Federal funding
Proposed new federal transit policy may increase funding for bike-ped projects
 
Earlier this month the Federal Transit Authority announced a proposed new project that would make bicycle and pedestrian improvements near public transit stops eligible for FTA funding.
 
Notice of the project, published in the Federal Register on Nov. 13, proposes establishing a radius around a transit stop or station within which the agency will consider bike-ped improvements to have "a de facto functional relationship to public transportation."
 
The notice quotes U.S. Transportation Secretary Ray LaHood on the benefits of making communities more livable: "How a community is designed -- including the layout of the roads, transit systems and walkways -- has a huge impact on its residents," LaHood said in June. 

The Federal Transit Authority seeks public comments on the proposed policy by no later than Jan. 10, 2010.

SF bike projects to go forward
 
Last week a judge allowed San Francisco to begin work on the "most easily reversible" bike projects, including painting bike lanes and sharrows, even as he refused to dissolve the 3-year injunction against implementation of the city's bicycle master plan.
 
The order the modify the injection enables the city to start work on most of the projects scheduled for the plan's first year, which also includes installation of bike racks.
 
At a hearing next June the court will determine the adequacy of the environmental impact report prepared for the city's bike plan. Three years ago, after the city adopted the plan without an EIR, two San Francisco attorneys argued the plan failed to consider impacts on motor vehicle traffic. The resulting injunction has left the city unable to make any bicycle improvements, even as bicycle ridership in the city has grown by 56%.

 
LA bike plan open for comments
 
The long-delayed draft Los Angeles Bicycle Master Plan has been released for public comment and so far the response has been less than favorable. In comments submitted earlier this month, the Los Angeles County Bicycle Coalition criticized the draft plan for not meeting cyclists' needs and for reflecting a lack of commitment to bicycle infrastructure in LA.

Riding to feed the hungry
 
The newly organized East Side Riders Bike Club in Los Angeles is taking bicycle advocacy in a new direction with its mission to help provide food and clothing to low-income residents. The club is seeking donations for its first Christmas toy and food drive. Contact the club to learn how you can help.
 
Bicycling candidate
 
Palo Alto Bicycles hosts "Cyclists for Yoriko," a benefit for Yoriko Kishimoto, Democratic candidate for the State Assembly, on Dec. 9. A management consultant and avid cyclist, Kishimoto serves on the Palo Alto city council and is an active proponent of walkable, bikeable communities. Contact the campaign for more information about the Dec. 9 event.

CBC raises $4,500
 
Two benefit parties held in San Francisco and Sacramento this month raised nearly $4,500 in donations and pledges to support CBC. Many thanks to Gary Fisher, special guest at the San Francisco party on Nov. 4, and to Rickshaw Bagworks, which hosted the party. And many thanks to Bicycle Chef Bicycles in Sacramento and owner Christopher Davis-Murai, who also catered the Nov. 18 event.
