State Budget for FY 2010-2011 Finalized

The State Senate returned to Columbia on Tuesday and completed work on the state budget for FY 2011 by addressing the remainder of Governor Sanford's vetoes.
 
None of the vetoes had an adverse effect on  more than $107 million in general fund appropriations for Tuition Grants ($21.7 million) and for other scholarships such as the Palmetto Fellows, LIFE, and HOPE. The Governor's veto pen also skipped more than $187 million in lottery proceeds allocated to all the scholarship programs. Tuition Grants will receive directly $7.7 million in lottery funds.
 
PASCAL is still on track to receive $169,674 in state funds and up to $1.5 million in lottery funds if there is sufficient unclaimed lottery prize money at the end of the year. In an "average" year, the amount of unclaimed prizes is sufficient to fund all the programs ahead of PASCAL with around $1 million to spare, but there are no guarantees. If PASCAL does receive money from the lottery, it will mark the first increase in PASCAL's state appropriations since the program lost $2 million at the end FY 2007-2008.
 
In spite of over $2 billion in cuts to state programs and agencies during the past three years, funding for higher education grants and scholarships have held steady. Thanks to the support and advocacy of students, parents, and friends of independent higher education, the General Assembly continues to recognize the importance of investing in the future of South Carolina, one student at a time.
Newberry College Names New President
Newberry College PresidentNewberry College announced on June 11, 2010, that Dr. V. Scott Koerwer, a senior business school administrator, entrepreneur, and authority on leadership and strategy, will become the College's 21st president, effective July 1. He follows Dr. Mitchell Zais, who has served as Newberry's president since 2000.
 
Currently Deputy Dean and Clinical Professor of Management at the University of South Carolina's Moore School of Business, Dr. Koerwer brings a broad range of educational perspectives to the Newberry presidency. He was educated at a leading liberal arts institution, Muhlenberg College, and went on to receive his Master's Degree from a leading science and engineering university, Lehigh University. He was awarded his doctorate in education from the internationally recognized University of Pennsylvania. Dr. Koerwer is also an alumnus of the Advanced Executive Program at the Kellogg School of Management at Northwestern University. In addition to the Moore School, he has served as an executive at two leading schools of management: the Wharton School of the University of Pennsylvania and the Robert Smith School of Business at the University of Maryland.
 
Newberry College is the third SCICU member to appoint a new president. Earlier this year, Furman University named Ron Smolla to succeed Dr. David Shi, and Dr. David Norman will take over from Dr. Randy Rubble at Erskine College.
Counselors Complete Tour of 10 SCICU Campuses
Campus Tour Without fail the hottest week of the summer is the week that high school counselors and teachers tour 10 SCICU campuses. The week of June 14-18 was no exception as temperatures consistently reached into the upper 90's as this year's group of 38 made their way across the state.
 
In alternating years, 10 of SCICU's 20 member institutions showcase their campuses and programs in order to create a greater awareness among key educators about the unique and intrinsic value of independent higher education. As part of their Department of Education recertification requirements, the counselors and teachers on the tour will create presentations of their experience to share with students, parents, and other educators.

The SCICU colleges and universities on this year's tour included: Allen University, Anderson University, Coker College, Columbia International University, Converse College, Limestone College, Morris College, Newberry College, Spartanburg Methodist College, and Wofford College.

Columbia International University also served as the tour's staging and orientation location. The group was ably guided by Tobe Frierson, associate director of admissions at Erskine College, and Wes Daniels, director of annual giving and major gifts at Coker College.
Heading for 100%
With the end of SCICU's fiscal year just 60 days away, the Development Committee is closing in on its goal of achieving 100% giving by members of the SCICU Board of Trustees. Committee Chair Russell Cook encourages all Board members to make their donations or fulfill their commitments by August 31.

Baskins Named SCICU Chief Intergrity Officer
SCICU Board of Trustees Chair Sara Fisher named Henri Etta Baskins as the organization's chief integrity officer. This position was created when the Board adopted a Policy for Reporting Improper Conduct in April. Ms. Baskins is the chair-elect of the SCICU Board of Trustees.
 
According to the policy, the chief integrity officer is a person appointed by the chair of the SCICU Board of Trustees who can assure that there will be a fair and impartial investigation of any allegation of improper conduct and that the outcome of the investigation will be based on the merits. The chief integrity officer reports directly to the Board of Trustees.
 
Anyone may report allegations of suspected improper conduct to the chief integrity officer. Reports may be made by contacting Henri Etta Baskins, AT&T South Carolina Regional Director, Suite 5500, 1600 Williams Street, Columbia, SC 29202. A copy of the Policy for Reporting Improper Conduct may be obtained by contacting the SCICU office.

Looking for a Few Good Women and Men
Mike Brenan, chair of the SCICU Nominating Committee, invites current Board members to nominate candidates for membership on the Board of Trustees for terms of office that begin on September 1, 2010. Candidates should have an appreciation for the important contributions that a strong and vibrant community of independent colleges and universities brings to the state and a willingness to advocate for strengthening the opportunities for students to attend the independent institution of higher learning of their choice.
