In a document dated May 5, 2010, Customs and Border Protection published FAQ's
concerning Instruments of International Traffic (IIT's) imported into the U.S. that
contain residue. The publication includes links to additional resources and materials
that may offer assistance and, addresses questions such as:
Definition of an IIT
How is an IIT manifested and entered
Who will make entry
Determining estimates on the residue
Clarification on types of conveyances
CBP has advised that July 1, 2010 will be the implementation date for truck, air, and
vessel modes, and October as the implementation date for rail. As the FAQ's are a
working document, CBP encourages the trade to monitor for any changes and
updates, and has asked that importers begin accordingly. Full text of the document
