HB 2013 is a piece of legislation that will allow gun purchases outside of contiguous states and was spearheaded by Representative Richard Carlson, member and long time supporter of the Second Amendment.  This change in law is long overdue for Kansan's. 

 

This bill now moves to the House Floor for debate and vote.  Please contact your Representative and urge them to vote YES on this important piece of legislation.

 

This bill is supported by the KSRA.

 

On Thursday, February 17th, this bill was recommended for passage by the Committee of the Whole.  Final Action vote is scheduled for Friday, February 18th.

*NEW* HB 2353 LIABILITY OF POSTING NO CONCEALED CARRY SIGNS ON PUBLIC & MUNICIPAL BUILDINGS 


HB 2353 was introduced in the House of Representatives on Thursday, February 17th and addresses the security and liability of posting public and municipal buildings with the No Concealed Carry signs.  It makes provisions for providing "adequate" security if such buildings are posted.

 

This bill was generated by Representative Forrest Knox and is assigned to the House Federal and State Affairs Committee.  We do not expect to get a hearing on this bill until later in the session.

 

This bill is supported by the KSRA.  Last year we supported Representative Knox when a like bill was introduced in the House and passed with a vote of 65-57.  It was late in the session and never worked in the Senate.  We believe this bill has more support in the House this session, however, we believe there may not be enough support in the Senate at this time.

*NEW* HB 2295 CHANGE HUNTING REGS


This bill makes mostly minor revisions and clarifications to certain Hunting Regulations and Fees.  KSRA sees no reason to object to this bill.

 

A hearing in the Agriculture and Natural Resources Committee is scheduled for Friday, February 18th at 9:00am.

SB 152 TO ALLOW CONCEALED CARRY WHILE HUNTING WITH NO CALIBER RESTRICTIONS INCLUDING NON-FIREARMS SEASONS 

 

SB 152 has been introduced and referred to the Committee on Natural Resources.  Senator Terry Bruce saw to the writing and introduction of this bill.  Chairman of this committee is Senator Ralph Ostmeyer, one of our Second Amendment friends.

 

This legislation will allow hunters to carry their concealed carry firearms while in the act of hunting.  Currently they are restricted from carrying most guns and calibers and are not allowed to carry any gun for personal protection during bow season.

 

This bill is supported by The Kansas State Rifle Association.

 

Please call your Senator and urge them to vote YES on the passage of this important piece of legislation.

SB 149 FIREARMS FREEDOM ACT

 

The FFA has been introduced in the Senate Federal and State Affairs Committee.  Sponsors of this bill are Senators Ray Merrick,  Steve Abrams, Terry Bruce, Bob Marshall, Ty Masterson, Rob Olson, Ralph Ostmeyer, Mike Petersen and Mary Pilcher-Cook. 

 

The FFA is primarily a states' rights challenge to the power of Washington to regulate everything under the guise of commerce among the several states.  The states created the federal government to serve the states and the people. The states need to begin drawing boundaries and clearly demarked lines for their servant.  The FFA is such a boundary.

  

The right to bear arms is clearly a fundamental right the people have reserved to themselves.  That right is compromised if access to firearms is only through a federally controlled supply chain.

 

Once validated in court, the FFA will open doors for in-state business and jobs in manufacture of state-made and retained firearms.  The FFA will not affect existing firearm manufacturers.  Those manufacturers are already federally licensed for an interstate market essential to the business model of those manufacturers.

 

Please call your Senator and urge them to vote YES on this important piece of legislation.

HB 2153 CAMPAIGN FINANCE

 

This bill is being heard by the Committee on Elections.   

 

It would require every lobbying organization, such as the KSRA and NRA, to report the name and personal information of every member who makes donations to the organization.  

  

Please call your Representative and urge them to vote NO on this terrible piece of legislation.
