Leap Year has been the traditional time that women can propose marriage. According to ancient lore St. Bridget convinced St. Patrick that women should be allowed to pop the question once every four years. That day was February 29th. And if the man refused he was fined! In more modern times this day became known as Sadie Hawkins' day
