2011 Emission Inspection Information
Test Early: Georgia's Clean Air Force (GCAF) recommends having your vehicle inspected four to six weeks prior to the registration renewal date every year (the vehicle owner's birthday). Ongoing Maintenance: Follow the recommended maintenance and tune-up schedule for your vehicle. New Vehicle Exemptions: The three most recent model years are exempt each year. In 2011, all 2009 and newer model years vehicles are exempt from emission testing. Which Vehicles need to be Tested: In 2011, all 1987 - 2008 model year gasoline powered cars and light-duty trucks (up to 8,500 pounds gross vehicle weight rating) registered in Cherokee, Clayton, Cobb, Coweta, DeKalb, Douglas, Fayette, Forsyth, Fulton, Gwinnett, Henry, Paulding or Rockdale County.
Newly acquired vehicles, model years 1987-2008, in the 13 counties must have proof of passing inspection within the last 12 months and must be registered within 30 days. According to Georgia law, it is the seller's responsibility to provide a valid passing emission inspections at the time of sale if the vehicle will be registered in one of the 13 counties. The cost of an emission inspection is between $10 and $25. Stations must post the testing fee on their official GCAF (Georgia's Clean Air Force) sign. Testing Tips for 1996-2008 model vehicles: If your vehicle's battery was recently replaced or disconnected, or the computer reset, drive the vehicle for one to two weeks under normal conditions, including some highway driving, prior to having an ODB inspection or retest. If your vehicle's Check Engine light is on, it will not pass. The cause may be as minor as a loose fuel cap or as major as an emission control system problem. Seek repairs prior to having an emissions test. What if my vehicle fails: Have your vehicle repaired to meet the required emission standards. Your emission inspector will give you the Georgia Vehicle Emission Inspection Report (VIR), a blank Emission Repair Form, and a GCAF Q&A brochure, which details retest procedures. Possible exceptions: Repair Waiver: Available if emission-related repairs happen to meet or exceed the Repair Waiver limit amount of $805.00 for 2011. Other qualifications based on vehicle model year may apply.
Federal law requires the catalytic converter and on-board computer for 1995 and newer vehicles to be warranted by the manufacturer for eight years or 80,000 miles.

EPA Approves more Ethanol in Gasoline
The Obama administration says gas stations can start selling fuel with more ethanol - a mixture of up to 15 percent - but it's only recommended for cars and light trucks built since 2007. Motorists with older vehicles will need to watch what they are pumping or risk damaging their engines with too much corn-based fuel, the Environmental Protection Agency says. The current blend is 10 percent ethanol.

Gas stations, which choose to sell the fuel, will have to use special pumps and signs to make sure consumers do not fill their vehicles with the wrong fuel. The ethanol industry says the EPA should have allowed the higher blend for more vehicles, arguing that testing shows that it is safe. The EPA was more cautious and will wait until more tests are completed before approving vehicles manufactured between 2001 and 2006. The EPA said owners of cars and trucks made before 2001 - along with motorcycles, heavy-duty vehicles or non-road engines - will have to wait even longer, if such vehicles are approved at all.
Ethanol faces strong opposition from the auto industry, environmentalists, cattle ranchers, food companies and a broad coalition of other groups. Opponents argue that the increase in production of corn and its diversion into ethanol is making animal feed more expensive, raising prices at the grocery store and tearing up the land.

Manufacturers of smaller engines, used in everything from lawn mowers to boats, also oppose increasing the use of the fuel, saying those engines are not designed for the higher concentrations. It is also becoming more and more difficult to find fuel without ethanol. The Kawasaki engine on my ultralight trike as well as many outboard boat motors have to use fuel with no ethanol.
