Commemoration of the 
Alaska Marine Highway System 
- 50 years of Service - 

Dear Southeast Conference Member;

 

Alaska Public Television's KTOO-TV is undertaking an exciting year-long project to commemorate the 50th anniversary of the Alaska Marine Highway System.  The oral history and preservation aspects of Alaska Marine Highway - Golden Anniversary will culminate in four one-hour public television documentary and oral history programs airing across Alaska and North America.

 

Three non-competing sponsors at $40,000 each will fund this important Alaska maritime history project and make it available to all Alaskans.  Southeast Conference will be one of those very important sponsors and you as a member of Southeast Conference can help us with this sponsorship.

 

Southeast Conference was created in 1958. The minutes from that first meeting highlight "FERRY FIRST" to point out that the "...Southeast Alaska ferry system was the top priority project."  Ten mayors and 20 other representatives from Southeast Alaska towns, met with E.J. Haugen, Petersburg, & first division member of the Alaska Highway and Public Works Board, unanimously agreed the Southeast Alaska ferry system was the top priority project they wanted.  The Conference adopted a resolution (the first of many) to this effect and set a target date of 1960 for getting the ferry into operation making Southeast Conference a major player in the formation of the Alaska Marine Highway System.

 

We are asking our members to support the efforts of Alaska Public Television's KTOO-TV, and contribute to the $40,000 so Southeast Conference can help sponsor this wonderful project.

Scholarship Auction Donation
  

Every year Southeast Conference hosts a Scholarship Auction at our Annual Meeting in September. This year's Annual Meeting will take place in Craig, Alaska on Prince of Wales Island, Sept. 25th through the 27th. We invite you to contribute a tax-deductible donation item that can be auctioned. All proceeds of the Scholarship Auction go directly to the Southeast Conference UAS Scholarship Fund.

 

The Southeast Conference scholarship program was established in 1992 in partnership with Alaska Airlines and the University of Alaska Southeast.  Southeast Conference believes an educated workforce and opportunities for lifelong learning are critical to the region's future. Further, we recognize the important role of the University of Alaska Southeast both as an economic engine for the region and as a key player in workforce development. The first scholarships were awarded in 1994 and, including those made through the spring 2012 semester; Southeast Conference has awarded nearly $300,000 in scholarships to 208 students attending the University of Alaska Southeast.

 

We salute our first major corporate sponsor, Alaska Airlines, for its generous $25,000 initial donation to the fund.  We also welcome our new partners Hecla Greens Creek Mine and Coeur Alaska Kensington Gold Mine with their generous donations for support with the mine training program. Southeast Conference Scholarships are available to any students officially admitted in a program at the University of Alaska Southeast. This includes the Juneau, Ketchikan and Sitka campuses and those taking courses by distance delivery. Applicants must be residents of Alaska, and must demonstrate their intent to reside in and contribute to the betterment of Southeast Alaska. We are excited to announce we have recently amended our requirements to include vocational training programs and part-time students interested in staying in Southeast Alaska.

 

I am asking you to help us out this year by giving a tax-deductible donation for the Annual Scholarship Auction. Last year we raised over $19,000 from donated items and hope to bring in even more this year.

Energy Cents Program

 & Energy Housing Fair

Immediately following the Southeast Conference in Craig, AK Tlingit Haida Regional Housing Authority will be hosting an Energy-Housing Fair for community members of Prince of Wales this September 28th, 2012!

This fair is going to be energy focused, but include programs such as: Energy Cents Program, Financial Literacy, Weatherization, LIHEAP & Energy Assistance Programs, Housing Management, Repair Programs, Loan Programs, and Student Housing Vouchers. 

  

This is a great opportunity for your organization to present or exhibit any expertise applicable to the areas of: energy conservation and energy efficiency, health & home safety, renewable energy, community gardens, etc. If you cannot attend the Energy-Housing Fair on September 28th, 2012, THRHA's Energy Cents program will also be co-hosting 14 community- driven Energy Fairs throughout Southeast, Alaska this fall-winter 2012 and would appreciate your participation in the Energy Cents' effort in educating southeast communities on energy efficiency and conservation! For a listing of more events call the number below.

Other things that the Energy Cents program is trying to obtain:

  • Any energy related brochures, posters, booklets for Kids and/or adults to give away at fairs
  • Any energy related door prizes (big or small)
  • Door prizes in general!
  • Energy conservation and energy efficiency educational materials for community members
  • Energy efficient supplies for homes
  • Children's' activities ideas for fairs (looking for ideas that focus on k-12 education. Break-out teaching sessions involving kids, with organizations interested are encouraged!)

House Resolution 6247
New Legislation Seeks to Recognize Hydropower as Renewable, 
Promote Industry Growth



 

 

WASHINGTON, D.C.

Legislation introduced to the U.S. House could help promote hydroelectricity by ending practices that diminish existing hydropower and discourage new development, HydroWorld.com has learned.

House Resolution 6247 -- officially called the "Saving our Dams and New Hydropower Development and Jobs Act" -- was introduced by House Natural Resources Committee Chairman Doc Hastings (R-Wash.), who says the legislation would help eliminate regulatory red tape, generate new non-federal funding and improve governmental transparency.

 

"This bill recognizes a clear vision and common sense reforms for how our nation can protect existing hydropower and jumpstart new hydropower in order to produce more of this emissions-free and low-cost renewable energy," Hastings says.

If passed, H.R. 6247 would:

  • Declare that hydropower is a renewable energy source;
  • Prohibit federal funding from being used to remove, breach or study the removal or breaching of any hydropower dam unless explicitly authorized by Congress;
  • Prohibit federal funding to organizations that have engaged in dam removal or hydropower-decreasing litigation against the federal government;
  • Prohibit federal funding for new activities proposed in U.S. Energy Secretary Steven Chu's memorandum mandating new missions for the Power Marketing Administrations (PMA) until an agency report is completed to justify these activities and Congress authorizes them;
  • Prohibit the Bureau of Reclamation and other federal agencies from bypassing hydropower turbines if a state has declared a drought emergency, or if these actions would harm endangered fish;
  • Improve transparency by allowing each PMA to estimate and report costs related to federal fish and wildlife acts -- including costs relating to lost power generation -- to their customers on a monthly basis;
  • Advance new hydropower through new water storage by allowing non-federal parties to complete studies and finance projects;
  • Create new funding sources to build water and power infrastructure;
  • Authorize hydropower development on existing man-made Reclamation water canals and pipes, as per legislation included in H.R. 2842, which passed the House in March;
  • Address costs and regulations imposed by the Department of the Interior and Department of Commerce for licensing and re-licensing non-federal hydropower projects;
  • Protect electric transmission lines from forest fires by allowing electricity rights-of-way holders on federal lands to remove insect-infested trees or other hazardous fuels within 500 feet.

"This bill would officially recognize hydropower as renewable energy and help eliminate government roadblocks and frivolous litigation that stifle development," Hastings says. "Hydropower is an essential part of an all-of-the-above energy plan, and its expansion would create thousands of new American jobs, grow our economy and protect the environment."

 

Hastings' bill comes on the heels of the Hydropower Regulatory Efficiency Act of 2012 (H.R. 5892), which passed the House with a unanimous 372-0 vote in July.

Ballot Measure 2
Vote on August 28th

The AWEDTG is seeking a Statement of Interest from parties that would like to explore the feasibility of community heating projects of individual facility, community, and/or district heating projects with high-efficiency, low-emission, wood-fired systems.

SEC is the State-designated Alaska Regional Development Organization (ARDOR), the federally-designated Economic Development District (EDD), and the federally-designated Resource Conservation & Development Council (RC&D) for Southeast Alaska.
