Recent AUMA Resolutions place special focus on Urban Parks and Trails
At the recent Convention of the Alberta Urban Municipalities Association (AUMA) in Calgary, two resolutions were ratified of significance to parks and open spaces. The Urban Parks resolution focuses on encouraging the Government of Alberta to include Urban and Regional Countryside Parks as a part of the province's parks network. The resolution continues to resolve that the Government of Alberta commit to establishing a new program that would support municipalities in parks
planning, parkland acquisition, park development, conservation,
operations, and promotions.
The Trails resolution focuses on urging Alberta Transportation to facilitate and make provisions for more active forms of transportation such as cycling, and considering the construction of trail systems as a part of the building of roadways.
ARPA fully supports and endorses these AUMA resolutions. In particular, AUMA's Urban Parks resolution has strong linkages to one of ARPA's own resolutions from its 2000 AGM, which advocated to the province for the re-establishment of the Urban Parks Program as a provincial legacy program.
On the facilities side, AUMA also passed a resolution related to the Major Community Facilities Program, urging the Government of Alberta to continue funding of this initiative. ARPA passed a similar resolution at its 2008 AGM, and the Associations will be exploring opportunities for joint advocacy efforts to have the program reinstated.

Alberta's Community Initiatives Program (CIP) and Community Facility Enhancement Program (CFEP) have recently undergone a review aimed at improving the application process and streamlining programs to accommodate a range of projects that respond to community needs and priorities. - CIP has been redesigned to include three funding categories, which include Project-Based Grants, Community Operating Grants, and International Development Grants (CIP application forms have streamlined by project type).
Additionally, new limits on funding for any new and in-process applications have been introduced: - travel funding is capped at $10,000 per grant
- technology funding is capped at $50,000 per grant
- municipalities are no longer eligible for funding from CIP, but can continue to apply to CFEP
- organizations are limited to one CIP grant per year for non-capital purposes and one capital grant per year from either CIP or CFEP programs
- no funding will be provided for playgrounds from CIP
