NCPF Board Member Spearheads Peaceful Schools Pilot Program
The North Carolina Psychoanalytic Foundation is honored to highlight one of its newest Board Members, A. Renee Prillaman, PhD. Prillaman joined the NCPF board of directors in August of 2008. She serves on the Peaceful Schools-NC committee and is overseeing the pilot program. As the NCPF Liaison, Dr. Prillaman will coordinate the implemention of the Peaceful Schools-NC at Central Park School for Children in Durham, NC. Our pilot school training will take place this July followed by a statewide conference on the Peaceful Schools program on October 24, 2009 at the Friday Center in Chapel Hill, NC.
 Dr. Prillaman graduated with her BA in Education from Furman University, her Masters in Education from the University of Louisville, and her PhD in Curriculum and Instruction from UNC-Chapel Hill. Currently, Prillaman is the Head Teacher in the Middle School at Carolina Friends School in Durham, NC. She has been at Carolina Friends School since 1998 where she began teaching language arts, math, science and social studies. Dr. Prillaman is also an author and writer. Her most recently published article was in the March 2008 Health and Healing resource paper entitled There's a Monster in My Closet: Fear and Young Adolescents.
In light of the excitement Peaceful Schools-NC has created, NCPF developed a new fund specifically for donations earmarked for this program. Anyone who contributes towards the PS-NC fund will receive a magnet, as illustrated in the photo, for display showing their support creating peace school environments. For more information about the Peaceful School-NC program visit our web site. Mental Health Association Day Advocacy and Education Day
The Mental Health Association in NC is hosting an Advocacy and Education Day at the Legislative Building in Court 1300 on Wednesday, June 10 from 9AM till 3PM. The Legislative Building is located at 16 W. Jones St., Raleigh NC 27601.
Education: This is an opportunity for legislators and the public to learn a little more about mental illness, some of the treatments and resources accessible in NC and MHA/NC's community outreach programs.
Meet Your Legislators: We also encourage constituents from across the state to meet with their General Assembly Legislators to discuss some of the many important issues facing our community this year, such as 1. access to services and medication, 2. state budget, 3. School Violence Prevention Bill, 4. Parental Involvement in School Discipline 5. Capital Procedures/Severe Mental Disability Bill, among others.

MINDSTORM: In addition to legislative visits, there will be an opportunity for legislators and the public to learn what it may feel and sound like to experience symptoms of schizophrenia. Janssen's MINDSTORM is a light-weight headset with polarized glasses that allows an individual to experience the symptoms of schizophrenia while sitting through a short (6 minute) 3D theatre experience. We ask you encourage your legislators to come by Court 1300 of the Legislative Building to take advantage of MINDSTORM and learn more about the various mental illnesses that affect so many members of our community.

1. MHA Day is not a rally and we will NOT have speakers, music or a whole day's agenda as is done with the Coalition Rally. This a low key event with an emphasis on providing educational information and meeting with legislators about mental illness and the policy issues that face our population.
2. Food will NOT be provided. There is a cafeteria in the Legislative Building and a snack bar in the Legislative Office Building.
3. There is parking available on Jones St. just passed the Legislative Building. Parking is $1 an hour and cash is the only payment option.
4. Signs and placards can be carried OUTside of the building but will NOT be allowed INside the Legislative Building or the Legislative Office Building.

ACTION ALERT: Contact your Legislator Today!
Budget Cuts affecting those with mental illness, disablitilies, and addictive disease.
The NC Psychoanalytic Foundation Advocacy Committee is strongly supporting action against proposed budget cuts recommended by Health and Human Services Appropriations Sub-Committee. Your active participation in that support is needed. Take action by calling or emailing your own Legislator and House majority and minority leadership (more info below on how to do so). Tell them that these cuts will be devastating and you support them in raising taxes to fund mh/dd/sa community services and supports. NC cannot cut its way out of the budget hole and these cuts are not to "wasteful" spending. The true waste is when people are left without services, jobs and support.

Monday, June 8, 2009: Update from MHA-NC
HOUSE BUDGET PROPOSAL CUTS MH/DD/SA SERVICES
UPDATE: The House HHS Appropriations Committee passed their revised budget on to the full Appropriations Committee without any changes. This budget is significantly worse than the previous version and includes 3 billion in cuts to the Health and Human Services budget including many that will directly impact people with mental illness, developmental disabilities and addictive disease. This budget cuts direct services, threatens our ability to draw down federal funding and will result in tens of thousands of lost jobs.
YOUR ADVOCACY IS WORKING! House Democrats are discussing a revenue package, but there is still much more support needed for it to pass. We need you to tell your neighbors, family members, churches, co-workers, people you do business with that the impact of these cuts will be far reaching and includes them! Your Legislators and the Appropriations Chairs need to hear from you!
Here are some examples of the harmful cuts:
- $74,000,000 in state funds - means elimination of a large array of services including crisis services, START programs, local inpatient beds for example
- 50,000,000 in state funds for direct services
- Elimination of the continuation budget in Medicaid - means there is no safety net
- CAP MR/DD services are reduced or eliminated
- Community Support is eliminated: 33,000 people will be removed from this basic service that includes case management and support to live in the community.
- 5.5-6% reduction in provider rates means many providers will not be able to survive; jobs and services will be lost
- Special assistance decrease - impacts everyone in the mh/dd/sa community
ACTION STEPS
Contact the Appropriations Committee Chairs and Speaker Hackney's office TODAY - Tell them this budget harms people with developmental disabilities, addictive disease and mental illness. Tell them they were elected to protect their constituency. This budget does not do that because people will be hurt and jobs will be lost. They need to raise taxes to protect services and supports for people with MH/DD/SAS; SEE MHA-NC web site for Appropriations Chairs and Speaker Hackney's contact information.
Contact your own legislators with this same message and let them know you are a voter in their district and you want them to raise taxes to prevent cuts to MH/DD/SA services.
