2012 is flying by...the fact that there are several large proposal efforts ongoing and on the horizon are certainly keeping everyone busy.
This issue of the MTSC Quarterly Update highlights MTSC's Proposal Coordinator and Graphic Artist support capabilities; introduces the addition of three new, highly experienced Associates; emphasizes a new MTSC mission area capability - Homeland Security; and highlights an MTSC Core Capability - Review Team Support.

The "Glue" and the "Artist"
Proposal Coordinators
Whether you call them Proposal Administrators or Proposal Coordinators, they are often the "glue" that holds the Proposal process together. Proposal Coordinators serve as the "right hand" of the Proposal Manager (PM), assisting them with all aspects of developing the Proposal, including:
- Managing the Proposal schedule/timeline
- Monitoring FedBizOps for updates/changes
- Tracking Proposal author writing assignment deadlines
- Ensuring adherence to Proposal development processes
- Preparing Proposal progress updates
- Supporting Review Team preparations and execution
- Tracking Review Team comments/changes to closure
- Preparing for and executing the Proposal production
- and more
Graphic Artists
If Proposal Coordinator serve as the "glue" for the Proposal, Graphic Artists add the artistic touch needed to prepare a winning, impressive proposal. While most (but not all) Proposal Writers can insert a table or picture following the Proposal Style Guide; few have the experience, time, and capability to develop the graphics required to set your proposal apart from the competition. A good Graphic Artists is required to standardize/edit your tables, polish pictures/captions, and create flowcharts, diagrams, and other graphics to enhance the written word in the proposal.

New Associates
MTSC continues to offer our clients highly qualified Proposal and Subject Matter Experts, and welcomes three new Associates:
Jim Lohr
Jim joins MTSC with over 25 years of experience in management, systems engineering, information technology systems and business development. Jim's recent program experience includes: Homeland Security/Border Patrol, Command & Control (C2), US Navy IT, Airborne C2, Air Defense/Air Space Management, and Radar Integration. Jim has served on Proposal teams as a Volume Lead, Writer, and Review Team member.
Tracy Orfield
Tracy joins MTSC as a Subject Matter Expert on HH-60 operations, Combat Search and Rescue (CSAR), and Aeromedical Evacuation. Tracy has over 3,800 hours of rotary wing flying time in the UH-1, OH-58, HH-60, and EC-135; including experience in combat operations, weapons & tactics, and operational test and evaluation. Tracy helped design and execute the operational test for the original CSAR-X acquisition program.
Gene Uptegraph
Gene joins MTSC as a Subject Matter Expert in Training & Simulation (T&S) with experience in program management, strategic business planning and business development. Gene's military career includes extensive experience in Undergraduate Pilot Training operations serving as a T-38 Squadron Commander, Command Director of Safety, and Director of Operations. Gene continued his T&S focus with industry working on the JPATS, F-16, F-22, and F-35 training programs.

Homeland Security Experience
MTSC has the Associates and Subject Matter Experts (SMEs) to assist with your next Homeland Security (HLS) capture effort. MTSC's Associates have prepared Proposals for companies seeking Department of Homeland Security, U.S. Coast Guard, Customs and Border Patrol, Transportation Security Administration, and State and local Government Agency contracts. Our SMEs have Program Management experience in counter narcotics and terrorism, disaster response, incident command, and command and control. Finally, MTSC has provided Capture and Proposal support for multi-million and billion dollar hardware programs, aircraft programs, training and information technology programs supporting Homeland Security.
