Getting to Know Our Members

Julie Krucek is the owner of Jak's Cafe on Jensen Street in Poulsbo. Julie has worked in the service business most of her life sharing her culinary experiences with others. Providing wholesome, healthy and affordable meals served in a comfortable atmosphere with a smile for her customers is right up her alley! Her favorite part of doing business in Poulsbo is getting to work with people in the community she grew up in. Growing up on a working farm and learning about hard work, dedication, team work and cooking wholesome meals is the experience that sets Julie apart in this marketplace. Originally Julie wanted to be a Prima ballerina and study in Paris France. Now her dream is to go to France someday and learn cooking techniques and recipes from cooks in private homes and estates. Until that opportunity arises Julie reads Food & Wine magazine to get inspiration. Julie's first job was picking and selling blackberries and wild flowers at the end of her parent's driveway when she was about 8 years old. Julie's Mom and Dad are her heroes for life. Julie's favorite quote from her Mother is, "always reach for the stars...even if you only reach the moon your will get a lot farther than if you hadn't reached at all." |

President's Message
I can hardly wait for spring The days are finally starting to get a little longer, the bulbs are beginning to sprout in the garden and it is time to do a little spring cleaning. The sound of birds chirping is a much more delightful way to wake up and start your day than hearing the wind and rain howling outside. After six months of doom and gloom in the media, and channel surfing to avoid all the reality shows, it is time for something different. You see, it is all about frame of mind and attitude that sets you apart from the crowd. The time has come to go explore Poulsbo and find out what makes it so unique. Go downtown on a Saturday morning and have a cup of coffee and a pastry while you are watching the boats arriving into sparkling Liberty Bay. Take a stroll down Lemolo Shore Drive and I guarantee you will see friends and customers out doing the same activity. The afternoon usually means chores, so be thankful that we have numerous stores in town than can provide everything you need to complete them. The time has now come to decide whether you want to make dinner at home after shopping at one of our many grocery stores or go out to one of our fine restaurants for a culinary treat. The final decision of the day will be whether to listen to live music, see a play or the latest first run movie. Ah, a day in the life of a lucky resident of Poulsbo. You see, it is not difficult to do a spring cleaning on your attitude. After all, attitudes are contagious. Is yours worth catching?

New Newsletter Format
At the beginning of this year the Board of Directors investigated the idea of using Constant Contact for our Greater Poulsbo Chamber of Commerce Newsletter, Weekly Updates and Reminders to our valued members. Your Board of Directors is very aware of their financial responsibilities to you as members and we will be saving a significant amount during the year as well as saving trees. It is our attempt to be "green" and responsible. Thank you for your patience as we work out any issues through the next few months.

Dancing with the Stars of Poulsbo a Huge Success!
 The 2009 Greater Poulsbo Chamber of Commerce Awards Banquet was the event of the season. Thanks to our MC's Past Chamber President Marlene Mitchell and the "infamous" Dan Weedin the recipients had a great time while accepting their awards. Each recipient "danced" before being able to take their award and we saw some great moves.
With a packed house at Kiana Lodge we honored Donna Etchey, as Volunteer of the Year. The Organization of the year was our 2008 Centennial Committee with Connie Lord accepting the award. In the category of Beautification: New Construction was the North Kitsap Regional Events Center, and Beautification for Renovations was Bill Austin and his improvements to the Landmark Building and Almo Theatre on Front Street. We honored four Community Builders; Darryl Elves from Poulsbo Elementary, Doug Haughton from Liberty Bay Auto, Tammy Mattson from Tizleys and active with the Centennial and our own Mayor Kathryn Quade.
The "Man" and "Person of the Year" was Tom Taylor shown here with Amber Hoak and Haley Fidler from the Viking Fest Court, Miss Poulsbo 2009, Heidi Nicks and Miss Kitsap 2009, Hannah Orando. Tom has been a positive and supportive influence on our Chamber Board of Directors. He has started a Military Affairs Committee, increased Military Discounts by our members and involved the Military in Chamber and Community Events. We appreciate his support and his continued work in the Greater Poulsbo Chamber of Commerce.
Thanks also go to Frederick Pinard, Owner of The DJ Guys who provided music for the event. We also owe a special thank you to Brad Camp from Brad Camp Images. Brad took great photos of couples and groups and printed them out for our guests to take home that evening. We really have wonderful members who donated special raffle prizes as well. February Chamber After Hours

Council Corner - Becky Erickson
Poulsbo City Council: The Value of Institutional Knowledge Last month I wrote a column for the Chamber of Commerce about being a new council person. My experiences since election have been bumpy but rewarding as I have been learning the ropes in a new world. But fairness makes me respond to a different perspective: the value of institutional knowledge. Everyone at one point in their lives has started a new job and run into institutional knowledge. Those that are wise understand the value of that knowledge and respect it. Whenever I have start a new job as a manager, I always vow to never change anything for a period of time to fully understand why things are done in certain ways. Depending on the condition of the business that period of time can be anywhere from 3 months to a year. Business systems that been developed over time work in certain ways for a reason. The reason is that they have been successful. Patterns are established. People understand one another. Processes flow forward to a successful end. These are concepts that create success. If they did not, the business would not have survived. So anyone that is new needs to take time to understand each piece and the value that these pieces bring to the enterprise as a whole. What does institutional knowledge mean in local city government? First is complexity. A demonstration of this complexity is the blizzard of acronyms: LID (local improvement district) verses LID (low impact development). PUD (public utility district) verses PUD (planned unit development). Or the following: KRCC, KCCHA, PSRC, STP, TIP, CIP, GMA, PMC, NPDES, UGA, CP, KPUD, CFP, PRD, ADU, RMA, CAO, RCW, SEPA, NEPA, NKSD, RL, RM, RH, OFM, CTED, CPSGMHB, WDFW, WAC, GIS, KCHD, DOE, WSDOT, PFD, TDM. There are many more. They all need to be learned, understood, and absorbed into the context of city government. Each one has a very specific meaning that could have a profound impact on each council member's decision making process. This is symptomatic of the complexity of the institutional knowledge of local government. Local government has a language all to itself. The concepts are very complicated and greatly impact how people live in Poulsbo. Mayor Quade has a policy: no acronyms without explanation. It is a good policy for the public to understand the conversation of government. It is a demonstration of the complexity of institutional knowledge that each council person is required to know to function successfully. Second is the history. Institutional knowledge is reflected in our current problems and solutions. On February 24th, the City Council (the CC) had a joint meeting with Planning Commission (the PC) discussing the draft comprehensive plan (the CP). How has our capital planning changed over time? Jeff McGinty and Ed Stern talked at length about how things were, what was learned from past policy, and why we are here today. They set the framework for our discussion as we talked about future policy. Why we are here today is the sum of the collective decisions made by past councils. Most of those decisions were good and have shaped Poulsbo into the community that we love. Some have missed the mark, and are being reshaped by the current Council, using the lens of institutional knowledge to guide the decision making process. Third is conservatism. Always understand past decisions before proceeding forward to the new. Why waste the time, energy, or effort to repeat mistakes? Why not capture the benefit of good ideas used before to solve current problems? The citizens of Poulsbo expect the City Council to act prudently, deliberately and conservatively as we manage city business. That does not mean that we should ignore institutional knowledge but to expand on our past decisions as we explore new ideas. It also does not mean we routinely stay the course just because the past has functioned in a specific manner. The new and the old must come together to pick the best course and shape our vision of the future. So when we talk about the UGA, ADU's, PRD's in the CP, we all have a common framework of institutional knowledge to guide new ideas. The dictionary is located in City Hall. Come and be involved in our process.

Burrata Bistro's Ribbon Cutting

| Military Corner: Information You Need to Know!
The federal government compensates school districts for schooling the dependents of federal employees including service personnel. School districts in Kitsap County receive $13.870 million annually in impact aid for schooling of the dependents of military personnel. When military related payrolls get spent within the county or state, and when the base lets contracts to businesses in the county or state, these expenditures have multiplier or indirect impacts that generate additional economic activity. These multiplier impacts are estimated using a new input-output model just released by the Office of Financial Management, resulting in total impact estimates (the sum of direct impacts and the multiplier impact). The bases in Kitsap County directly and indirectly account for nearly 47,000 jobs in Kitsap County and over 53,800 statewide. The total impacts in terms of labor earnings sum to $1.756 billion within Kitsap County (about 8.9 percent of wage disbursements in this county) and $2.014 billion statewide.
