ACTIVE ALBERTA falls considerably short of representing a provincial recreation policy
 
At its recent June meeting, the ARPA Board of Directors concluded its review of the Alberta government's recently released draft ACTIVE ALBERTA: A Recreation, Active Living and Sport Policy by determining that, from its perspective, the draft fell far short of representing a comprehensive provincial recreation policy. ARPA members have strongly advocated for the provincial government to develop a provincial recreation policy leading to an ARPA AGM Resolution in 2003.

"At best the ACTIVE ALBERTA document represents a Physical Activity/Active Living Strategy/Policy with the principal objective of remediating the ills and costs associated with physical inactivity and sedentary lifestyles," states ARPA President Dr. Tim Burton. "While appropriate, timely and admirable, in that regard, it represents but one of the many dimensions conceived of within a comprehensive provincial recreation policy. As such, it represents a hugely missed opportunity to showcase, elaborate and focus on the broad upstream contributions that recreation and parks can make to:
  • improving quality of life and enhancing social functioning
  • strengthening community identity, pride and sense of place
  • strengthening community safety and security
  • fostering human development and lifelong learning
  • promoting healthy lifestyles and wellness
  • promoting citizenship and leadership
  • facilitating community building and regeneration
  • fostering social inclusion and multiculturalism
  • enriching child and youth development and resiliency
  • protecting natural capital, contributing to environmental stewardship and community beautification
  • preserving biological diversity
  • diversifying provincial and local economies
The ARPA Board of Directors is concerned that, by product, the ACTIVE ALBERTA policy draft is neither a "signature piece" nor has it, by process, provided an opportunity to galvanize and be inspirational for the broad recreation sector. In effect, it may well result in further segmentation and fragmentation of the sector which is already reeling from ongoing fiscal restraint measures and the lack of any enhanced and sustained provincial investment for over 20 years.

While the ARPA Board does not view the draft ACTIVE ALBERTA policy as fulfilling either the recreation or sport policy imperatives, it was very encouraged by the provincial government's reaffirmed support for the National Recreation Statement as a national framework for governance and action pertaining to the advancement and development of recreation.

The ARPA Board of Directors also does acknowledge some very positive priority actions which are identified within the ACTIVE ALBERTA draft document. The following stated priority actions represent areas that ARPA has been actively engaged in, or advocating for, over the recent years, namely:
  • active communities
  • afterschool recreation
  • children's creative play
  • reconnecting children and nature
  • community recreation and parks infrastructure upgrades
  • leadership training - core competencies
  • environmental literacy
  • roles of recreation, parks and open space in land-use planning
  • benefits of recreation and parks
ARPA believes that the recreation and parks field can contribute substantially to an ACTIVE ALBERTA Physical Activity/Active Living Strategy.

The ARPA Board of Directors will be seeking to meet with Ministry officials and will be preparing a formal brief in response to the ACTIVE ALBERTA draft document. ARPA members will also be apprised of more specific ARPA positioning in the coming days prior to the ACTIVE ALBERTA online survey closing date.

ARPA will also be resubmitting to the provincial government its report entitled Foundations For Action: Enhancing the Quality of Life in Alberta as a parallel provincial plan which speaks more comprehensively and directly to the foundational needs of an emerging quality of life sector and the provincial recreation and parks field within it. The Foundations For Action report was developed through extensive inter-sectoral/agency consultations during the 2002-2006 period. It remains very relevant and strategic today and, conceivably, for the foreseeable future.

All ARPA members are encouraged to submit their feedback on the draft policy by completing the ACTIVE ALBERTA online survey, which is available at www.surveymonkey.com/s/ActiveAlberta until July 16th.

golf cartsSobeys Recreation for Life Charity Golf Tournament a resounding success
 
The Sobeys Recreation for Life Golf Tournament, which took place June 14th at the Derrick Golf & Winter Club, was another fundraising success for the Recreation for Life Foundation.

The sold-out tournament saw 160 golfers compete in one of the provincial recreation and park sector's most anticipated golf events of the year.  The tournament's success was due in large part to more than 60 sponsors who provided support in many forms, including fun hole activities, tasty refreshments on the course, and spectacular prizes.  The Recreation for Life Foundation would like to extend a special thank-you to Sobeys, a long-time supporter of the tournament who served as the Title Sponsor once again for this year's event.

Thank you to all of the sponsors, players, and volunteers who helped make this year's sold-out tournament a huge success!  We look forward to seeing everyone again at next year's tournament.

At the recent Strathcona County Recreation for Life Walk/Run, a total of $3565.50 was raised for Everybody gets to play™.  ARPA is deeply appreciative of this contribution, and applauds Strathcona County's ongoing commitment to the advancement of children's play and recreation in the province.

Additionally, Strathcona Country
Mayor Cathy Olesen will be hosting the 6th Annual Mayor's Golf Classic this summer in support of two ARPA programs, Everybody gets to play™ and HIGH FIVE®.  A portion of tournament proceeds will go to the Recreation for Life Foundation in support of these two provincial initiatives, while other proceeds will be directed locally for similar initiatives.

Tournament details:

Date: Friday, August 20th
Time: Breakfast and Registration (7:00 a.m.) / Shotgun Start (8:30 a.m.)
Location: Broadmoor Public Golf Course in Sherwood Park, Alberta
Cost: $175 per golfer

Sogo.com LogoNine more Sogo Active youth grants for organizations and communities in Alberta
 
ARPA's Children and Youth Committee recently awarded another round of youth grants ($8,250) through Sogo Active to:
  • Brownvale Community Club
  • 24th Rangers Girl Guides
  • Future Links Girls Golf Club
  • Baturyn Community League
  • Group Group Society of Pincher Creek
  • Town of High River
  • Bashaw Youth Foundation
  • Edmonton Immigrant Services Association
  • Town of Rimbey
These youth-serving organizations and communities worked with their youth to determine what activities they would like to be physically active in, then applied to ARPA for seed funding for their youth-led initiatives.  The grants enable these organizations and communities to reduce the barriers to participation for youth to become physically active.

Sogo Active seed grant funding is made available by Coca-Cola in partnership with ParticipACTION, and the program is delivered by ARPA in Alberta.  In Phase I, over $50,000 in seed grants have been awarded to youth-serving organizations across the province.

Provincial government holding workshops to gather input into proposed Alberta Health Act
 
The Government of Alberta is holding public workshops as a part of a consultation process on the new Alberta Health Act. Alberta's Health Advisory Councils are hosting the sessions, and have invited a diverse cross-section of the community to attend the workshops, including youth, seniors, Albertans with disabilities, and local health care providers.  
 
Members of the public and community groups are also invited to register to attend community discussions on an Alberta Health Act.


The workshop sessions will include small group discussions of 8 - 10 people following a brief presentation from Fred Horne, MLA, to provide information on the process and background for the subsequent discussions.

The recently launched Youth Reporters blog is a compilation of youth-aged bloggers from ACE Communities across Alberta.  To date, multiple submissions have been received from youth at Longview School, and the Alexis Nakota Sioux First Nation.
