VAT Explained
Value Added Tax is levied on most business transactions, goods and
some services. VAT does not apply to services such as insurance,
training, loans and some types of education; these are considered
'exempt'.
There are currently 3 different types of VAT in Great Britain;
17.5%, the 'reduced' 5% rate, and the 'zero' rate, which, guess what, is
0%.

New Tax Penalty hits Rebate Claimant
A self-employed Kent tradesman who overclaimed a £3,000 tax rebate
was forced to hand over £400 to the HMRC after falling foul of the
department's new penalty regime.
According to McGrigors, the law firm that
represented the unnamed taxpayer, the penalty was incurred because his
original calculation of the size of the rebate was inaccurate. The
claimant thought he was owed £3,000 but the the actual amount was
£1,000.
Under the old penalty system, HMRC fined taxpayers who had either
underpaid their taxes or were late in paying their taxes or submitting
their tax returns. With the new regime, HMRC can now levy penalties on
individuals and businesses for inaccuracies in tax returns and other
documents, and can fine them even if the taxpayer is owed money. In this
case, the taxpayer was fined 70% of the £2,000 difference between the
size of his claim and what he was actually owed, which amounted to
£1,400.

Possible VAT Change from 1st July
VAT specialist and former Taxation writer of the year Neil Warren
added his voice this week to the chorus of advisers anticipating a VAT
rate rise this summer. "I think it'll be 20% from 1 July," Warren told AccountingWEB. "The
European Union average is 19.6%. The change could be significant for
businesses considering commercial property purchases, he added. Many
firms have to pay VAT on such transactions and a 2.5% rate increase
could make a significant difference. "If you have clients who are planning property purchases, I would

Banks and other financial institutions face paying
two new taxes to fund future bail-outs, the BBC has learned.
Business
editor Robert Peston said the global proposals by the International
Monetary Fund (IMF) were "more radical" than most had anticipated.
All
institutions would pay a bank levy - initially at a flat-rate - and
also face a further tax on profits and pay.
