Greater Poulsbo of Commerce Policy Statement
 
On the 22nd of October, the Chamber will be hosting a Business Expo and Candidate's Forum for the Mayoral Race and one City Council Position.  The Greater Poulsbo Chamber of Commerce Board of Directors wants to reassure our membership that we adhere to the bylaws of our organization which states: "The Chamber shall be non-partisan, non-sectarian, and non-discriminatory in all of its activities.  The Chamber shall not lend its influence or facilities to further the election of any candidate for public office." 
 
This statement in our bylaws will not prevent the Chamber from addressing public issues which will further the purposes of the Chamber, nor does it prevent the Chamber from organizing and sponsoring candidate forums in which all qualified candidates are invited to participate equally and fairly.  Hence we are organizing this public forum and invite all of you to attend.  Please further note that this evening event is open to the public.
Getting to Know our Members:
Debra Linn Allbee, Farmer's Insurance
 
Debra Linn Allbee is a third generation owner of her Farmers Insurance Agency located next door to the Post Office in downtown Poulsbo.  Her agency has been in Poulsbo since 1947!!!  Six years ago, she took it over from her father, Larry Linn, when he was ready to retire a second time (the first time was after he served 21 years as a nuclear engineer in the US Navy).  Prior to taking over the agency, Debra was a paralegal for 19 years, and was working out of Seattle for the third largest law firm in Washington.  Her legal background provides a true advantage in assessing her client's risk factors and advising them how to adequately prepare and protect themselves and their family.
 
Debra proudly comes from a strong military-oriented family.  Her husband Tim Allbee served eight years in the US Marine Corps.  Her father served 21 years in the US Navy.  Her father-in-law served 21 years in the US Army.  Her son recently completed his second deployment to Iraq with the National Guard.  Her brother served four years in the US Coast Guard.  Her Uncle served 20 years in the US Air Force.  The list goes on.  She is very proud of her family's service to our Country, and is honored that Farmers Insurance offers discounts to our military personnel, as well as our other service-oriented professionals, such as police officers, firefighters and teachers.
 
Debra and her husband are members of Crossroads Neighborhood Church, and has been a volunteer Sunday School teacher for 4 and 5 year olds for many years.  Debra is an animal advocate and supporter of Pasado's Safe Haven, TheAnimalRescueSite.com, and volunteers at the Kitsap Humane Society with their annual fundraiser "Animal Krackers".  She volunteers on the Harrison Hospital Foundation's Festival of Trees Committee, as well as annually donating several decorated miniature trees for the event.
 
Debra served as Treasurer on the Executive Board of the Historic Downtown Poulsbo Association for the past five years.  The HDPA is the association of the business owners in old town Poulsbo responsible for the beautification and marketing of the famous "Little Norway" feel associated with Poulsbo.  She is now on the Executive Board of the Poulsbo Chamber, serving as its Treasurer.
 
Debra is State licensed as well as Federally licensed with the Securities Investor Protection Corporation (SIPC).  She has three full time account executives on staff who are insurance licensed.  She does not consider herself an insurance salesperson but an insurance consultant for her clients regarding their insurance needs, offering them policies that provide them with peace of mind.  It is her goal to educate her clients on their coverages and provide them with superior customer service.  She writes all lines of insurance for individuals and businesses in the entire State, including Bonds, Commercial insurance, Auto, Home, Life and Health insurance and has been recognized for the past five consecutive years by Farmers Insurance as being in their top 5% of agents Nationwide.  You can learn more about her on her Website,

It Is Election Time Again
 
As the leaves on the trees start turning color, it is time once again to nominate board members for the Poulsbo Chamber of Commerce. We are looking for six committed, dynamic business people to become part of our growing, successful organization. The future of our business community depends on the vibrancy of the Chamber and its members. We currently have on our board people that have skills in marketing, financial management, banking, insurance, health, technology and small business ownership. Now is the time to nominate yourself or someone you feel would be a great addition to the current team. Bring your expertise and build recognition for yourself and your business. In addition to our elections we are going to have a candidate forum for the City of Poulsbo Mayoral and Council elections. Please attend the 2009 Business Expo at the Zone Sportsplex on October 22nd starting at 4:00 which will be followed by an after hours and forum featuring councilperson Kim Crowder and challenger Jim Henry at 5:30 and Mayor Kathryn Quade and challenger Becky Erickson at 7:00. Once again we are adding value to our membership and our community.

Things are looking up in Poulsbo --
 
Heading into the last quarter of the year, Poulsbo has a lot to be proud of, especially considering this challenging economic climate. In the last year, the City gained two full points in our bond rating to achieve Double A (only small City in Washington to do so), secured funding from the State Capital Budget for the Marine Science Center, sold the 10th Avenue Property bringing Harrison Oncology to Poulsbo, obtained $3.8M of stimulus funding for the North and South Viking Avenue Improvements, continued development of Fish Park and Centennial Park, and began construction on our new City Hall. From City Hall to Park Development, the Citizens of Poulsbo have a reason to look up this fall.
 
The New City Hall is taking shape and progress is apparent every day. Naturally there is a lot of chatter around town about our future home, so please allow me to clear up any misconceptions or misinformation surrounding the project budget and timeline. The Council, Staff, and City Hall Project Team have worked diligently to set and meet a conservative project budget, continuing to find affordable alternatives and implement value engineering. For example, did you know that we are purchasing refurbished furniture for staff workstations at a third the cost of new? This attention to detail has gone into every aspect of the project, and continues as we move through construction. In fact, the City saved $1.3 million, or 14 percent, on the construction bid over the estimate, and realized a $500,000 dollar savings through the excavation contract last year. 
 
The total project budget is $15.8 million, which includes land acquisition, design, contract management, construction, and furniture. The bottom line of the construction budget, $10,288,094 (which includes the building, the site development, the furniture, fixtures and equipment, plus sales tax), is the bottom line. The City Council would have to authorize any changes to the project which could result in spending above the budgeted amount. The construction project was awarded to JTM Construction requiring a 420 day completion schedule by the end of July 2010. The construction is indeed on track to be complete almost two months ahead of that schedule.

Director's Message
 
We are heading into my favorite season of the year - Fall!  Poulsbo is beautiful this time of year as the leaves turn color and the autumn sunshine graces our afternoons.  It is a time to get out the warm quilts, check the cupboards for comfort foods and fresh teabags and take your camera for a walk around Poulsbo.  The pictures have to be shared with family and friends from around the country because we live in such a beautiful place.
October Festivals are everywhere.  Poulsbo is having it's own version this Saturday in Downtown Poulsbo.  Activities range from a pet parade, pumpkin decorating, face painting, a kids farmers market, free music and kids crafts at Heavenly Choices.  Eat lunch at the Pig Out in the Parkway  and help support the Poulsbo Marine Science Center.  A Beer Garden will be available for adults and the proceeds from that venue will benefit the Poulsbo Historical Society.  Come and spend your Saturday in Poulsbo!  See you there.

The Greater Poulsbo Chamber of Commerce is again working on the 2010 edition of our Community Guide which lists all members by category and alphabetically.  
 
Currently our volunteers are calling members to check on all updated information for the 2010 Community Guide.  If you have not received a phone call please call or email us with any changes in your contact information and Website information.

Jeffrey Coupland's professional career began in Columbus, Ohio, 20 years ago. While at the Ron Foth Ad Agency, Jeffrey built sets, helped with lighting & styling and was soon behind the cameras. While at the agency; Jeffrey gained exposure, experience and fell in love with all aspects of photography. He worked with everything from 35mm to large format camera equipment, prior to the digital era.
In 1996 Jeffrey & Mary Coupland relocated to Seattle, Washington and by April of 1997 they bought their first home. Jeffrey immediately converted the two car detached garage to a large studio space.  For the next couple of years the studio was operating at a 40 hour week with Jeffrey behind the camera shooting ad agency fashion, product and studio work.
As the years went on the Real Estate market in the Seattle area was flourishing! Jeffrey immediately focused his talents on architectural imagery and joined the Northwest Multiple Listing Service as a staff photographer. At NWMLS, his winning personality garnered him constant referrals for freelance jobs. When Realtors would call into the NWMLS and ask if they could recommend a photographer, the staff eagerly referred them to Jeffrey.
Jeffrey & Mary have been residents of Kitsap County for more than 8 years. Naturally, Jeffrey added a studio to their dwelling space. For the last several years Jeffrey Coupland Photography has been specializing in:
    Architectural Imagery: Residential, commercial and hotel interior's & exterior's
    Product Imagery, including jewelry, manufacturing equipment, and more
    Food; Preparation, presentation, restaurant's and more
