Student Aid Holds Ground in FY 2010 State Budget
StatehouseAlthough the state's FY 2010 budget is $1.5 billion less than the previous year, student financial aid is one of a handful of programs that did not experience a reduction in funds. The needed-based Higher Education Tuition Grants and the merit-based Palmetto Fellows, LIFE, HOPE, and Tuition Assistance scholarships, which are exempt from mid-year budget reductions, are funded at levels established at the beginning of the FY 2009 state budget.
 
In spite of the Governor's lawsuit over the use of federal stimulus money (Part III), the bulk of the state budget (Part IA and Part IB) will move forward and become effective on July 1, 2009. Students who qualify for grants and scholarships will receive their awards as scheduled. If the action of the General Assembly withstands the judicial challenge, most of the stimulus funds appropriated by line in Part III will be allocated to the Department of Education, public colleges and universities, and law enforcement agencies. We do not anticipate any material changes to programs that most directly impact independent higher education.
 
Attempts by the higher education community to restore funding for the Partnership Among South Carolina's Academic Libraries (PASCAL) fell short. The consortium is working on an alternative funding plan that will maintain the program at a minimal level while efforts continue to secure State support.
 
State House veterans describe this year's appropriations process as the most difficult in over 30 years as budgets were slashed almost across the board from 15 to 30%. Thanks to the hard work and advocacy of the SCICU Public Policy Committee and Board of Trustees, students, faculty and staff at our 20 members, and the commitment and support of many members of the General Assembly, financial aid to South Carolina students attending one of our SCICU colleges and universities was maintained at a level that avoided reductions in individual student awards.
SCICU Joins the Coalition of College Cost Savings
Piggy SavingsWith independent college and universities being squeezed in every direction by the economy, SCICU has joined the Coalition of College Cost Savings (CCCS), a higher education member organization dedicated specifically to helping private institutions of higher education improve processes and reduce and contain costs through collaboration. CCCS is comprised of 18 member organizations in 16 states that collectively serve 506 private colleges and over   1,100,000 students. By virtue of the SCICU membership, CCCS purchasing programs and services are available at no additional cost to SCICU's colleges and universities. FIHE to Merge with CIC
After months of study and debate, the Foundation for Independent Higher Education will become part of the Council of Independent Colleges. Eddie Shannon, SCICU's executive vice president, voted for the merger at FIHE's annual conference last month. FIHE raises money for the support of independent higher education from national and international corporations. SCICU receives more than $40,000 per year in scholarships from UPS under a program managed by FIHE. The merger is expected to save operating costs and improve staffing and system processes.
Campus Tour Headed to a College Near You
Bus TourThe SCICU Counselor Campus Tour will leave Columbia International University on June 15 for a 5-day, 10-stop tour of some of the best private colleges and universities in the country. This year's tour includes: Columbia College, Benedict College, Claflin University, Charleston Southern University, Voorhees College, Presbyterian College, Erskine College, Southern Wesleyan University, North Greenville University, and Furman University.
 
Each year SCICU arranges a tour of 10 private colleges and universities for approximately 50 high school counselors. The purpose of the trip is to give the counselors an in depth understanding of the many opportunities for excellence at SCICU member institutions. In turn, the counselors use this information to help students and parents select a college that best meets each student's academic and personal needs. The Department of Education awards certification credits to counselors who complete the tour and associated course work. Often counselors compose power point presentations featuring the colleges and universities on the tour and share their presentations with their colleagues when they return to school in August.
Furman University President David Shi Announces Retirement
David ShiFurman University president David E. Shi will retire at the conclusion of the 2009-2010 academic year. A 1973 Furman graduate, Dr. Shi became Furman's 10th president when he succeeded the late John E. Johns in 1994.
 
Dr. Shi is a strong advocate for independent higher education and an active member of the SCICU Board of Trustees. He is a past chair of SCICU's Council of Presidents and he chaired the Board of Directors of the National Association of Independent Colleges and Universities in 2006-07.
 
We look forward to working with Dr. Shi during the coming year as he brings his remarkable career to a close.
