Ways and Means Sustains Student Aid
The House Ways and Means Committee voted to fund Tuition Grants and merit scholarships (Palmetto Fellows, LIFE, HOPE, and Tuition Assistance) for FY 2013 at the current year's levels. Although state revenues improved slightly, there simply were not enough unbudgeted dollars to restore cuts that permeated state government agencies and programs over the past several years.
The Higher Education Tuition Grants Commission requested a $3.55 million increase for the budget beginning July 1, 2012. If funded, the increase would increase the maximum grant by $30 to $2630. While the Higher Education subcommittee recognized that the maximum grant is losing ground to the increasing cost of attending college, it felt constrained to recommend an increase at the same time that public higher education institutions were not receiving additional funds after being cut approximately 45% over the past 3 years.
Ways and Means did add PASCAL, the Partnership Among South Carolina Academic Libraries, as the first funding priority for up to $1.5 million in unclaimed lottery prize money above $12.4 million. This is the same position that PASCAL is in this year, and based on past results, PASCAL may very well receive additional funds from the State Education Lottery at the end of this fiscal year and next.
Thank you to all who have written letters and contacted legislators to get us to this point, but the recommendation of the Ways and Means Committee is just one step in a long and often fluid budget process. The Full House begins debate on the budget on March 12.
There is still time for students and advocates of independent higher education to solicit the support of their legislators for Tuition Grants and merit scholarships. We do not want to lose any of our current funding for lack of effort.

General Assembly Recognizes, Honors Independent Colleges and Universities
A Concurrent Resolution passed by the House and Senate on February 28 recognizes and honors independent colleges and universities in South Carolina for their outstanding contributions in educating the youth of our State and nation. Numerous co-sponsors joined the Resolution's author, Rep. Chandra Dillard of Greenville, and their colleagues to express deep appreciation to members of SCICU for their role in providing an outstanding, values-based education to students from all walks of life.
To celebrate the unparalleled record of excellence in teaching and nurturing students, the General Assembly established April 16 - 20, 2012, as Independent College and University Week and April 18, 2012, as Independent College and University Day.
Rep. Dillard is also the Director of Community Relations at Furman University. She will present the Concurrent Resolution to the students who rally at the State House in support of the Tuition Grants program during Independent College and University Day.
As the members of the House prepare to debate the FY 2013 state appropriations bill, this particular honor comes at a very opportune time.

Student Research Takes Center Stage
After a year of independent research and study, 33 students from 12 SCICU member institutions took center stage at the BMW Zentrum Visitors Center on February 17. These undergraduate students, under the guidance of faculty advisors, gave formal presentations on the results of their individual research projects that were funded by SCICU through a faculty-judged, competitive grant process. Areas of interest included biology, physics, religion, education, sociology, zoology, and psychology.
Created in 1995, the objective of the SCICU Undergraduate Student/Faculty Research Program is to increase the number of undergraduates participating in significant research at the twenty member colleges of SCICU and to provide an effective way to make a positive impact on the future supply of advanced degree candidates and highly competitive employees in areas of industry requiring specialized knowledge.
The 27 projects that were featured at the recent 2012 Symposium were supported by more than $91,000 awarded in the spring of 2011. We are thankful for the following program sponsors for their commitment to promoting independent research and inquiry: Belle W. Baruch Foundation, BlueCross BlueShield of South Carolina, Charles W. and Elizabeth H. Coker Foundation, Daniel-Mickel Foundation, Joyce M. Hampton, V. Scott Koewer, Mills B. Lane Memorial Foundation, and the South Carolina Independent Colleges and Universities General Endowment Fund.

Connecting Students with Employers
In spite of heavy rains and severe weather warnings, close to 300 college seniors from 17 SCICU member institutions traveled to Columbia on February 24 to meet with a variety of employers in pursuit of that all-important first job. During the course of the day, students had an opportunity to explore employment opportunities with 63 employers, including 33 school districts, and participate in initial job interviews. To help match students with prospective employers, student resumes were load on to flash drives and distributed to participating employers prior to the day's events.
Students who elect to participate in Career Connections 2012 receive coaching with writing resumes, proper dress, interview skills, and career choices from campus career services directors and staff who are also responsible for planning this event along with SCICU Vice President for Business Affairs Brenda Torrence. Employers are attracted to graduates from SCICU schools because the students' values-based liberal arts education fosters problem-solving, strong communications, and independent thinking skills.
Two years ago, because of the prolonged economic down turn, the event was cancelled when fewer than 10 employers signed up to participate. The Virtual Job Fair that took its place helped to put students in touch with prospective employers, but it couldn't replace the one-on-one contact that Career Connections provides. The 63 employers attending Career Connection 2012 is a record number and hopefully a sign that the economy is rebounding.

SCICU Professors Honored
The 2012 Governor's Professor of the Year competition brought recognition to 8 outstanding faculty from SCICU member institutions. Dr. Nicholas Panasik, Jr. from Claflin University was named a semi-finalist for this year's honor. Recognized as Distinguished Professors were Dr. Terry Barr from Presbyterian College, Dr. Samuel A. Darko from Benedict College, Dr. Harry "Chip" H. Hill, Jr. from Limestone College, Dr. Lee Kizer from Southern Wesleyan University, Dr. J. Kristian Pratt from Spartanburg Methodist College, Dr. Helen Tate from Columbia College, and Dr. Rachel Walker from Charleston South University.
Sponsored by the South Carolina Higher Education Foundation, the Governor's Professor of the Year awards are open to faculty at 2 and 4 year public and independent institutions of higher learning. The winner of this year's award from 2 year colleges was Dr. Hendrikus E. van Bulck from University of South Carolina Sumter. For a senior college and university, Dr. Conway F. Saylor from The Citadel was honored.

Coming to a City Near You
A $5000 grant from the Foundation for Independent Higher Education will help SCICU reach the goals of the Trustees Challenge fundraising campaign launched last October. The Development Committee will use the FIHE grant to sponsor a series of five donor receptions to introduce potential donors to SCICU and its member colleges and universities. The schedule is as follows:

Board of Trustees to Meet at Benedict College
 The fall meeting of the SCICU Board of Trustees will be on October 11 at 10:30 a.m. on the campus of Benedict College in Columbia. Following an invitation by Benedict College President David Swinton, Board Chair Henri Etta Baskins made the announcement at the conclusion of last Friday's meeting of the Board.
President Jairy Hunter and Charleston Southern University hosted the meeting on March 2. The trustees enjoyed hearing about CSU from Dr. Hunter and from student and faculty representatives. During committee reports, the Finance Committee reported on the results of SCICU's annual financial audit, the IRS Form 990, and the status of the budget. The Development Committee reviewed progress towards the year's fundraising goals and plans for 5 prospective donor receptions. An update by the Public Policy Committee noted that both Gov. Haley and the House Ways and Means Committee recommended that the Tuition Grants program and the merit scholarship programs be funded at the current year's levels. A detailed report of the meeting in the form of draft minutes will be distributed to all Trustees in a few weeks.

US House Strikes Down Regulations
By a vote of 303 to 114, the US House of Representatives voted last week to repeal the state authorization and federal credit-hour regulations passed by the Department of Education in October 2010. The Protecting Academic Freedom in Higher Education Act (HR 2117) blocks the Department of Education from expanding rules requiring higher education institutions to seek additional state authorization, especially in the area of distance learning, and imposing a uniform definition of credit-hour on all courses of study.
Prior to the vote, SCICU sent letters to the South Carolina Congressional delegation asking them to support HR 2117. SCICU also signed on to a letter from the American Council on Education urging House members to support the legislation. All six Congressmen from South Carolina voted to roll back the regulations.
It is unlikely that the measure will survive in the Democratic-controlled Senate, at least as a stand-alone bill. And if it does clear the Senate, it could still face a veto from President Obama, who issued a statement strongly opposing the repeal. The victory in the House, however, sends a clear message to the Department of Education and may influence the department's future decisions.
