Message from the President, August 2010Linda Lincoln

 

It has been a busy year so far for your Board of Directors; we recently met for a mid-year review of the goals set back in December.  I have to say I kind of felt like Alice in Wonderland (the old Alice, not the new Tim Burton one), we fell down a rabbit hole and a whole new adventure began. There were sixteen goals set at the beginning of this year and only eight were reviewed with resolution because we just didn't have enough time.  There was so much energy and enthusiasm in the room that the best way to describe it was "We're all mad here" (Cheshire Cat - Alice in Wonderland by Lewis Carroll).  The Board has been working hard to enhance current programs, establish new programs, review policy/procedures and create a vision for the future of your Chamber.  We have successfully completed a review of the current Policy and Procedures, created opportunities for charitable outreach (blood drive, MDA, Fishline, etc.), established a Buy Local program in conjunction with the Kingston Chamber of Commerce, established an Economic Development Committee, and sought out enhancements to the Patron Member benefits program. 

 

As with any organization in this day and time we are seeing challenges for the first time in retaining and obtaining membership.  One of the goals that has been challenging is membership growth.  The Board projected a 10% increase in membership for the 2010 calendar year, should we be successful the total membership will be 485 members, membership as of the end of June is 431.  Maybe we are seeking achievement of too lofty of a goal in these economic times; never the less we remain optimistic.  In response to the economic conditions and to help our members the Chamber established a payment program in order to facilitate payments of membership fees.  Creation of the payment program should help with retention.  Now for the exciting "stuff", we will be having a membership drive in the fall.  Plans are being formulated with details to follow, but expect to have a good time!  Your participation is desired and welcomed, so I invite anyone interested in helping with the drive to contact the Chamber office.

 

Your Chamber is a key component in business development for the Greater Poulsbo area.  Many have faced challenges during the current economic times.  I ask that you reflect on statements made by Poulsbo citizens who weathered the great depression; "small towns didn't hurt like the big towns" (Muriel Williams- Spirit of Poulsbo) and "we, in our little town (Poulsbo) truly suffered not at all" (Esther Ness- Spirit of Poulsbo).  Although times may have been simpler then, the spirit of community existed then and still exists today.  Maybe we just need to remember...?

Although this summer has been pretty quiet in terms of big issues at City Hall, there are lots of things still going on.

Parking Committee - The committee, consisting of downtown business, property and residential owners, and 3 City Council members, continues to meet.  July discussions included funding and the steps required to establish a parking garage, and initial discussion of how to manage and enforce timed parking for short-term, long-term and employee parking.  The committee is expected to meet through September and  will publish a report with recommendations.

 

Appeal of the Updated Comprehensive Plan - The appeal before the Central Region, Growth Hearings Board continues.  This appeal,  launched by 4 non-residents is primarily focused on growth and growth impacts is the Urban Growth Area.  Ironically, the Growth Management Act has caused Poulsbo to plan to grow to nearly 15,000 target population, specifically to do our part in reducing sprawl in Kitsap County.  However, the appellants are fighting these growth plans and their perceived impact on the Johnson Creek vicinity.  To date this appeal has cost the City over $40,000 in legal fees and countless hours of staff time.  In the end, the City expects to prevail.

 

Viking Avenue and Mesford Street Construction - Construction continues of roadway project the extend the widening of Viking Way southward to the City southern boundary, including adding sidewalks and extending utilities in the right of way.  The project is expected to be completed in the fall.  Construction on Mesford Street, on the north side of North Kitsap High School, will repair the road surface, install paved, parallel parking (south shoulder only), and a combined walking trail (also south side) to significantly improve both pedestrian and vehicle safety in this highly traveled corridor.  The projects is expected to be completed before school reopens.

 

Fjord Way Closure and Repairs - A study of the storm damage to Fjord Way, between Sommerseth Street and lower 6th Avenue, is complete and design is underway for repairs slated for next spring/summer.  Traffic has been limited to local traffic only, from Hostmark Street to 6th Avenue, and one-way (northward) for the portion near the storm damaged area, just south of Sommerseth Street.  The City has sent out a survey, and will hold a public workshop in August to discuss alternative to permanent traffic flow after the repairs are completed.  Alternatives include reopening Fjord Way to two-way traffic, making Fjord Way partially or fully local access only from Hostmark Street to 6th Avenue, or Ryen Street to 6th Avenue, and one-way traffic only northward or southward.  Included in these alternative are possible changes to stop signs on Hostmark, including adding stop signs on Hostmark at the top of 6th Avenue, and removing stop signs at Hostmark at the entrance to Fjord Avenue.  After the workshop, the City Council is expected to make a decision on a permanent traffic flow pattern. 

 

Poulsbo Historical Society Move into New City Hall - Plans and meetings continue between the City and the Poulsbo Historical Society to allow establishing a museum in a 1,000+ square foot area of the new City Hall.  An agreement is being developed by the City Attorney that would allow a combination of lease and purchase of this space by the Society.  Also included will be some additional storage space and the ability to make convenient use of pubic meeting and parking spaces.  The Society will be developing a display for the Council Chambers/1st Floor Lobby in time for the late September/early October Grand Opening.  The Society will then be working on plans and fund raising to occupy the museum area sometime in 2011.

 

Preparation for 2011 Budget - The Mayor and Staff are working closely with the Council Finance and Administration Committee to prepare for another very difficult budget year.  Although revenue has pretty much stabilized, revenue is significantly behind the last few years.  The budget review is considering various cuts in services, delays in projects and purchases, drawing on diminishing reserves, and personnel actions to be able to propose a balanced budget.  The Public will begin to see these budget action being discussed by the Council, beginning in October.

This month I want to say thank you to everyone involved in the most recent golf tournament.  We had Kitsap Credit Union sponsoring the Registration Table, and Olympic College worked the putting contest with Duane Edwards of Union Bank.  The putting contest was sponsored by Union Bank and Viking Fence and we really appreciate them.  No big winner this year but Curtis Patnode, from the Suquamish Clearwater Casino team, made the most of it and won the putting trophy plus a glove and hat.

Our Title Sponsor, Viking Bank, had such great help out there with Pam Whitt organizing everyone.  Rich Mulcahy, Executive VP of Viking Bank said a few words during dinner.  Viking Bank was nice enough to give one of their hole sponsorships to All-Shred and they were entertaining everyone on the tee.  We appreciate you Viking Bank!!!!

Kathi Forsee and Carson Smallbeck from Miss Viking Fest were spotters at one "Hole-In-One.  Michele Wasson, Executive Director, of the Miss Poulsbo, Miss Silverdale and Miss Kitsap Scholarship Pagent, came with several of her wonderful girls to spot at the second Hole-In-One.  Erika Scott, Miss Poulsbo, did a great job of selling raffle tickets for us and we had some very happy winners at the end of the evening.
Lunch and dinner were a big success and the course staff were very attentive and helpful.  I would like to say a special thanks to Vito DeSantis, pro at the Port Ludlow Golf Course.  Again we want to thank everyone involved and mentioned all the hole and tee sponsors in our Weekly Update last Thursday.  Also everyone who played or donated a raffle prize, we cannot do it with out ALL of our members who give so generously.
 
 
I want to give my thanks to Constance Gooding, the Chamber's Administrative Assistant, and to all our volunteers who were helpful here in the office getting things ready for the tournament.  There are many details and it takes many hands to get the job done.

1st Security After Hours in July:  
 
We had a lovely After-Hours in July at 1st Security Bank.  The most beautiful view of the city while we enjoyed each other's company and lot of wonderful food.  There were lovely gifts donated by our members and Julie from Jak's provided wonderful food.

Saturday Art Walks:
 
Historic Downtown Poulsbo is sponsoring Monthly Second Saturday Art Walk beginning on June 12, 2010.  Seven (7) galleries plus a considerable number of merchants are participating.  Each member business that is participating will have a sign indicating they weill be staying open for the event.  The hours are from 5 p.m. to 8 p.m. and you are likely to find your favorite restaurant open as well for relaxing after you shop up and down Front Street.  Invite your friends over from "the other side" for a quaint evening in Little Norway.

Third Annual Poulsbo "Freedom Walk"  Event
 
 
The Poulsbo American Legion Post 245 presents the Third Annual "9/11 Freedom Walk" on Saturday, September 11, 2010.  The event will start @ 10 a.m. at the lower lot of the Parks and Recreation Building on front Street.  Churches will ring their bells, we hope that all the downtown merchants will proudly display American Flags and you will want to walk with us.
 
The walk will proceed through Poulsbo Place to Sunset Street and then over to Jensen Way and finish at the American Legion Park.  Estimated walking time for the 1/2 mile route should be less than 60 minutes.  Come join in honoring our country and those who lost their lives on September 11th.
