State Budget Faces Conference Committee
When the Senate passed its version of the FY 2012-2013 state budget, it adopted the recommendation of the Finance Committee to increase several programs of interest to independent higher education. Because collections of state tax revenues and lottery funds are increasing beyond expectations, the Senate had an additional $310 million to budget for various programs.
The Senate increased funding for Tuition Grants by $1.5 million in one-time lottery money in its version of the 2012-2013 budget bill. In addition, the committee increased by $4 million funding for need-based grants administered by the Commission on Higher Education. The Tuition Grants Commission receives a percentage of CHE's need-based grants and could realize an additional allocation of more than $500,000.
Under both the House and Senate plans, merit scholarships continue to be fully-funded. An appropriation of $1.5 million in excess unclaimed lottery prizes for PASCAL moved from the #2 priority in the House to a #1 priority in the Senate.
The two legislative bodies must agree on a single budget bill to send to Governor Haley who has line-item veto power. This process will start next week when a Conference Committee of 3 members of the House and 3 members of the Senate meet to reconcile the budget. The conferees for the Senate are Chairman Hugh Leatherman, Sen. John Land, and Sen. Danny Verdin. The House conferees include Chairman Brian White, Rep. Murrell Smith, and Rep. Harry Ott.
By law, the General Assembly must adjourn by the first Thursday in June. Since the budget differences were not resolved by the June 7 deadline, the Senate and House passed a Concurrent Resolution and will return to Columbia on June 19. The House and Senate also will return to Columbia on June 26 to consider the Governor's vetoes prior to the fiscal year's July 1 start date.
We are optimistic that there may be additional scholarship dollars for students attending private non-profit colleges and universities. Thank you to all who have worked and continue to work in the interest of students who attend SCICU member schools.

Newberry College Names New President
Newberry College, a Lutheran-affiliated liberal arts college founded in 1856, has named Dr. Maurice William Scherrens to become the college's 22nd President, effective August 13, 2012.
From a large field of applications and a national array of candidates, the Board of Trustees at Newberry College has unanimously elected Dr. Scherrens for his strong, proven leadership at George Mason University where he has served as its Senior Vice President and Chief Operating Officer. President Dunlap Announces Retirement from Wofford
 Dr. Benjamin B. Dunlap, president of Wofford College since 2000, announced on Tuesday, May 15 at the college's board of trustees meeting his plans to retire in June 2013. Dunlap, only the 10th president of the college, will retain his appointment as the Chapman Family Professor in the Humanities, and after a year-long sabbatical, will return to teaching at Wofford. Dunlap became president of Wofford on July 1, 2000, following the retirement of Dr. Joab M. (Joe) Lesesne Jr., who had been president for 28 years. Dunlap was inaugurated on April 24, 2001, during ceremonies that also marked the dedication of the Roger Milliken Science Center. Dunlap made this statement to the campus community, alumni, and friends: "At this morning's meeting of the board of trustees, I announced my plans to retire as president of Wofford College as of June 30, 2013 - that is, a little less than 14 months from now. I'm making the announcement so far in advance in order to give the Board plenty of time to conduct a national search for my successor.

Students May Be Excused for Military Service
A bill signed on May 14 by Governor Nikki Haley requires institutions of higher education to excuse students from attending classes or engaging in other mandatory activities, including tests or examinations, in order for the students to fulfill their military obligations. The bill applies to any student required to attend or participate in military service, duty, training, or disaster relief efforts and applies without distinction to a student's status as a member of the active component, reserve component, or National Guard.
Students whose absences are excused may not be penalized for their absence and must be allowed to complete all missed assignments or take missed tests or examinations within a reasonable time of their return. Each college or university shall determine what constitutes a reasonable time to make up the assignments, tests, or examinations missed by reason of military service on a case-by-case basis, taking into account the individual student's schedule and academic responsibilities.
Under the new act, institutions of higher education include all those that receive state funding, either directly or indirectly, including but not limited to state scholarships or grants.
The primary sponsor of the legislation is Rep. James E. Smith (Columbia). Rep. Smith is a captain in the South Carolina Army National Guard and served in Afghanistan in support of Operation Enduring Freedom. The act is effective with the signing of the bill by the Governor on May 14, 2012.

SCICU is pleased to make its conference room and facilities available to various college and university affinity groups. While modest in appointments, the SCICU's office is centrally located and the staff is friendly, helpful, and known to provide a tasty lunch.
During this past week, the facilities were used by the Student Affairs Directors, the Higher Education Tuition Grants Commission, Library Directors, and Career Services Directors.

The Deutsche Bank Alex. Brown investment team that manages SCICU's endowments recently received national recognition. Lee Bryan was named to the Barron's Top 1000 Advisors list for 2012, while Jason Zaks was included in On Wall Street's Top 40 Financial Advisors under 40.
Earnings from SCICU endowments provide student scholarships, stipends for the Excellence in Teaching awards, and partial underwriting of the student/faculty research.

2012 SCICU Campus Tour
During week of June 18-21st, 38 high school professionals (guidance counselors, teachers, coaches, career specialists, etc.) will tour ten of SCICU's twenty member institutions. The maximum number of participants was met before the May 18th deadline.
The campuses involved in the tour this year are Allen University, Anderson University, Coker College, Columbia International University, Converse College, Limestone College, Morris College, Newberry College, Spartanburg Methodist College, and Wofford College.
An important element of the tour is always those that serve as tour guides. Wes Daniels of Coker College will serve as a tour guide trainer, on this his eighth and final tour. New tour guides this year are Jason Allen of Erskine College and Chris Bouknight of Newberry College. SCICU staff member Brenda Torrence will also be participating in the tour this year.
