Federal Tax Credits Return for Efficiency Improvements to Homes
As you're ringing in the New Year, it might
also be a good time to search your home for air leaks, insufficient
insulation, or heating and cooling equipment that needs updating.
That's because the start of 2009 has also revived the federal tax
credits for energy efficiency improvements to homes. Although the
original tax credit expired at the end of 2007, it was revived this
year as part of the Emergency Economic Stabilization Act of 2008, which
President Bush signed back in October 2008. As noted by the Alliance to
Save Energy (ASE), federal tax credits are now available for 10% of the
cost of insulation, storm doors, and Energy Star-qualified "cool
roofs," up to a limit of $500; for 10% of the cost of exterior windows
and skylights, up to a limit of $200; for up to $300 on new
high-efficiency air conditioners, heat pumps, water heaters, and
corn-fueled stoves; and for up to $150 on high-efficiency furnaces and
boilers. Those tax credits expire at the end of this year, but there's
also a tax credit for 30% of the cost of Energy Star-qualified
geothermal heat pumps, up to a limit of $2,000, and that doesn't expire

As noted by the Solar Energy Industries Association (SEIA), the
Emergency Economic Stabilization Act also extended a federal tax credit
for 30% of the cost of both residential and commercial solar energy
installations, while eliminating a $2,000 cap on the tax credit for
residential solar electric installations. The law also established a
tax credit for 30% of the cost of residential wind energy systems, fuel
cells, and microturbines, with different caps on each type of system,
and all of these clean energy tax credits are good through 2016.
According to SEIA, the solar investment tax credit provisions will also
allow filers of the Alternative Minimum Tax to still take the tax
credit, although anyone planning to file for a tax credit should first

Alaska Airlines Re-Selected
Continued essential air service to Cordova, Gustavus, Petersburg, Wrangell, and Yakutat.
Department of Transportation issued it's decision to re-select Alaska Airlines on the 9th of February. The airline requested a $1,933,219 increase in the annual subsidy.
US DOT stated, "We
have reviewed that proposal and the level of subsidy appears reasonable. The carrier's proposal is based on its
results for the year ended September 30, 2008, the most recent period
available. Compared to the rates set in
Order 2006-3-20, the biggest increases in expenses are for fuel
and maintenance. Fuel

The private company Cascade Creek, LLC had their Federal Energy Regulatory Committee (FERC) permit expire on Ruth Lake, one of three bodies of water in Thomas Bay that the company was studying for hydroelectric potential. Petersburg residents and the city council have voiced opposition to the company's efforts since they first proposed the projects last November. There has been local support, however, for Petersburg's involvement in it's own Ruth Lake Project, but the city could not obtain a permit until the current one expired. The newly formed Wrangell Energy Committee met on February 3 to discuss the pursuance of remaining Alaska Energy Authority funding that was, at one point, marked for the Alaska British Columbia (AKBC) Intertie and was later transferred to the Kake-Petersburg Intertie. The Committee made a point of creating an argument for the AKBC Intertie on three separate levels. On the national level, the committee representative tot he Alaska Energy Authority (AEA) will seek to prove that the country is starved for green and renewable power. On the State and regional level, the representative will have to show that the AKBC will spur the further development of hydropower in the region, due to the opening of a new market on the North American grid. And, finally, the assertion must be made that once the AKBC is in place, and regional hydro development is underway, that small rural communities will finally be able to tap into a cheap, reliable energy source, and begin to grow in kind.
