, and cost wise may easily surpass the million dollar mark. If there is an interest in project details, the schedule or projected costs by the association's membership, the board will organize an informational meeting where we can share everything we have and know. Your board has been very focused on this issue, and many members have spent hundreds of hours doing research, on the phone, attending meetings and negotiating, so say thanks. There are many other ways this situation could have been addressed, and all of them would have been very, very, very costly for our membership, all of us. In particular Dave Eckels, your board member in charge of our property and grounds, should be recognized for his leadership and hundreds of hours of effort. Community Events and Notices Spring Fling
Saturday, June 2
Join your friends and neighbors for the Bay Hills Spring Fling, open to ALL bay hills residents, not just children! We will be having food again. Each family is asked to bring a side dish (salad, chips, dessert, etc.). The community association will provide burgers and hot dogs. We hope to see you there!
Bay Hills Board Meeting Tuesday, June 5 7:30 p.m. Providence Center Bay Hills Book Club Tuesday, June 12 The Bay Hills Book Club will meet on Tuesday, June 12, at 7:30 p.m. The book being discussed is Salvage The Bones, by Jesmyn Ward. The book club will not meet in July. The book for August is IQ84, by Haruki Murakami. New members are welcome. The 2012 program is designed to introduce new players to the sport and improve the skills of more experienced children through drills, scrimmages and match play in the Patapsco Valley Junior Tennis League (PVJTL), in a relaxed, fun atmosphere. We are pleased to announce the return of tennis pro Barry Hill as our Junior Tennis team instructor and coach for the third season. Practices: Monday - Wednesday, 10:30 - 11:30 a.m. (12 and under) and 11:30 a.m. - 12:30 p.m. (13 and over) at the Ulmstead Estates Tennis Courts on Lynch Drive. PVJTL Matches are held on Thursdays. Basketball Court #1 Still Closed The BHCA basket ball court #1, the court closest to Bay Green Drive, is closed while the board addresses a sink hole issue adjacent to court. A safety fence has been erected around the issue and the affected court has been locked and posted with appropriate signage. Court #2, located behind court #1 is open for play. Please make sure children and young adults understand the purpose of construction safety fences and locked courts. They are there for a purpose: safety. For more information, click here. If you are selling a home in the community, please contact Bay West Management to obtain a resale packet. The packet contains the community's by-laws, covenants, and community regulations. The packet should be furnished to the buyer prior to the property sale closing. Bay West will confirm if there is any balance due on the homeowner's account before releasing the packet.
Sellers are expected to clear their BHCA account prior to closing on a home sale. The title company representing the buyer is required by law to research obligations related to a property. Bay Hills Community Association Board Meeting Minutes
Minutes from May 1, 2012
The May Board meeting was held on May 1, 2012, at the Providence Center. The meeting was called to order at 7:42 p.m. by President Jeff Burkhart. The following members attended: Jeff Burkhart, Nancy Fink, Joyce Smithey, Robert Ray, and Dave Eckels. Treasurer's Report [click here] Committee Reports Property & Grounds: The board discussed the sink hole. Dave Eckels and Jeff Burkhart will continue to press upon the county's Department of Public Works to resolve the sink hole issue and the fact that the county is not collecting trash near the basketball courts. The board has also retained an attorney to draft a letter to the county regarding the sink hole. For more information, click here. The board also agreed to temporarily delay in fixing the pavilion roof. Dave Eckels agreed to investigate two dead oak trees in front of the playground. The board also discussed the recreation area near Golf Course Drive, including a fence issue, a problem with overgrowth on a soccer goal and the possibility of getting a survey of the parcel. Social: The Spring Fling is scheduled for Saturday, June 2, 2012, at 4 p.m. at the pavilion. The recent garage sale went well, and the dumpsters provided to the community were also effectively used. New Business Robert Ray agreed to review the community's bylaws with regard to increasing the late fee for the late payment of dues. Adjournment There being no further business, the meeting was adjourned at 8:21 p.m. The next meeting will be at 7:30 p.m. on June 5, 2012, at the Providence Center. Grant Opportunity to Improve Neighborhood Tree Canopy

The Anne Arundel County Forest Conservancy District Board and the Chesapeake Bay Trust provide small community-based grants (up to $1,000) to help communities and organizations increase the number of trees and tree canopy in neighborhoods, parks, and communities throughout Anne Arundel County. The program provides funding to Anne Arundel County neighborhood associations, community associations, non-profit groups, and others to plant trees, increase tree canopy, remove invasive species, and engage citizens in those activities. Funding is provided fully by the Forestry Board.
